PROPOSED FACILITY SECURITY UPGRADE PROJECTS
Our Mission
• Federal: To install, operate, and maintain combat ready
equipment and personnel packages, to provide deployable
communications and information (C&I) capability in support
of the United States Air Force Joint Forces Air Component
Commander (JFACC) and the Air Force Forces (AFFOR)
Commander.
• State: To be organized, equipped, and trained to function
effectively in the protection of life, property and the
preservation of peace, order, and public safety under
competent orders of Rhode Island state authorities.
Proposed Projects
o Project #1 - new parking lot
constructed and existing
pavements will be repaired.
o Project #2 - Removal of the
existing boundary fence; removal
of trees along the perimeter
boundary; construction of a new
fence at the perimeter boundary.
PROJECT ONE
Project #1 – New parking lots; repair
existing pavements
Needed to adequately support the
mission of the RI ANG
The current pavement, outside lighting,
utilities and storm water drainage are
aging and require constant maintenance
and repair.
PROJECT TWO
Project #2 - Removal of the existing boundary fence;
removal of trees along the perimeter boundary;
construction of a new fence at the perimeter
boundary
Must fully comply with the DoD Anti-terrorism / Force
Protection standards and Air Force Installation Security
Program
Establish a controlled perimeter of all property
Current perimeter fence only encompasses
approximately a quarter of North Smithfield

Why not put up fence and leave trees?
AT/FP and AFI requires a clearance of 60 feet around perimeter fence
Will trees be removed on my property?
Absolutely Not.
When will the trees be removed?
This project is in the design stage and has not gone out to bid .
It has been projected for fiscal year 2011 (Oct 2010 – Sep 2011).
The period of performance once contract is awarded is 9 months.
How will trees be removed?
Chain Saw and stumps removed by grinder or back hoe
How long can we expect to see construction vehicles on Old Oxford Rd?

What type of fence will be installed?
8-foot tall chain link fence surmounted with barbed wire.
Who determines the property lines?
NATIONAL GUARD BUREAU – A survey was performed in 2002 by Welch
Associates out ow Bridgewater MA, for a ground water remediation
project.
Why need to worry about terrorism in North Smithfield?
Mission – Threat – Vulnerability , Etc.
Will additional personnel be needed?
Only Temporary personnel for the completion of the project.
No mission or personnel changes are involved with the proposed projects.
QUESTIONS & ANSWERS
What impact will the new construction projects have on groundwater
remediation project.
We do not anticipate a negative impact on the groundwater with the
removal of impervious surface (asphalt) and disturbance of topsoil to
facilitate the construction. Monitoring of station wells and a rigorous soil
management program will be part of the project.
CH2M Hill, will be holding a town meeting on ##/##/#### if you have
further concerns.
PUBLIC INPUT
Jan 15th
Draft Environmental Assessment (EA) will be available at
North Smithfield Public Library and to other agencies
EA will include impacts that the project has on natural,
cultural, social, and economic resources
Jan 17th/20TH
Notice of Draft EA availability will be in local paper
(Woonsocket Call & Providence Journal)
