         CONTENT:
         This instruction outlines policy and procedures for issuance, control and removal of windshield stickers for
         Company-owned or leased vehicles, SCECO organization vehicles, contractor vehicles including Distribution
         bulk haulers, and vehicles of the Government agencies that require frequent, or infrequent access to restricted
         and non restricted facilities. It contains the following information:

         2.0      REFERENCE:
                  Ministerial Decision #2139 dated 4/8/1403H (5/16/1983), Kingdom of Saudi Arabia - Supreme
                  Commission for Industrial Security.

         3.0      GENERAL INFORMATION:
                  All types of vehicles; i.e. light, medium, or heavy duty which are assigned license plate numbers by
                  SAG and operated on Saudi Aramco facilities will display distinguishing colors of stickers to be issued
                  by ISO. The types and requirements of stickers are as follows:

                  3.1      Types Of Stickers:

                           3.1.1   White Triangular Sticker is issued to Company owned or leased vehicles that require
                                   access to restricted area sites on a routine basis.
                           3.1.2   Yellow Triangular Sticker is issued to contracting establishment vehicles (including
                                   Distribution Bulk haulers) and SCECO vehicles that require access to restricted area sites
                                   to accomplish assigned jobs.
                           3.1.3   Green Triangular Sticker is issued to Government agencies vehicles that require access
                                   to Saudi Aramco restricted sites to perform assigned duties.
                           3.1.4   Pink Triangular Sticker is issued to contractor diesel/oil trucks that require access to Ras
                                   Tanura Marine/Terminal facilities.
                           3.1.5   Yellow Octagonal Sticker is issued to contracting establishment vehicles and privately
                                   owned vehicles of contractor and SCECO employees who are assigned to Saudi Aramco
                                   projects, and they require access to non restricted area sites.

                  3.2      Requirements:

                           3.2.1   Contractor vehicles entering Saudi Aramco facilities will have organization insignia &
                                   vehicle number painted on the left and right front doors, and trunk in four inch high bold
                                   letters and figures. The length of letter or insignia shall be varied according to size of the
                                   vehicle, but not to exceed four (04) inches high, both in Arabic and English.
                           3.2.2   All stickers will be affixed on the windshield inside left lower corner of the vehicles. In
                                   the cases where safety conditions are lacking, stickers will not be issued to the vehicles.
                           3.2.3   Restricted area vehicle stickers should contain pertinent information such as preprinted
                                   serial number; vehicle license plate number; or door number; date of issue and expiry of
                                   the sticker; emblem of the Company and name of the plant/site authorized to enter.
                           3.2.4   Non Restricted area vehicle sticker should contain appropriate information; i.e.
                                   preprinted serial number; vehicle license plate number; or door number; assigned work
                                   location; name of the proponent; or contractor establishment; permitted hours; date of
                                   issue and expiry of the sticker; emblem of the Company on the sticker and names or

                                   numbers of security gates authorized to enter.
                           3.2.5   Restricted and non restricted area stickers will be signified by plant code(s), group
                                   code(s), and/or plant names, or security gate numbers printed in English. The translation
                                   in Arabic for plant codes, names or gate numbers is not required due to lack of space on
                                   the stickers.
                           3.2.6   All vehicles should be properly registered with SAG Traffic Police Department and
                                   undergo periodical inspection from TD, or Distribution Operations (as applicable) to
                                   obtain Industrial Security stickers. The registration booklets of contracting establishment
                                   vehicles and their employees private vehicles should be valid.
                           3.2.7   Privately owned vehicles may be issued restricted area stickers, in exceptional
                                   circumstances, if written justification is supported by form SA-7573. Refer to paragraph
                                   3.2.1 for more details.
                           3.2.8   Privately owned vehicles may be issued non restricted area stickers if they have valid
                                   motor vehicle periodical inspection (MVPI), or TD inspection sticker.
                           3.2.9   Rented or loanee vehicles may be issued restricted and non restricted area stickers in
                                   exceptional circumstances. In such cases, request (SA-7573) supported by a copy of the
                                   rent, or loan agreement between the parties certified by Area Chamber of Commerce is
                                   approved by proponent Department. The loan or agreement will also be concurred by
                                   the proponent Department.
                           3.2.10 All vehicles, after inspection through TD, or Distribution Oerations will be taken to ASO
                                  on the scheduled appointment date(s) for issuing appropriate stickers.

