In addition to using the latest industry standard softwares, we have programmers on
staff who can write custom applications for any specialized task. This creates a more
consistent set of plans, speeds up production, and allows us to do more work with
fewer personnel. DEI is the only Arizona surveying firm to have a GPS system that
utilizes cell phone GPS base stations. This allows a survey crew to measure multiple
areas without the need to establish horizontal and vertical control within localized areas
of staking. Each GPS crew is also equipped with automated levels and optical total
station or robotic total-stations to allow maximum flexibility for any type of survey task.

Salt River Project, On-call services,
DEI has a 1 million dollar annual on-call services contract with Salt River Project,
Land Survey DIvision. Due to SRP's satisfaction with our performance during the
course of a three year contract, completed in 2006, DEI was awarded a contract
for another five years. DEI provides survey crews for SRP project sites within the
greater Metro-Phoenix area. DEI also provides the SRP office on Project Drive
with 4 full-time staff members, including two Registered Land Surveyors (RLS).
Nevada Power Company, NV
DEI provided laser scanning and 3D modeling or Nevada Power substations and "A-
Frame" power transmission towers. DEI was able to laser scan the facilities while they
were energized, eliminating the need for a power-down. Complete 3D models of the
facilities were provided and 2D plan & profile CAD drawings were also provided.
Arizona American Water Company, Various Contracts, AZ
Arizona American Water Company has awarded DEI numerous contracts for
surveying, water system design, and inspection services. DEI provided several
full-time staffers to AAWC for inspections on water line projects between
Bullhead City and the Metro-Phoenix areas for over 4 ½ years. DEI has also
performed several water design projects for AAWC, including water main
replacement on Invergordon Road in Scottsdale and Tatum Blvd. in Paradise
Valley. These projects included surveying, mapping, permitting, design, and
construction management of numerous major water mains throughout Arizona.
Southwest Gas Company, On-call services, AZ
DEI provides construction staking and easement creation for new Southwest
Gas Company facilities. DEI provides coordination staking and as-built plans for
up to five Southwest Gas projects per week. DEI will mobilize field survey
crews within 24 hours of a new project request from Southwest Gas.

SURVEYING & MAPPING
DEI's Survey department makes use of cutting-edge technology
I-15 Mapping Remediation, Salt Lake, UT
DEI provided 22 miles of mapping along Interstate 15 from Lehi Main South to
Spanish Fork Route 6. This is a fast track design build project where DEI
completed detailed elevations and location on the freeway at night. DEI also
provided day time survey crews for detail surveys at over 32 interchanges and
overpasses along the corridor. DEI produced an error analysis to demonstrate to
the engineering and construction team the locations of elevation errors on aerial
mapping that was affecting earth work calculations. DEI also remediated existing
2 foot contour interval mapping to 1 foot contour interval mapping. DEI was
featured in American Surveyor magazine (July 2009) for this project, highlighting
our innovative approach to this complex project.
Hoover Dam Bridge Bypass, AZ /NV
DEI established precise control utilizing total station technology. DEI then
completed 3D laser scanning of the cliffs and ground topology. The scan area
started on the Nevada side and proceeded over 2,000-feet east across to the
Colorado River into the Arizona side. The scan area was over 400-feet wide and
encompassed over 800-feet of elevation change. DEI then produced a digital
terrain model with 1-foot contours over the entire 2,000-foot x 400-foot area. This
data was used for bridge and abutment design. POB magazine used this project
as their cover page and lead article for the January 2003 issue.
3D Project, Chandler, AZ
DEI provided a semiconductor client (current Non-Disclosure Agreement) with surveying, 3D laser scanning, and CAD
modeling of the inside of the sub-fabrication level of one their production units in Chandler, Az. A survey control grid
was established within the facility and scanning targets were strategically placed for scan registration. Using the
survey control and targets, the 150+ laser scans were registered and combined into a single "point cloud" with over 10
billion points. These points were used to visualize the equipment in the interior of the densely filled facility. Using this
visualization tool, the mass of machinery, pipes, valves, conduits, ducts, and trays of every size could be modeled
using a combination of AutoCAD and Leica Cyclone.
