         CONTENT:
         This instruction outlines a procedure for the disposal of water from pipeline hydrostatic tests. Use of this
         procedure will ensure that pipeline hydrotest water is disposed in a controlled, cost effective, timely and
         environmentally acceptable manner. It contains the following information:

         1.       Definitions
         2.       Background
         3.       Applicability
         4.       Procedure
         5.       Approval Form



         1.0      DEFINITIONS.
                  The following definitions apply to this instruction.

                  1.1      Chemical Additives - any chemical product added to hydrotest water other than oxygen
                           scavenger.

                  1.2      Contaminated - hydrotest water which contains chemical additives and/or excessive
                           hydrocarbon residues from the pipeline interior.

                  1.3      Disposal Procedure - the method for the safe disposal of hydrotest water. The disposal plan may
                           be brief or very detailed depending on the situation variables and the judgement of the
                           engineer(s) involved.

                  1.4      Environmentally Acceptable - means that hydrotest water disposal will not adversely impact the
                           marine environment or potable aquifers or create a hazard for people, livestock or facilities.

                  1.5      Essential Pipeline - any pipeline whose function is critical to Saudi Aramco operations.

                  1.6      Excessive Hydrocarbon Residues - are quantities of hydrocarbons greater than what would
                           normally be expected to be left in a pipeline following normal, prudent cleaning operations.

                  1.7      Hydrostatic Test - a pressure test of a pipeline system where water is used as the test medium.
                           This term is used interchangeably with the term "Hydrotest" in this instruction.

                  1.8      Hydrotest Water - any water (fresh, brackish, sea, etc.) used for pressure testing of process
                           piping, transmission piping, equipment, etc.

                  1.9      Minor Hydrotests - are hydrotests which require less than 50,000 barrels of water. Under
                           certain conditions, such hydrotests are exempt from this General Instruction (See Section 3.3).

                  1.10 Operations Department Manager - a Manager responsible for the operation of a pipeline for
                       which approval of a "PIPELINE HYDROTEST WATER DISPOSAL PLAN APPROVAL
                       FORM", page 5 of this General Instruction, is being requested. A Manager's designated
                       representative may sign for the Manager.

                  1.11 Pipeline - means flowlines, trunklines and all cross country pipelines, both on land and offshore.

                  1.12 Pipeline Element - a section of a pipeline requiring hydrotest.

                  1.13 Receiving Water - any body of water capable of receiving disposed hydrotest water. This can
                       include open bodies of water (such as the Arabian Gulf) and aquifers.

                  1.14 Responsible Agency - an organization responsible for the preparation and submittal of a
                       pipeline hydrotest water disposal plan. The Responsible Agency will insure that the
                       "PIPELINE HYDROTEST WATER DISPOSAL PLAN APPROVAL FORM" is signed by the
                       appropriate Operations Department Manager or the Manager's designated representative.

         2.0      BACKGROUND
                  2.1      Hydrostatic Tests are performed to ensure pipeline integrity. Pipelines are hydrotested before
                           commissioning, after repairs and at periodic intervals to revalidate integrity. SAES-A-007,
                           "Hydrostatic Testing Fluids and Lay-up Procedures", gives hydrotest requirements for existing
                           and new pipelines. Consulting Services Department/Corrosion Control Division can advise on
                           chemical additive requirements.

                  2.2      Test Media in a hydrotest is water. The three main sources of hydrotest water are 1) seawater,
                           2) in-plant fire water systems and 3) water wells. Hydrotests usually require large quantities of
                           water - anywhere from thousands to millions of barrels.

                  2.3      Proper Disposal is important because the hydrotest water may be contaminated. It is essential
                           that contaminated water be disposed of in areas or by methods that minimize adverse
                           environmental and public health impacts.

         3.0      APPLICABILITY
                  3.1      Saudi Aramco Departments responsible for the hydrotesting of pipelines which are in or will be
                           in hydrocarbon liquid or gas gas service are governed by this instruction.

                           3.1.1   Prior to Hydrotesting it is assumed that normal, prudent cleaning procedures will be

                                   practiced and that the pipelines will be essentially free of hydrocarbons and/or other res-
                                   idues.