         4.0      COMPANY VEHICLE STICKERS:
                  Saudi Aramco Form SA-7573 which is available through all areas stationery offices will be used to
                  request restricted area stickers. The vehicles assigned with license plate numbers will undergo
                  inspection by TD. The form should be filled out, in capital letters, with type print and sent to ASO, in a
                  timely manner, prior to the beginning of the assigned jobs. Following guidelines will apply:

                  4.1      For light and medium vehicles with license plate numbers requiring access to restricted areas;
                           proponent will specify on the form request type, user information, vehicle data, codes, groups
                           and/or names of the plants as summarized in the list of restricted area plants/sites.

                  4.2      For heavy duty vehicles without license plate numbers requiring access to restricted areas;
                           proponent will send a written letter specifying purpose; vehicle type; user of the vehicle; plant
                           access & duration; and send it to AISOD Manager, or delegated Division Head who will allow
                           entry of the vehicle to the site after making sure that vehicle has been inspected by R&HED and
                           it is in safe condition.

                  4.3      The expired, damaged or exposed stickers should be removed from vehicles and replacement
                           stickers be requested through Form SA-7573 signed by the proponent. If such stickers are not
                           removed, vehicles will be denied access to the restricted sites and reported to the proponent.

         5.0      CONTRACTOR/HAULER/SCECO VEHICLES:
                  Saudi Aramco Form SA-7573 which is available through all areas stationery outlets will be used to
                  request restricted and non restricted area stickers for the non-tinted vehicles assigned with license plate
                  numbers. The vehicles with license plate numbers will undergo inspection by TD. The form (7573)
                  should be filled out, in capital letters, with type print and sent to ASO, in a timely manner, prior to the
                  beginning of the contracted jobs. Following guidelines will apply:

                  5.1      Restricted Area Stickers:

                           5.1.1   For light and medium vehicles with license plate numbers requiring access to restricted
                                   areas; the proponent will sign a summary cover letter (similar to Attachment-I) listing
                                   vehicle number; license plate number, model year; contractor name; plant access
                                   required and fax it to Plant Manager(s) for approval of the requested access (which Plant
                                   Manager will fax back to the proponent in acknowledgement). The completed form will
                                   also require signatures from proponent and concurrence by ISP&SSD, AISOD Manager
                                   or delegated personnel.
                           5.1.2   For heavy duty vehicles such as cranes, loaders, etc., without license plate numbers
                                   requiring access to restricted areas; proponent Department Head will prepare a letter
                                   specifying purpose; vehicle type; contractor name; plant access & contract duration, and
                                   fax it to Plant Manager for approval (which Plant Manager will fax back to the proponent
                                   in acknowledgement). The letter will be sent to AISOD to grant entry of the vehicle to
                                   the site after making sure that vehicle has been inspected by R&HED and it is in safe
                                   condition.
                           5.1.3   For diesel/oil trucks requiring access to Ras Tanura Marine or Terminal facilities;
                                   proponent will prepare a letter specifying vehicle information; contractor name; contract
                                   number; contract completion date and plant access and send it to Plant Manager for
                                   approval (which Plant Manager will fax back to the proponent in acknowledgement).
                           5.1.4   In the cases where proponent Department and Plant Manager are same, only one
                                   signature on the form SA-7573 will suffice.
                           5.1.5   When inspection is completed, form (SA-7573) or letter will be submitted to ASO to set
                                   a sticker issuance appointment. The contracting establishment will produce original
                                   Registration Booklet for each vehicle to verify vehicle information by ASO.
                           5.1.6   The Contractor establishment must designate a representative (Saudi National) who will
                                   deal with ASO in the issuance of vehicle stickers. A letter designating authorized
                                   representatives (maximum 02) should be sent to ASO by the establishment. The letter
                                   should contain person full name; National ID Card number; date and place of issue;
                                   Saudi Aramco ID number and a current photograph. The representative should be aware
                                   of the rules and regulations pertinent to Industrial Security vehicle stickers.