36" Waterline, City of Phoenix, AZ
DEI performed all layout and asbuilts for this 7 mile water line adjacent I-17 from Carefree Highway to Anthem, Arizona. This project included
a jack and bore under I-17 for the 36" waterline. DEI also provided extensive cut/fill and slope staking for over 4 miles of North Valley
Parkway grading operation. DEI discovered a design error on the benchmark datum between two grading plan sets. Had this 3 foot elevation
error not been discovered by DEI the resulting damages would have been excessive. DEI also provided easement and right-of-way staking
for construction yards and pipeline alignment.
Sky Harbor Terminal 4, Phoenix, Az
DEI provided control verifications, layout and asbuilts for a new structure within the existing terminal 4 building. DEI completed complex
horizontal & vertical control measurements inside and outside of FAA secure areas. Layout included massive columns for new structure and
light rail platforms. This project required high precision for elevation and location of staking (tolerances of 1/8" on project).
Honeywell Fluid Systems Division, Warner & Priest Roads, Tempe, Az
DEI provided master horizontal & vertical control
surveys for 160 acre site utilizing total stations within
an existing tunnel system. Surveyed items included
locations of tunnel walls, ceilings and floors, pipes,
valves and fittings, access ways and equipment
locations. Overall Expansion of Honeywell facilities
included three new buildings and several new tunnel
extensions. DEI also completed 3D laser scanning
and modeling of mechanical and piping systems. Data
product was AutoCAD in both 2D and 3D formats.
A Small Sample of DEI's Municipal / Infrastructure Experience
Far North Radio Transmission Site
Scope of Work: Surveying and Civil Engineering - For this City of Phoenix Annual Services project, DEI designed and administered the
construction for the $800,000 site with 1 mile of access roadway in steep terrain, a hilltop transmission tower, and a 1,600 square foot
equipment building. DEI performed all design with the exception of the transmission tower and the mechanical and electrical building
Cesar Chavez Golf Course
Scope of Work: Environmental Engineering - DEI provided a Phase I Environmental Site Assessment (ESA) for a proposed 188-acre
golf course site. The firm also provided construction administration, grading and drainage, surveying, hydraulics and hydrology
services, as well as utility design of a 36" storm drain, and fire, sewer and domestic water lines for the facilities.
Rail Spur Removal Project - Downtown Glendale
Scope of Work: Surveying and Civil Engineering - This project involved the design of removal of an existing rail spur on 55th Drive, 55th
Avenue, 54th Drive and 54th Avenue and on four alley ways - between Glendale Aveune and Lamar Avenue. Extensive design for
roadway grading and paving was required for these streets to remove the elevation rise at the spur as well as match existing conditions
Glendale Municipal Airport
Scope of Work: Surveying, Civil Engineering and Construction Services - As a subconsultant to Bollinger Architects, DEI completed
topographic surveys of the existing site, designed site grading and drainage, completed construction plans, and provided construction
surveying for a hanger/office and fuel farm addition at the City of Glendale's Municipal Airport.
Paseo Racquet Center Bridge Structure
Scope of Work: Surveying, Civil Engineering, and Construction Services - Bridge design over the Arizona Canal for the City of Glendale
included complete field survey (vertical and horizontal control), site grading and drainage, architectural design coordination with the
Archus Group as the architectural subconsultant, specification preparation, shop drawing review, pre-bid and pre-construction meeting
attendance, and construction observation.
Taleisan Access Road Bridge
Scope of Work: Civil and Structural Engineering - With 0.3 miles of roadway, this municipal project involved civil and structural
engineering design by DEI for two concrete highway bridges over the Central Arizona Project to Frank Lloyd Wright Boulevard.
163rd Ave Roadway Improvements, Surprise, AZ
Scope of Work: Surveying, Civil Engineering, Construction Services - DEI prepared Major Street improvement plans for 163rd Ave from
Grand Ave north 1 ¾ miles. The work included roadway plans, right of way acquisition, signing/striping, landscaping, street lighting,
storm drain, waterline, sewer trunk line, traffic signals and railroad crossing widening plans. This project removed a two lane road and
designed a major street project with 3 south bound lanes, a median and 1 north bound lane. The plans included a 6 phase construction
plan with a two lane temporary road to maintain traffic during construction. The project was coordinated, reviewed and approved with
the City of Surprise, BNSF Rail Road, and Arizona Department of Transportation.
