1.    Background

1.1   At present, the facsimile machines being used in various government departments are all G.3
      facsimile equipment of different models purchased from various suppliers.

1.2   It is estimated that the following types and quantities of the Equipment will be required in the
      next two years :-

      (*)
            -   A Dual Functions Plain Paper Laser Fax is defined as a single Equipment capable of
                handling both paper copying and facsimile functions in it.


2.    General Requirements (Applicable to Type I , II & III Equipment unless otherwise
      specified)

2.1   Tenderers shall be able to supply any one, two or all types of the Equipment and all other
      necessary accessories for normal functioning of the Equipment. The Equipment drawn from this
      contract shall have a serviceable life time of at least six years.

2.2   The Equipment shall be able to connect to Public Switched Telephone Network (PSTN) offered
      by any one of the Fixed Telecommunication Network Service (FTNS) operators in Hong Kong
      and provide facsimile transmission service by dial-up access.

2.3   The Equipment shall comply with the permission-to-connect as required by the licenced FTNS
      operators in Hong Kong. Should any non-compliance to the specification as required by the
      FTNS operators be found, contractor is obliged to acquire the relevant approval from respective
      FTNS operators and any damage/loss to the lines/services offered FTNS operators as arised from
      their Equipment would be borne by the contractor.

2.4   The Contractor shall be responsible for the installation of the Equipment. The procedure and
      practice as recommended by the equipment manufacturer shall be strictly followed. Tenderers
      shall submit such procedures and practices with the tender submission.

2.5   The Contractor shall be responsible for all necessary liaison and co-ordination with the FTNS
      operator(s) for the installation of telephone lines.

2.6   The Contractor shall keep record of the Equipment sold under the Contract. The record shall
      include the name of user department, location of office, telephone number of the Equipment,
      model of Equipment, installation date and other relevant details. Two copies of the equipment
      record / update should be forwarded to the Government on a monthly basis.
2.7    The Contract is only arranged on behalf of various government departments. The Contractor shall
       directly deal with individual user regarding the orders, installation of Equipment, payment
       correspondence and settlement of payment.

2.8    Technical information including dimensions, weight, power consumption etc. and the operation
       and maintenance manuals of each types of the Equipment offered shall be submitted together with
       the tender.


3.     General Technical Requirements (Applicable to Type I , II & III Equipment unless
       otherwise specified)

3.1    The Equipment shall comply in full with ITU-T Recommendation T.4, Standardization of Group
       3 Facsimile Apparatus for Document Transmission.

3.2    The Equipment shall comply with ITU-T Recommendation T.30, Procedures for Document
       Facsimile Transmission in the Public Switched Telephone Network.

3.3    The Equipment shall be able to operate satisfactorily and continuously within temperature ranging
       from 10oC to 30oC and relative humidity between 50% and 70% for 24 hours a day and 7 days a
       week. Tenderers shall state the operating environmental conditions recommended by the
       manufacturer.

3.4    The Equipment shall be powered by AC mains at 220V with +10% tolerance and 50Hz with +1
       Hz tolerance.

3.5   The power consumption of the Equipment shall not be more than 1,000W in whichever modes of
      operation (i.e. transmission, receiving, copying or standby etc.).

3.6    The size of the main body of the Equipment (excluding any detachable parts such as paper tray or
       cassette etc.) shall be less than 500(D) x 500(W) x 400(H) mm.

3.7    The Equipment shall have built-in time signal for the control and operation of the Equipment.
       Crystal component with high stability or other circuitry with identical performance shall be used
       as timing source. The AC mains supply shall not be used to derive any frequency or timing rates
       within the Equipment.

3.8    The Equipment shall employ the ITU-T Error Correction Method (ECM) for error-free operation.
       If an error is detected during reception, the Equipment shall automatically request re-transmission
       until the correct data is received.

3.9    The Equipment shall be equipped with built-in memory which complies with the following
       requirements and functions :-

       (i)    The memory capacity offered in type I, II & III Equipment shall be sufficient to store at
              least 60, 40 & 60 pages of A4 size documents* respectively.