                                   Representative(s) will deal with ASO for the business for which they have been
                                   authorized by their establishments. A copy of the letter certifying contractor
                                   understating of requirements as used for ID card business will be sent to ASO.
                           5.1.7   For SCECO vehicles, form SA-7573 should be completed and signed by proponent
                                   Department Head and routed through SCECO Industrial Security Department to area
                                   sticker office. The proponent should sign a summary cover letter for the restricted area
                                   sites and fax it to Plant Manager for approval (which Plant Manager will fax back to the
                                   proponent in acknowledgement).
                           5.1.8   Distribution customer vehicles requiring access to bulk plant, or fueling facilities will not
                                   be issued stickers. All customer vehicles which require access to Distribution facilities
                                   will be granted entry on the presentation of valid Saudi Aramco ID card and other
                                   acceptable documents at the plant gate provided that vehicle is in good safety condition.
                           5.1.9   The Contracting establishment, Haulers, SCECO and their employees should undertake
                                   to bring all vehicles to ASO or AISOD for removal of the stickers on completion of
                                   assigned project, or expiration of stickers whichever occur first. Expired stickers will be
                                   renewed at least one week prior to expiration of the stickers provided there is an
                                   operational need.
                           5.1.10 The expired, damaged or exposed stickers should be removed from vehicles and
                                  replacement stickers be requested through Form SA-7573 signed by the proponent. In
                                  this case, Plant Manager approval is required for the restricted area access. If such
                                  stickers are not removed, vehicles will be denied access and reported to the proponent.
                           5.1.11 The contracting establishment, SCECO and their employees will be responsible if
                                  vehicles operated on Saudi Aramco premises are found involved in any undesirable
                                  accident.

                  5.2      Non Restricted Area Stickers:

                           5.2.1   Saudi Aramco employees using SCECO assigned vehicles (which have no stickers
                                   issued previously) will be allowed to access non restricted sites provided they have valid
                                   Aramco ID cards. SCECO employees using SCECO assigned vehicles that require
                                   access to non restricted sites will be allowed entry on the prior information to be received
                                   from SCECO proponent Department. In this situation, information pertinent to SCECO
                                   employees should be placed at the designated gates.
                           5.2.2   SCECO employees using their private vehicles (if they are assigned to Saudi Aramco
                                   facilities) will be required to obtain approval through form SA-7573 from SCECO
                                   proponent Department and verification of SCECO Industrial Security Department.
                                   SCECO employees will ensure that their vehicles are properly registered and undergone
                                   motor vehicle periodical inspection (MVPI).
                           5.2.3   Contracting establishment employees using their private vehicles (if they are assigned to
                                   Saudi Aramco facilities) will be required to submit form (SA-7573) along with "NO
                                   OBJECTION LETTER" from concerned contracting establishments, approved by
                                   proponent to the effect that contracting establishment will be responsible for all actions
                                   on behalf of their employees, and ensure that stickers are removed from the employees'
                                   vehicles when assigned job is completed, or employees are terminated. Employees must

                                   ensure that their vehicles are properly registered and undergone motor vehicle periodical
                                   inspection (MVPI).
                           5.2.4   The private vehicles of establishment owners or their employees are exempted from the
                                   requirement of door numbers and establishment insignia.