Frank Lloyd Wright Boulvard, Sweetwater Avenue to Cactus Road
Scope of Work: Surveying and Civil Engineering -
This project included arterial roadway design,
hydrologic analysis and hydraulic design for
approximately 4,000 feet of storm drain lateral
with catch basins, connector pipes and three
concrete box culvert structures. All phases of the
roadway paving, drainage and bridge design were
completed by DEI. Comprehensive alignment
and topographic surveys were also conducted.

Mesa Drive Bridges, Salt River Pima - Maricopa Indian Community
Scope of Work: Civil Engineering - DEI designed two concrete highway bridges (0.3 miles of roadway) to achieve additional access for
the community over the Arizona Canal and provided construction phased services for the construction.
FLOODPLAIN DELINEATION & DRAINAGE STUDIES
DEI Excells in Drainage and Floodplain Analysis
North Scottsdale FEMA Floodplain Insurance Study,
Maricopa County Flood Control District, AZ
This project included the analysis of hydrologic and hydraulic conditions for
13 square mile drainage area and approximately 26 miles of floodplain and
floodway analysis. Tasks included coordination with engineer's design
calculations and preparation of hydrologic drawings. Primary design tasks
included hydrologic and hydraulic calculations. Hydrologic calculations
included delineation of water shed, collecting rainfall data, soils data,
topographic data, land use data, and estimate typical channel geometry to
prepare HEC-1 model. HEC-RAS and BOSS RMS modeling was used for
hydraulic calculations to determine the floodplain and floodways.
Port Hueneme Naval Construction Battalion Center Drainage Improvements, Ventura County, CA
As a sub-consultant to Baldi Brothers Constructors, DEI prepared plans for channel improvement to 23rd Ave. and Pennsylvania
Road channels for MILCON Project P-513, Naval Construction Battalion Center at Port Hueneme, California. Port Hueneme included
approximately 1300 Acres of Naval Facilities. Hydrologic analysis included preparation of the hydrologic report based on delineated
sub-basins, soil and land use parameters. Existing drainage facilities located on the site included existing culverts, storm drains,
channels, tidal floodgates and pumping station. Analysis of the existing facilities was determined to provide a basis for design
recommendations. Design improvements included the demolition and replacement of existing box culverts with larger box culverts,
improving existing channel banks, locate and size new detention basin, 3,000 feet of storm drain, and overflow weir.`
Happy Valley Channel and its Tributaries, Surprise, AZ
Preparation of study based upon the Wittmann ADMS Update that evaluated flow and outfall of Happy Valley Channel that was not
included in the Update. Study was submitted in cooperation with the City of Surprise and Flood Control District of Maricopa County.
Study analyzed impacts to Wittmann ADMSU assumptions based upon new developments, construction, and historic data. New flow
splits were analyzed. The channel capacity and resulting downstream flood impact was evaluated with an existing levee in place and
Asante Master Drainage Study, Surprise, AZ
The Asante project is a master planned community consisting of approximately 1,508
acres. Our scope of Work: 22 sqare mile existing conditions watershed analysis
based on the latest update to the ADMS using USCOE HEC-1 for 100-year storm
event. Proposed conditions watershed analysis based on a completed Asante Master
Planned Community showing that impacts from development did not increase
discharges downstream, or reduced discharges. FEMA Floodplain analysis using
existing mapped FEMA floodplains. 404 delineation jurisdictional study.
US Army COE, Rio de Flag Flood Control Project, Butler Ave. Culvert, Flagstaff, AZ
DEI Professional Services, LLC was contracted as a sub-contractor through
the prime contractor Allen Engineering Contractor, Inc. for engineering
services on the Rio de Flag river culvert replacement project in Flagstaff,
Arizona. The project consisted of replacing a 96" concrete culvert with a 16-
ft diameter reinforced steel and concrete culvert structure by soft-ground
tunneling under E. Butler Avenue. The aging existing sewer line under the
existing culvert was in need of repair and the rehab of sewer was added to
this contract. DEI's services included development and design of
construction plans and specifications, construction observation and as-built
documents and drawings. DEI's services also included plans and
specifications, engineer of record and as-built plans for the sewer rehab.
San Tan 320 Acres Piedmont Study and 404 Permit, Pinal County, AZ
Project tasks included coordination with engineer's design calculations and preparation of construction drawings. Primary design
tasks included hydrologic and hydraulic calculations. Hydrologic calculations included on-site and off-site peak flows for various
storm events. Methods used included Piedmont Analysis and HEC-1 modeling. These flows were typically used to size storm
facilities such as retention basins, storm drain infrastructure, and discharge control structures. Various projects included permit tasks
including preparation of Storm Water Pollution Prevention Plans for sites exceeding 5 Acres and 404 Permits for sites determined to
have Navigable Waters of the United States.