       (ii)   The Equipment shall show the spare capacity of the memory when inputting documents.
       (iii)   The Equipment shall use the memory to store received documents and the documents to
               be transmitted. It shall be able to identify different documents by assigning different file
               numbers.

       (iv)    The memory shall be used together with the sequential broadcast feature which allows to
               send the store document to a number of selected stations is sequential order. The feature
               shall be able to store at least 50 different locations for sequential broadcast for Type I & II
               Equipment, and 10 different locations for Type III Equipment respectively. It is further
               required that the transmission to each location shall follow a preset time table and
               automatic redial shall be available for those busy stations for Type I & II Equipment.

       (v)     The memory shall be used together with the group broadcast feature which allows to send
               the same documents to a group of preset locations. The Equipment shall be able to
               support at least 4 groups with at least 50 different locations per group for both Type I & II
               Equipment, and 5 groups with 10 different locations for Type III Equipment respectively.

       (vi)    Tenderers shall state the size of the memory offered for Type I, II & III Equipment in
               order to meet the requirements of memory capacity as required in (i). Tenderers shall
               indicate whether the size of the memory can be expanded or not. If applicable, the size of
               additional memory, the cost and the method involved shall be stated in the tender
               schedule.

3.10   The recording method of any types of Equipment shall be laser beam printing on A4 size plain
       paper.

3.11   The Equipment shall use high capacity all-in-one single Toner Cartridge for Type I & II
       Equipment, and Toner & Drum type for Type III Equipment. Tenderer shall provide the estimated
       number of A4 docuement*/Toner Cartridge (or Toner & Drum) for all type of Equipment.

3.12   The printing speed of the Type I, II & III Equipment shall not less than 10, 5 & 12 pages A4
       document* per minute respectively.

3.13   The scanning speed of the Type I, II & III Equipment shall not more than 3, 6 & 6 sec. for one A4
       document* respectively.

3.14   The modem speed for Type I, II & III Equipment shall be 33.6K / 31.2K/ 28.8K/ 26.4K/ 24K/
       21.6K/ 19.2K/ 16.8K/ 14.4K/ 12K/ 9.6K/ 7.2K/ 4.8K/ and 2.4K. All the Equipment shall comply
       to the appropriate ITU-T Recommendations V.27ter, V.29, V.17 and V.34 with automatic
       fallback to lower speed as appropriate.

3.15   The offered Equipment should be year 2000” compliant shall be conformed to the requirements as
       specified in BSI DISC PD2000-1 : 1998, A Definition of Year 2000 Conformity Requirement.


4.     Transmitter Specifications (Applicable to Type I , II & III Equipment unless otherwise
       specified)

4.1    For both Type I & III Equipment, the scanning system of the transmitter shall be able to scan
       documents of the following dimensions :
      (i)     A4 size, 210 mm width and 297 mm length;

      (ii)    B4 size, 250 mm width and 353 mm length;

4.2   For Type II Equipment, the scanning system of the transmitter of the facsimile equipment shall be
      able to scan documents of the following dimensions :

      (i)     A4 size, 210 mm width and 297 mm length;

4.3   The scanning system for both Type I & II Equipment shall have the following level of resolution :

      (i)     For normal transmission, standard resolution of 3.85 line / mm with 1% tolerance and 8
              dots / mm or better.

      (ii)    For fine transmission, high resolution of 7.7 line / mm with 1% tolerance and 8 dots / mm
              or better.

      (iii)   A superfine mode with resolution of 15.4 line / mm with 1% tolerance and 8 dots / mm or
              better is desirable.

4.4   The scanning system for Type III shall have the resolution of at least 400 x 400 dpi.


5.    Receiver Specifications (Applicable to Type I , II & III Equipment unless otherwise
      specified)

5.1   The receiver shall be able to reduce the size of the incoming document automatically so that it can
      be printed on the paper without losing information.