         6.0      GOVERNMENT VEHICLE STICKERS:
                  Saudi Aramco form SA-7573 will be signed by GAO General Manager, or ASAA Manager for the
                  vehicles belonging to Ministry of Petroleum, or other agencies that are attached to Company
                  installations to perform assigned duties (except Ministry of Interior vehicles) and concurred by
                  ISP&SSD, or AISOD Manager. For vehicles assigned to Industrial Security Task Force (Supreme
                  Commission for Industrial Security - Ministry of Interior), request and/or form SA-7573 will be
                  approved by ISO General Manager, ISP&SSD Manager, or AISOD Manager as proponent. The Plant
                  Manager’s approval for restricted area access to Govenment vehicles is not required.

         7.0      VALIDITY OF STICKERS:
                  The validity of restricted and non restricted area stickers ranges in days, months, or up to one year
                  based on operational needs as follows:

                  7.1      Restricted Area Vehicle Access Stickers:

                           Company owned or leased vehicles.      :      One year.
                           SCECO vehicles.                        :      One year.
                           Government Vehicles.                   :      One year.
                           Distribution Bulk Hauler vehicles.     :      One year.

                           Contractor establishment vehicles will be issued stickers up to contract duration, work
                           assignment, or six months maximum.

                  7.2      Non Restricted Area Vehicle Sticker:

                           7.2.1   Contractor establishment vehicles and their employees assigned to approved projects
                                   will be issued stickers up to contract duration, work assignment, or one year maximum.
                           7.2.2   SCECO vehicles requiring access to non restricted facilities to perform assigned duties
                                   will be granted entry at the designated gate(s) provided employee is assigned to the
                                   Aramco jobs and that SCECO inspection sticker is valid. The SCECO employees who
                                   are assigned to Saudi Aramco projects or other administration offices will be issued
                                   stickers valid up to work assignment, or one year maximum.

         8.0      ADDITIONAL VEHICLE ACCESS STICKERS:
                  In the cases where additional access to restricted and non restricted area facilities is required,
                  appropriate stickers will be issued to Company and contractor vehicles. The expiration date of new
                  sticker will not exceed validity of the old sticker or additional access whichever is less. Following
                  guidelines will apply:

                  8.1      For Company vehicles; additional access should be specified on form SA-7573. Proponent
                           Department Head will approve the form and certify that "this is an additional access and there is
                           no change in the existing information".

                  8.2      For contractor vehicles; additional access should be specified on the form SA-7573; a summary
                           cover letter listing vehicle number; license plate number; contractor name; contract number and
                           additional access (as applicable) is faxed to Plant Manager for approval. The completed form
                           (SA-7573) along with fax copies containing Plant Manager approval should be sent to ASO.

                  8.3      Proponent will also specify on the form (7573) to retain old access. If retention is not requested,
                           a new sticker with additional access will be issued. In the cases when restricted area sticker is
                           already affixed on the vehicle and temporary access to the plant(s) is required, temporary pass
                           (7800) could be used without removing old sticker. Temporary pass (7800) will be removed
                           from the vehicle when temporary assigned job is completed, or on expiration of the pass.

                  8.4      In the cases when permanent restricted area sticker is already affixed on the vehicle and
                           additional access to non restricted area sites is required, only one sticker authorizing restricted
                           and non restricted sites will be issued on the request (SA-7573) approved by the proponent.

         9.0      TEMPORARY VEHICLE ACCESS STICKERS (One day up to two
                  weeks):
                  The vehicles requiring access to restricted and non restricted sites, on an infrequent basis, to deliver,
                  pick up material, perform assigned duties, or on emergency maintenance calls, will be permitted to
                  enter sites provided a driver is carrying proper documents, work order or vehicle is affixed with
                  temporary pass for the required site. Exceptions are subject to approval of AISOD Manager, or his
                  delegated personnel and Plant Manager. In such cases, safety procedures and safe loading zones
                  should be established. The replacement vehicles affixed with valid inspection stickers issued by TD
                  will also be allowed temporary access. The following procedures will apply:

                  9.1      For one day up to three days access; entry will be granted on a written letter signed by proponent
                           Department. The restricted access (only contractor vehicle) should be first approved by Plant
                           Manager and concurred by AISOD Manager, or his delegated personnel. AISOD will ensure
                           that vehicle is in safe and acceptable condition and allow entry subject to vehicle information
                           logged at plant or other facility gate provided driver has a Saudi Aramco valid ID card for the

                           site to be visited. In this case, TD inspection is exempted for all vehicles if vehicles have MVPI
                           valid sticker.

