Overall LMS Structure and Administration
Provide one web-based learning management system (LMS) for tracking all HHSC Administrative Core Training.

Provides for the assignment of the following types of roles/ system privileges: Administrator, Training Coordinator/Data Entry, Instructor,
and Student.
Provides the ability to share training resources within and between HHSC agencies.

Provides the ability to capture cost-related information between HHSC agencies.

Provides the ability to offer an integrated LMS and Learning Content Management System (LCMS) solution for HHSC Administrative
Training.
Provides the ability to import and export data on a routine and ad hoc basis.

Provides the ability to interface with other data bases for routine data updates.

Provides the ability to establish appropriate learning paths for students based on group designations, such as job categories and
personal profiles.
Provides the ability to assign discipline-specific continuing education contact hours to training activities.

Allows remote administration of data base, including training activities.

Provides the ability to track training success and utilization data.

Provides a customizable online help system.

Provides the ability to track, and report course delivery costs to calculate Return on Investment.


Electronic Catalog and Resource Management
Provides catalog of resources available to all HHSC employees.

Provides a custom view of resources according to personal profile of user.

Allows course catalog to be searched by topic or keyword.

etc. ).
Provides a listing of catalog resources sorted and displayed by type(s) and amount(s) of continuing education credits provided.

Provides a listing of catalog resources sorted and displayed by target audience (e.g., physician, nurse, social worker, etc.).

Provides a listing of catalog resources sorted and displayed by subject area.

Provides a listing of catalog resources sorted and displayed by media type (e.g., satellite broadcast, video conference, video tape, on-
line video, other web-based, computer CD-based, etc.).
Provides the ability to maintain course abstracts (course descriptions) and outlines.

Provides the ability to list specific course characteristics, such as cost, course length, format, availability status, restrictions, and
prerequisites in the catalog description.

Provides the ability to link resource catalog to other web locations for related documents or additional information.

Monitors the location of multiple training facilities, with training equipment and seating capacity within those facilities.

Monitors instructor schedules.

Provides the ability to maintain a glossary of terms, Frequently asked questions (FAQ's), white papers, etc.

Electronic Registration
Requires all HHSC employees basic demographic information be imported or maintained in the LMS.

Requires specific demographics to be entered at the time of system registration (such as name, professional credentials, mailing
address, email address, etc.).
Provides the ability to maintain and manage individual development plans (IDPs).

Provides the ability to reserve class seats for specific users or user groups.

Provides the ability to schedule and track multiple offerings of the same session, class, or course, even if on the same day.

Provides the ability to individually track registration in concurrent sessions and tie this to overall participation in a conference or
workshop.
Indicates a waitlist status if session/class/course has been filled.

Allows an instructor, training coordinator/data entry, or administrator to override automatic waitlist registration.

Provides the ability to establish course prerequisites.

Provides the ability to recommend or assign course requirements for internal students by one or more categories in user personal
profiles.
Provides the ability to track skill inventories against competencies and other factors, such as mandatory requirements.


Provides the ability to cancel or withdraw registration.

Notification      (E-mail, certificates)

LMS automatically provides appropriate updates/notifications regarding education/training enrollment status (e.g., low enrollment or
class full situations) to facilitate course management based on registration status.

LMS automaticlly enerates notices to students, instructors, and supervisors regarding course changes, cancellations, etc. based on
registration status.
Provides the ability to alert registered students about specific education/training requirements, such as prerequisites or refresher
training.
Automatically generates a registration confirmation notice to students that can be sent via email.


Automatically generates a confirmation of student withdrawal from a course that can be sent by email.


Automatically notifies a waitlisted student by email of successful registration.


Automatically generates a reminder notice (e.g. 3 days) prior to training event that can be sent via email.


Provides the ability for the system administrator to customize the text of notification templates.

Provides the ability to give feedback to learners, supervisors and instructors on successful completion of a training requirement.



Electronic Training Transcript/Records
Provides the ability to be the student's system of record for all internal HHSC Administrative Training office experiences.


Provides the ability to track course status, student progress, and book marking of on-line training within SCORM compliant standards
and guidelines.

Provides the ability to issue certificates of completion on-line after successful course completion.


Provides the ability to include continuing contact hours and discipline-specific provider statements on certificates, as appropriate.


Provides the ability to manage and track individuals who require training or have not completed training, with requirements listed
according to the name and/or category of training and the time frame for completion.

Provides the ability to track relevant LMS events, such as course access, testing activity, and completion.


Provides the ability to track pretest and post test data per student per course and by session, class, course, etc.

Provides the ability to tie successful course completion to subsequent performance data.

Standard Compliance
LMS system follows or is currently on the development path to conform to the most current requirements of the Advanced Distributed
Learning (ADL) groups Shareable Content Object Reference Model (SCORM).

Courses to be deployed must be AICC compliant.

                         Definitions
LMS = Learning Management System An LMS is a software
infrastructure that supports delivering, measuring and managing all
methods of traditional and eLearning 24x7 using the Internet (or a
corporate intranet) on a largely self-service basis



LCMS = Learning Content Management System focus the capture,
maintenance, and delivery of corporate information on the objective
of cost-effectively using only the best, most current information in the
best way to instruct workers on how to best perform their work and
execute the business strategy. Unlike general purpose Knowledge
Management solutions (and website Content Management
Systems), LCMS’s are optimized for converting information into
interactive learning content and presenting content is a wide variety
of presentation styles to fit the content, the audience, and the
learning objectives. LCMS’s are especially well-suited for efficiently
turning proprietary knowledge into proprietary content that yields a
competitive advantage and all the benefits of eLearning.




AICC = Aviation Industry CBT Committee The Aviation Industry CBT
(Computer-Based Training) Committee (AICC) is an international
association of technology-based training professionals. The AICC
develops guidelines for aviation industry in the development,
delivery, and evaluation of CBT and related training technologies.
The objectives of the AICC are as follows:

Assist airplane operators in development of guidelines which
promote the economic and effective implementation of computer-
based training (CBT).
Develop guidelines to enable interoperability.
Provide an open forum for the discussion of CBT (and other) training
technologies.

                        Definitions
SCORM = Sharable Courseware Object Reference Model.
SCORM is a suite of technical standards that enable web-based
learning systems to find, import, share, reuse, and export learning
content in a standardized way. Note that SCORM is written
primarily for vendors and toolmakers who build Learning
Management Systems and learning content authoring tools so they
know what they need to do to their products to conform with SCORM
technically