6.    Copying Function Specifications (Applicable to Type III Equipment ONLY)

6.1   Other than the document feeder, the Equipment should be equipped with Flat Bed Scanner able to
      support B4 size paper for scanning/copying of non-sheet type document.

6.2   The warm up time of the Equipment shall be less than 30 seconds at 20oC.

6.3   It can support document reduction/enlargement ratios from 50% to 200% with 1% increment. It
      is further required that the Equipment should include some preset ratio copying (including but not
      limited to 58%, 71%, 82% & 141%) for standard size paper reduction/enlargement.

6.4   Copying/printing speed via the document feeder should be at least 12 pages/min with a resolution
      of 600 x 600 dpi and 256 grey scale level.




7.    Functional Requirements of Equipment (Applicable to Type I , II & III Equipment unless
      otherwise specified)
7.1    Push button type of key-pad dialling shall be provided for inputting digits. The layout of the key-
       pad shall comply with ITU-T Recommendation E.161 (3/93).

7.2    The Equipment shall have a reasonable large LCD type display for displaying relevant
       information in English.

7.3    For Type I Equipment, at least 40 one-touch keys and Type II at least 20 one touch keys for
       automatic dialling and sending shall be available. For these two types of Equipment offered, the
       memory shall be capable of storing up to at least 16 digits for each one-touch dialing telephone
       number.

7.4    Other than the one touch speed dialling features, the Equipment shall also be equipped with speed
       dial function. At least 100, 50 & 50 speed dial numbers can be available for Type I, II & III
       Equipment.

7.5    Both Type I & II Equipment shall have a programmable timer to send document at the preset
       time. The Equipment shall be available to send and receive other documents even when this
       feature is activated.

7.6    When the calling party is busy, the Equipment shall be able to redial the number at least three
       times.

7.7    The Equipment shall be equipped with automatic paper feeder for continuous sending, up to at
       least 50, 30 & 30 sheets can be stacked in the feeder for one batch transmission for Type I, II & III
       Equipment respectively.

7.8    The Equipment shall be programmable to poll or to be polled and receive information from a
       particular equipment. The polling capacity shall be at least 20 stations for both Type I & II
       Equipment, and 10 stations for Type III Equipment respectively. The Equipment shall verify the
       identity of the other party before sending or receiving information.

7.9    The Equipment shall be able to reprint and copy A4 size documents* at a speed of 10, 5 & 12
       pages respectively for Type I, II & III Equipment respectively.

7.10   The contrast of the printout shall be adjustable automatically according to the condition of the
       original document for copying and transmitting.

7.11   The Equipment shall have at least 64 levels of grey scale for image document transmission for
       both Type I & II Equipment, and 256 grey scale for Type III Equipment respectively.

7.12   The Equipment shall have standard and high resolution modes for selection by simply pressing a
       key in the panel for both Type I & II Equipment.

7.13   Help function and detailed instructions shall be available in English to assist the user to operate
       for both Type I & II Equipment.

7.14   The Equipment shall be able to display various kinds of information, such as receiving terminal
       identification, time, etc. during the transmission.
7.15   The Equipment shall automatically print the sender’s identity, faxline telephone number, time,
       date and page number on the top edge of the receiving documents.

7.16   The Equipment shall be able to print the result and records of transaction when required.

7.17   The Equipment shall print a user selectable stamp on the documents which have been sent out
       successfully.

7.18   An indicator or other audio/visual means shall be available to indicate the run out of recording
       paper.

7.19   The paper tray for Type I, II & III Equipment shall be able to store at least 500, 250 & 250 A4
       sheets for recording purpose respectively.

7.20   The Equipment shall be able to print the image firmly on the paper which shall be able to be kept
       as permanent record immediately after printing without smearing. It shall not be damaged by :

       (i)    light rubbing between papers; and

       (ii)   touching with the fingers.

7.21   The Equipment offered shall be light, compact and of desktop type.

7.22   The Equipment shall be able to support document scanning onto their internal memory for
       transmission while the Equipment is still in receiving/transmission status.