                  9.2      For up to two weeks access; temporary pass (SA-7800) will be issued on a written letter signed
                           by proponent Department. The restricted access (only contractor vehicle) is approved by Plant
                           Manager. The vehicle will be inspected and certified by TD to ensure safe and satisfactory
                           operation of the vehicle. In the cases where Plant Manager is the proponent, a letter signed by
                           Plant Manager, or selected Division Head will be sent to ISP&SSD, or AISOD Manager to issue
                           temporary sticker. For contractor vehichls, follow guidelines outlined in paragraph 3.2.1.

                  9.3      For contracting establishment vehicles requiring access to non restricted sites up to two weeks;
                           temporary sticker will be issued on a written letter from proponent Department. The contracting
                           establishment should ensure safe and satisfactory condition of the vehicle. In this case,
                           inspection from TD or Distribution Operations is exempted.

                  9.4      Company and Contractor Replacement Vehicles will be issued temporary pass (7800) up to 7
                           days on a written letter from proponent Department. The contractor vehicles will undergo
                           inspection by TD or Distribution Operations as applicable.

                  9.5      Request letters signed by the Proponent Department should specify vehicle information;
                           purpose of the access; plant codes; duration; org. code; contractor name; and security gates.

         10.0 PRIMARY RESPONSIBILITIES:
                  The purpose of authorizing stickers is to control Company or contracting establishment vehicles
                  entering restricted or non restricted facilities. The vehicles which require frequent or infrequent access
                  should undergo inspection through TD before Industrial Security vehicle stickers are issued. The
                  vehicles which require infrequent access will be authorized temporary access as outlined in paragraph-
                  9. Following guidelines will be implemented:

                  10.1 Proponent Departments:

                           10.1.1 Proponent organization should use judgement to avoid issuance of excessive stickers. In
                                  such cases, limited numbers of vehicles may be assigned as "pool vehicles" for which
                                  restricted area stickers should be requested.
                           10.1.2    Proponent authorizing restricted area stickers should ensure that expired stickers are
                                    renewed, at least one week prior to expiration of stickers if there is an operational need
                                    for stickers to be issued to Company vehicles, or contracting establishment vehicles.
                           10.1.3 Proponent will specify on form SA-7573 request type, user information, vehicle data,
                                  plant access, security gates, contract duration and permitted hours for contractor
                                  vehicles. Authorization should not exceed work assignment, or contract duration. In the
                                  cases where contracting establishments are required to bid in the absence of valid

                                   contract, a written letter with justification signed by the proponent should accompany
                                   form SA-7573. Refer to Paragraph 7.
                           10.1.4 Validity of ISO stickers ranges in days, months, or one year maximum. Proponent will
                                  ensure that vehicles issued with restricted area stickers will continue undergoing
                                  inspection, on a quarterly basis, in accordance with procedures established by TD or
                                  Distribution Operations.
                           10.1.5 Vehicle with a valid restricted area access sticker but without a valid inspection sticker
                                  will not be permitted to enter restricted area plant/site.
                           10.1.6 In the cases where a vehicle is involved in an accident; windshield is damaged; or a
                                  replacement sticker is required; Form SA-7573 will be completed. The proponent will
                                  ensure that only ASO personnel should remove Industrial Security stickers from existing
                                  vehicles (to be replaced) prior to retirement of old vehicles.
                           10.1.7 In the cases where a vehicle is re-assigned to different organization, Proponent will
                                  ensure that user of the Company vehicle, contracting establishment, or SCECO vehicle
                                  must bring vehicle, along with form SA-7573 to ASO for removal of a sticker. The
                                  sticker(s) not removed from vehicles will be reported to the Proponent.
                           10.1.8 For Company vehicle; only signatures of the Proponent Department Manager or
                                  Delegated Division Head (selected) through form SA-7573 are required.
                           10.1.9 For contractor vehicles which require restricted area access, Proponent will send a
                                  summary cover letter (similar to Attachment-I) listing vehicle number; license plate
                                  number; model year; contractor name; approved contract number; plant access required
                                  to Plant Manager(s) for approval (which Plant Manager will fax back to proponent in
                                  acknowledgement). The Proponent will also sign Form SA-7573 for each vehicle.