INDUSTRIAL & FACILITIES

Honeywell, Tempe, AZ
DEI has provided civil engineering, structural engineering, and surveying services for several Honeywell Engines Division Buildings
within the Sky Harbor/Airlane Facilities in Tempe. DEI was retained for an annual service contract with Honeywell.
Honeywell Fluid Systems Division, Tempe, AZ
Scope of Work: Surveying, Civil Engineering, Construction Services -
DEI provided comprehensive professional surveying and civil engineering
services for this 130-acre Tempe facility and a 225-acre Santan facility in
Pinal County, Arizona. Services included detailed aerial photogrammetry,
detailed horizontal and vertical measurements of existing improvements,
boundary survey, tunnel system survey, results-of-survey documents
superimposed on aerial photography, and setting of external boundary and
internal survey control monuments. Responsibilities also included an
analysis of the existing storm water conveyance and retention facilities;
preliminary design of proposed surface and subsurface storm water
drainage systems; preparation of master grading and drainage plan and
report; and completion of final design and construction documents for
specific grading and paving projects. Construction services comprised
coordination of testing, observation, surveying, as-built measurements,
and preparation of as-built plans. The Santan Facility required a
preliminary analysis and design of the base storm water holding system
and wastewater collection, treatment, and disposal system.
Avent Corporate Headquarters at ASU Research Park, Tempe, AZ
Scope of Work: Surveying and Civil Engineering - This project consisted
of the preparation of survey topography, ALTA updates, and lot splits,
along with civil grading and drainage, offsite water line design, fire line,
and sewer design. Extensive coordination with the Arizona Department of
Transportation was required to design deceleration lanes and ingress,
egress driveways onto the Price Freeway Frontage Road. Additional
services included the design of an access road to the site from Warner
Road, along with another deceleration lane design. A comprehensive
utility communications plan was incorporated to coordinate the placement
of these utilities within a rededicated easement corridor. A number of
additional easements and right-of-way abandonments were incorporated
to complete this project. Future work will include the additions of Phase II
and III buildings and parking lots, water, sewer and fire line. A
comprehensive drainage report also justified retention volumes that were
conveyed to adjacent lakes within the ASU Research Park.
Honeywell Turbine Engine Division, 32nd Street & Airlane, Phoenix, AZ
Scope of Work: Surveying and Civil Engineering - Among the projects for Honeywell was a comprehensive site survey including
location and elevation of all existing features, title search verification, and boundary survey. DEI performed a hydrologic and hydraulic
analysis of off-site and on-site storm water drainage impacts. Other services included: site grading and drainage recommendations,
master grading and drainage plans, construction documents, and detailed specifications. The firm provided bidding assistance, bid
analysis, and recommendations. Comprehensive construction phase services included construction management, construction
materials and placement testing, construction surveying, as-built measurements and as-built plans.
Motorola, Inc., Phoenix, AZ
Through an annual service contract with Motorola, DEI Professional Services provided multi-disciplinary services for several of the
Arizona Motorola high-tech manufacturing facilities, such as the Bi-Polar 3 Facility, the Flat Panel Display Facility in Tempe's ASU
Research Park, and Motorola's Phoenix and Tempe facilities.
RESIDENTIAL & MASTER PLANNED COMMUNITIES

Asante, Surprise, AZ
DEI was the Engineering Manager for Asante, a 1500 acre master
planned community in Surprise, Arizona being developed for Lennar
Communities. The project is being developed in 4 phases with 670
residential acres, 220 multi-family acres and 133 commercial acres.
