                 The Joint the 2010 Qualified Allocation Plan, meaning that various

                                    1. Preservation of Units

                                    Points will be awarded if the proposed application does not result in a net loss of units after revitalization, except for:

                                    (a) a reduction of units resulting from the combination of two or more units for the purpose of creating larger units or
                                    handicapped-accessible units, but with no reduction in total residential floor area; or,

                                    (b) the conversion of no more than two units to beneficial uses for residents, such as a community center, a day care
                                    center or other ancillary uses.

                                    I hereby certify that the proposed application does not result in a net loss of units after revitalization. I have included a
                                    supporting explanation and backup documentation in Exhibit 11.25.



                                    2. Displacement of Current Residents

                                    Points will be awarded if the units after revitalization are affordable to the same profile of household incomes as current
                                    residents, so that no permanent displacement of current residents is required for reasons of affordability.

                                    Points will be awarded if, after revitalization, there will be sufficient units that are affordable to the same profile of
                                    household incomes as current residents, or in the case of vacant units that were occupied within twelve months of this
                                    application, for the households that last occupied those units, to provide for a right of return for all current and recent
                                    residents in good standing.

                                    I hereby certify that after revitalization, the units in the proposed development will remain affordable to the same profile of
                                    household incomes as the current residents. No displacement of the current residents is required for reasons of
                                    affordability. I have included a supporting explanation and backup documentation in Exhibit 11.25.




                                    3. Resident Participation

                                    The sponsor has and will continue to assure meaningful resident participation in the planning and implementation
                                    process.

                                    Points will be awarded if the sponsor has and will continue to assure meaningful resident participation in the planning and
                                    implementation process, as evidenced by each of the following:

                                    (a) Written communications with residents concerning the planning of the revitalization;

                                    (b) a record of the methods used, including the holding of meetings open to all residents, for the purpose of obtaining
                                    comments from residents about the proposed revitalization; and,

                                    (c) a plan for continuing resident participation in the planning and implementation of the revitalization;

                                    (d) Efforts to link residents and any duly recognized resident association to community resources so that they will have
                                    independent access to expertise in resident outreach, training, organizing, legal rights, housing development and housing
                                    policy in order to promote meaningful resident participation and to protect the interests of residents in the planning and
                                    implementation process.

                                    I hereby certify that I have and will continue to assure meaningful resident participation in the planning and
                                    implementation process. I have included a supporting explanation and backup documentation in Exhibit 11.25.