                  10.2 Distribution Operations:

                           10.2.1 Distribution Operations, in all areas, will ensure that bulk hauler vehicles (registered in
                                  Saudi Arabia or gulf countries) should undergo complete inspection.
                           10.2.2 ADOD may approve access to specific bulk plants and fueling units in the group;
                                  "DOD", "DOC" and "DOW", or all bulk plants and fuleing units. If access is required to
                                  all bulk plants and fueling units, a special code "BKP" will be approved by ADOD and
                                  printed on the sticker to allow access to the facilities.

                  10.3 SCECO Organization:

                           10.3.1 SCECO Manager will comply with the procedures as outlined in paragraphs 5.1.7 &
                                  5.2.2. The form (SA-7573) will be routed through SCECO Industrial Security
                                  Department to coordinate stickers issuance with Saudi Aramco Industrial Security
                                  Sticker offices.

                           Transportation Department (TD), in all areas, will ensure that all Company vehicles and
                           contracting establishment vehicles (registered in Saudi Arabia or gulf countries) requiring
                           restricted area, or non restricted area stickers should undergo complete inspection. The TD
                           Inspection Unit will perform the following:

                           10.4.1 Certify that vehicle is in good and acceptable condition.
                           10.4.2 Issue valid inspection sticker and sign form SA-7573 or letter by authorized personnel.
                           10.4.3 Retain a copy of the form for Department file after the inspection is accomplished.
                           10.4.4 Gulf country registered vehicles will comply with procedures pertinent to motor vehicle
                                  inspection by TD before Industrial Security stickers are issued.

                  10.5 ISP&SSD And AISOD:

                           10.5.1 ISP&SSD Manager is responsible for issuing restricted and non restricted area vehicle
                                  stickers at Dhahran; primary planning/designing of stickers consistent with Ministerial
                                  directive and Company policy; reviewing periodically stickers' request forms; supplying
                                  printed sticker materials to AISOD and supporting sticker system/functions within ISO;
                                  and for annual review and revision of this G.I.
                           10.5.2 AISOD Managers are responsible for controlling vehicles entering Saudi Aramco
                                  facilities; issuing restricted and non restricted area vehicle stickers; and conducting all
                                  operational actions in their areas of responsibility. They will ensure that restricted area
                                  stickers are issued on the verification of appropriate information.
                           10.5.3 AISOD personnel will ensure the following:
                                     10.5.3.1   Security guards assigned at plant gates and other facilities should check all
                                                vehicles entering Company facilities; especially in the restricted area instal-
                                                lations.
                                     10.5.3.2   Vehicles have valid security restricted area sticker being displayed, or prop-
                                                erly affixed to the lower left corner on the windscreen of a vehicle.
                                     10.5.3.3   Remove stickers from the vehicles when vehicle(s) are found with ques-
                                                tionable stickers, or expired. A report should be prepared and submitted to
                                                the concerned Industrial Security Superintendent, or AISOD Manager with
                                                a copy sent to ASO for information update in the sticker system.
                                     10.5.3.4   Vehicles noticed with faulty brakes, exhaust system, or light system, espe-
                                                cially at night, or any other discrepancy, or possibility of fire/safety hazards
                                                will not be permitted.