DEI prepared water, sewer and storm drainage master plans, mass
grading plans for 2 phases, Southern Pacific Railroad crossing
plans, regional park, water storage and treatment plant plans for
both potable and reclaimed water, booster station plans, 133 acre
commercial development, reuse system plans, miles of major arterial
streets, trunk sewer lines, water transmission main, subdivision
plans, and locating and coordinating the design of a wastewater
Anthem West Units 1 & 2, Anthem, AZ
Del Webb Home Development chose DEI to design Units 1 & 2 consisting
of a 305-acre residential subdivision with 1036 lots within a part of the
Anthem West master planned community. DEI provided services to update
water, sewer, drainage and street master plans, as well as performing the
lotting layouts, civil construction plans and construction staking. In
addition, DEI provided design services for the adjacent infrastructure
Sunhaven Ranch, Surprise, AZ
The Sunhaven project will be a 2,000 acres master planned community
with a variety of land uses, including suburban, low density and high
density residential, and commercial with employment elements. DEI is
providing master planning services, civil design engineering, hydrological
analisys, and surveying services.
Corte Bella Country Club, Maricopa County, Az
This development is a 720-acre master planned community, which includes a
golf course. DEI provided master planning services, civil design, and
surveying services for this active adult community of 2000 homes. In addition
to the normal subdivision design challenges, the project required routing and
management of 2000 cfs of offsite drainage through the project.
Gold Mountain, Maricopa County, AZ
Gold Mountain is a proposed single family residential subdivision north of Cave Creek.
The project is comprised of approximately 460 acres in rugged hillside terrain with
limited access. DEI provided all surveying and civil engineering for the proposed
project. Infrastructure components include 3 miles of private hillside roadway, a bridge
over Ocotillo Wash, an extension of Cave Creek's Water System, including 4 miles of
waterline, a 300,000 gallon and a 2,000,000 gallon water tank with booster pump
station and pressure reducing valves, an extension of 6 miles of sewer system
comprised of both gravity and force mains with sewage lift stations.

Costco Wholesale, Gilbert, AZ
Located at Arizona Avenue and Baseline Road in Gilbert, this large retail store is
situated on a 14-acre lot. To complete this fast-paced project, DEI coordinated the
approval and permitting process, as well as surveying duties that included a
topographic survey and construction staking. Civil engineering services included
water, sewer, and fire line design, off-site pavement design, dry utility coordination,
and grading and drainage design, which primarily utilized underground retention
Fiesta Shopping Center, Mesa, AZ
Located on North Alma School Road, just south of US 60, this 20-acre regional
shopping center project involved the design of utilities that included sanitary sewer
and domestic water. In addition, a drainage system was designed to convey on-site
runoff to drainage facilities located in streets around the site perimeter.
Phelps Dodge Tower, Phoenix, AZ
DEI was contracted by Ryan Companies USA to perform site civil engineering
for the Phelps Dodge Tower, a 21 story high-rise with 4 levels of underground
parking. DEI's main duties involved the preparation of mass excavation plans,
demolition plans, offsite paving around the perimeter including redesign of curb
and gutter, catch basin installation and sidewalk ramps. In addition, DEI
designed 770 feet of public water main extension, public sewer main extension,
onsite storm drain system, and coordinated the relocation of electric, gas, and
telephone lines with the respective agencies. The site is located on Phoenix
Square One, the first recorded block in the City of Phoenix.
Phelps Dodge Tower
Laguna Pueblo Casino & Resort, New Mexico

DEI provided the civil engineering and land surveying services for this casino and resort
development near Albuquerque, New Mexico. The total project consisted of a wastewater
treatment plant, a water system with eight miles of pipeline, hydrology, site grading and
drainage for a casino, truck stop, golf course and resort hotel.
DEI provided preliminary engineering and base mapping along with an infrastructure site study,
preliminary hydrology report, preliminary cost estimates, cultural resources coordination, siting
for WWTP and water treatment. DEI lead a large team of experts and subconsultants that were
hard at work with geotechnical drilling, water well testing, and geophysics studies. DEI designed
a website so that all project team participants could share information regarding the project.
Survey crews staked 30 miles of pipeline, completed the GPS horizontal and vertical control
network for 65 square miles and laid 61 ground control targets for aerial surveying. DEI's
survey teams provided services such as contour mapping, digital imaging, GPS mapping of
8.5 miles of gas line corridor, location of 9 miles of right-of-way monuments and more.
Summer Suites Hotel and Conference Center, Tempe, AZ
Scope of Work: Civil and Structural Engineering, Surveying and Construction Phase Services.
The six-story hotel, 125-room facility rests on 5-acres. Services provided included site
planning; boundary and topographic survey; structural design & drafting; grading design;
storm water retention calculations; parking lot design on-site water line & sewer design;
building drainage system; construction staking; legal descriptions and rezoning assistance.