                  3.2      Hydrotests in which chemical additives are used and all hydrotests in excess of 50,000 barrels
                           regardless of whether or not chemical additives are used are covered by this instruction.

                  3.3      Minor Hydrotests (i.e., low water volume) meeting the below listed conditions are exempt from
                           this instruction. Prudent disposal procedures must be followed, however, to insure that erosion,
                           safety, and/or health problems are not created by the hydrotest water disposal.

                           3.3.1   No Approval Form is required if the total volume of hydrotest water is less than 5,000
                                   barrels and is not contaminated.
                           3.3.2   No Approval Form is required if the total volume of hydrotest water is between 5,000
                                   and 50,000 barrels, is not contaminated, and the hydrotest water quality is the same or
                                   better than the quality of the receiving water. Geological Department/Hydrology Divi-
                                   sion will advise on both hydrotest water quality and receiving water quality when
                                   groundwaters are involved. The Process & Control Systems Department/Environmental
                                   Engineering Division (P&CSD/EED) will advise when marine waters are involved.

         4.0      PROCEDURE
                  4.1      This Procedure's Intent is to mitigate any adverse effects on the environment that may result
                           from pipeline hydrotesting. This procedure will identify whether or not chemical additives
                           (other than oxygen scavenger) will be used during the hydrotest and will determine whether or
                           not the pipeline element under hydrotest contains excessive hydrocarbon or other residues.
                           SAES-A-007, "Hydrostatic Testing Fluids and Lay-Up Procedures", gives hydrotest
                           requirements for existing and new pipelines.

                  4.2      The Responsible Agency for a hydrotest shall complete a "PIPELINE HYDROTEST WATER
                           DISPOSAL PLAN APPROVAL FORM" (Section 5) for all hydrotests except those exempted
                           by Section 3.3. The appropriate Operations Department Manager or the Manager's designated
                           representative shall sign the form.

                           4.2.1   The Form requires basic information about the pipeline element to be hydrotested such
                                   as location, diameter, service, etc. The form also requires that the Responsible Agency
                                   prepare a hydrotest water disposal plan. The P&CSD/EED can advise on completion off
                                   the form and attendant plan
                                   4.2.1.1   The Description shall be complete enough to allow a thorough technical eval-
                                             uation.
                                   4.2.1.2   Maps showing Universal Transverse Mercator (UTM) International coordi-
                                             nates of the disposal site(s), drawings and other information shall be included
                                             to enhance the clarity of the plan.

                           4.2.2   The Responsible Agency shall submit the form to the P&CSD/EED for review no later
                                   than one (1) month prior to the proposed hydrotest date.
                           4.2.3   The Lead Organization in the review and approval process for all pipeline hydrotest wa-
                                   ter disposal plans is the Process & Control System Department/Environmental Engineer-
                                   ing Division (P&CSD/EED). The P&CSD/EED will, as required, solicit input from the
                                   following Saudi Aramco organizations during a hydrotest water disposal plan review:

                                   •         Geological Department/Hydrology Division

                                   •         Land and Lease Department

                                   •         Industrial & Environmental Affairs Department

                                   •         Preventive Medicine Services Division

                           4.2.4   Return of the Form by the P&CSD/EED to the Responsible Agency shall be no later than
                                   15 working days after initial receipt.
                                   4.2.4.1   If the Form is Denied, a written explanation for the denial shall be provided.
                                             The P&CSD/EED, the Responsible Agency for the hydrotest, appropriate op-
                                             erations representatives, and other interested organizations shall work together
                                             to resolve differences and/or develop a new disposal plan. All concerned par-
                                             ties shall be notified of any denial as soon as possible so that an alternate plan
                                             can be prepared in a timely manner.
                                   4.2.4.2   If the Form is Approved, hydrotesting may proceed according to schedule.

         5.0      APPROVAL FORM
                  5.1      The "PIPELINE HYDROTEST WATER DISPOSAL PLAN APPROVAL FORM" is on the
                           next page.