         11.0 PERMANENT RECORD OF ISSUED VEHICLE STICKERS:
                  11.1 ISP&SSD and AISOD are responsible for permanent storage into computerized sequential files
                       of appropriate information pertinent to vehicle stickers issued in their respective areas. They

                           will publish all questionable stickers, and circulate listings to AISOD with a copy to the
                           proponent Department. ISP&SSD or AISOD will accomplish the following:

                           11.1.1 Enter the information in the vehicle sticker system as given on the form SA-7573, and
                                  cross referenced to allow search of required data by user name or badge number; vehicle
                                  number; proponent org. code; sticker number; vehicle plate number; or contractor code,
                                  as applicable.
                           11.1.2 Prepare listings for expired, questionable, revoked stickers and those stickers which are
                                  removed without ISP&SSD knowledge. Such listing shall be displayed at the gates.
                           11.1.3 All sticker request forms will be concurred by ISP&SSD, AISOD Manager or delegated
                                  personnel.
                           11.1.4 All forms (SA-9318) will be concurred by ISP&SSD or AISOD Manager and copies will
                                  be distributed to ASO for their use.

         12.0 REMOVAL OF VEHICLE STICKERS:
                  12.1 All stickers issued to Company/SCECO vehicles and SCECO employees’ privately owned
                       vehicles will be removed by ASO or AISOD personnel before the vehicles are transferred out,
                       put out of service, on the completion of the project, expiration of sticker(s), and/or when stickers
                       are damaged or exposed for any reason.

                  12.2 All contractor vehicle stickers will be removed by ASO or AISOD personnel on the completion
                       of the project, expiration of sticker(s), or when stickers are damaged or exposed for any reason.

                  12.3 The Proponent Department will approve form SA-5715-3 “final Release Agreement” (FRA) on
                       the completion of the project and send it to ASO for Industrial Security concurrence. The FRA
                       form will be signed and stamped by ASO authorized personnel. ASO should notify Proponent
                       Department, or Materials, Services & Payable accounting Department (MS&PAD), if contractor
                       did not respond to stickers removal requirement.

         13.0 APPROVAL AUTHORIZATION:
                  13.1 Department Managers and above are the persons authorized to sign form SA-7573 for access
                       required to restricted area plants and other facilities. The section-1 of Form SA-9318 should be
                       completed and sent to ISP&SSD, or AISOD Manager.

                  13.2 Department Managers and Plant Managers, in certain justified circumstances, can delegate
                       authority to selected Division Heads to sign requests for access to restricted area plants/sites. In
                       such cases, delegation in writing along with form SA-9318 is required.

                  13.3 Division Head or equivalent may sign the form SA-7573 for only non restricted area access on
                       the prior authorization of Department Manager through form SA-9318.

                  13.4 Distribution Contracting Unit Supervisor may sign form SA-7573 for the vehicles belonging to
                       Distribution Bulk Haulers on the prior auhorization from ADOD Manager through form SA-
                       9318. ADOD Manager, or his delegated Division Heads will approve access through summary
                       cover letter prepared by Contracting Unit Supervisor.

                  13.5 SCECO Department Managers are authorized to sign form SA-7573. The section-1 of form SA-
                       9318 should be completed and sent to the ISP&SSD, or AISOD Manager. In such cases,
                       delegation below Department Manager is not approved.

                  13.6 ASO should maintain appropriate files for specimen signatures of all personnel authorized to
                       sign form SA-7573. Once signatures of authorized personnel are received, proponent will not be
                       asked to submit a new form SA-9318 regardless of assignment of the person in the organization.

                  13.7 Form SA-9318 will be review and concurred to by ISP&SSD or AISOD Manager and the copies
                       be sent (according to distribution order) to all concerned offices for their use.

                  13.8 ASO should permanently maintain appropriate files for specimens signatures of all personnel
                       authorized to sign form SA-7573.

         Any clarification on the procedures as outlined in this G.I. should be reported to the General Manager,
         Industrial Security Operations.
