Updated To: Identify date information contained in matrix is current with. 11 FRPA Values and Elements: The resource values identified in the Forest and Range Practices Act (FRPA), the Forest Planning and Practices Regulation (FFPR) and the Government Actions Regulation (GAR). Additional elements identified from Higher Level Plans (HLPs) should be added as additional rows within the value. Additional rows (for the same element) should be added if different requirements are applicable to different areas of application, e.g. SMZ's versus RMZ's. Responsible Agency: The agency that is mandated responsibility for this value and element. Only listed where there is identified authority to designate a feature, establish an objective or general wildlife measure or vary a practice requirement. Hierarchy of Direction: This is the direction that reflects heirarchy (refines, replace, adds to, consistent with or no conflict with FRPA OSBG) when more than one objective exists for a particular element within a specified value. This is most likely to occur when a HLP is present. Rationale Comments: This is the rationale for the choice of objective that tops the hierarchy of direction. Rationale should identify objectives as refines, replaces, adds to, is consistent with or does not conflict with the FRPA OSBG. Area of Application: Defines the area the objective applies to if the area is but a portion of the planning area, e.g. a Special Management Zone within a HLP. HLP legal: These are the legal objectives contained within cabinet approved higher level plans. Example, section 56 of the FPPR requires certain standards when building temporary stream crossing however the Minister may grant an exemption to the requirement. Default Result or Strategy (provision for alternative results/strategies): These are practice standards that must be used unless an alternate result or strategy is proposed and approved in a FSP. Inherent Risk: This is the risk to the value based on the heiarchy of legal direction (Report #1). The extent of legal direction is the sum of HLP, legal designations, enable objectives, practice standards and default results and strategies currently available. The greater the legal direction, the lower the risk to the value will be. Adjusted Risk: This is the risk once non legal guidelines and additional details are considered (Report #2). Non- legal guidance and additional detail information may be used to adjust the Inherent Risk up or down. Guidelines: Guidelines are pieces of information that have general acceptance by practicing professionals within a field. List only those guideline documents representative of the specific planning area, e.g. do not list universal documents such as FPC guidebooks. They are listed to assist practicing professionals to help determine the evidence required to support Forest Stewardship Plans. Guidelines can also be used as a tool to assist with coordinated planning such as overlapping forest development units. The information is not limited in scope and is listed to promote a understanding of commonly acceptable practices within a specific planning area. Guidelines could include existing District Manager Policy, non-cabinet approved LRMPs, TFL Management Plans, certification committments, research papers, Sustainable Forest Management Plans, draft land use plans, etc. DISCLAIMER: Government is under no obligation to provide this information.