7.23   The Equipment shall be able to print out any unsuccessful document transmission automatically
       in memory transmission mode in a format such that the first page of transmitted document
       together with the transmission error are included in the error report printing.


8.     Reliability of the Equipment (Applicable to Type I , II & III Equipment unless otherwise
       specified)

8.1    The Equipment shall be extremely reliable and shall have a serviceable life of at least six years.
       Tenderers shall submit detailed information regarding the service life expectancy of all tendered
       equipment in Schedule 5.

8.2    The Mean Time Between Failures” (MTBF) of the Equipment shall not be less than 4,000 hours.

8.3    The Mean Time to Repair (MTTR) of the Equipment shall be better than 15 minutes, which
       exclude traveling time of the maintenance personnel.

8.4    The availability of the Equipment shall exceed 99.9% during the whole serviceable lifetime.


9.     Maintenance Requirements (Applicable to Type I , II & III Equipment unless otherwise
       specified)

9.1    General Requirements
9.1.1   The successful tenderer will be nominated as the Maintenance Contractor of the Equipment.

9.1.2   Tenderers shall have capacity to carry out the maintenance of the Equipment. Government has
        the right to ask Tenderers to give a detailed statement of the maintenance organisation setting out
        its qualifications and capacity.

9.1.3   The Maintenance Contractor shall provide maintenance service on fixed contract sum basis.

9.1.4   The maintenance shall cover the Equipment and all the accessories such as handset, telephone
        plug etc., as well as additional add-on memory, if installed.

9.1.5   The Maintenance Contractor shall be responsible for providing transportation facilities for its
        staff in carrying out the preventive and corrective maintenance work.

9.1.6   The Maintenance Contractor shall hold sufficient spare parts and accessories for supporting the
        Equipment throughout its whole service life.

9.2     Preventive Maintenance

9.2.1   The Maintenance Contractor shall perform preventive maintenance on a quarterly basis :-

        (i)     inspection of the Equipment installed;

        (ii)    cleaning of filters of electric fans or other parts if applicable;

        (iii)   routine checks on the scanner, printing system and mechanical system;

        (iv)    functioning test and performance test of the Equipment; and

        (v)     any other routine tests or checks as recommended by the manufacturer.

9.3     Corrective Maintenance

9.3.1   The Maintenance Contractor shall provide corrective maintenance service from 9 a.m. to 5 p.m.
        on Monday to Friday and from 9 a.m. to 1 p.m. on Saturday. The Maintenance Contractor shall
        also provide 24-hour repair service upon request from Government. Tenderers shall quote the
        cost and / or calculation method in Schedule 3 for maintenance work done outside the normal
        working period.

9.3.2   Maintenance staff of the Maintenance Contractor shall try to replace all faulty parts on site in
        order to restore the service as soon as possible.

9.3.3   Maintenance staff of the Maintenance Contractor shall arrive on site to repair within 4 hours
        when a fault is reported to the contractor.

9.3.4   The Maintenance Contractor shall provide replacement of a complete unit for any faulty facsimile
        equipment and / or accessories at no additional costs to the repaired within 4 hours after the
        arrival of the maintenance staff. The Equipment replaced shall have similar features as the faulty
        unit.
9.3.5   The Maintenance Contractor shall also submit the half yearly report showing the record of
        corrective maintenance to the Government with the following items :-

        (i)     Fault Reported Date;

        (ii)    User Department;

        (iii)   Model & serial no. of the Equipment;

        (iv)    Faxline telephone number;

        (v)     Description of faults;

        (vi)    Completion Date.

        The report shall reach the Government within two weeks after the end of each 6 months period.

9.3.6   For each of the Equipment, the Maintenance Contractor shall keep a log book on site for record
        purpose. The maintenance staff of the Maintenance Contractor shall write down all the details of
        the maintenance work performed.


10.     Essential Technical Requirements

        All clauses stated in this Technical Specification are essential requirements unless otherwise
        specified.
