                     HEART O’NORTH CONFERENCE CONSTITUTION AND BYLAWS

                                                           ARTICLE I

The name of this conference will be Heart O’North

                                                    ARTICLE II-PURPOS E

Section 1   To provide a channel for d iscussion of athletic interests and decisions that will lead to better relationships and
            athletic conditions for the conference members.
Section 2   To arrange and adopt schedules, rules, and seasons for the conference member schools.
Section 3   To further wholeso me sportsmanship and the best athletic relations between member schools.
Section 4   To promote such extracurricular activit ies as the majority of members wish to engage in.

                                                ARTICLE III-MEMB ERS HIP

Section 1   The conference members will be as follows: Barron, Bloo mer, Chetek, Cu mberland, Hay ward, Ladysmith,
            Northwestern, Spooner.
Section 2   Schools applying for membership shall be accepted on a vote of 5/8 of all voting members.
Section 3   Any school must be represented by the admin istrator or authorized representative. Each school shall have one vote.

                                        ARTICLE IV-OFFICERS AND MEETINGS

Section 1   The officers of this conference will be president, vice-president, secretary and treasurer. Their duties shall be as the
            title of their office imp lies. President, vice-president and secretary shall be members of a schools’ admin istrative
            team or athletic d irector. The conference co mmissioner will be the treasurer.
Section 2   The officers shall take office following the fall meeting in odd numbered years. Terms are fo r two years. The next
            school in alphabetical order will provide the president and secretary -treasurer. The vice -president will co me fro m
            the second school in the alphabetical rotation.
Section 3   Athletic directors’ conference responsibility
    A       When necessary, athletic directors of the conference will jointly meet to consider conference business related to the
            operation of various sponsored programs.
    B       The athletic director is not the official spokesman for a conference school unless so designated officia lly by a
            school district. Instead, where appropriate, the athletic director will reflect the viewpo int and policy of his/her
            individual school district. The athlet ic director will serve as a means of liaison and communication between
            districts on various viewpoints.
    C       The athletic director will serve as a source of information to be exchanged with other athletic directors and also to
            be passed on to administrators of their school districts, which can be used for arriving at conference decisions.
    D       The athletic director will serve as the official contact person regarding officials and their contracting, except for
            officials hired by the commissioner.
    E       The athletic director will provide needed information relative to conference scheduling and related activ ities.
    F       The job description of the athletic director is determined by his or her own school district.
    G       The athletic director fro m the school of the conference president will be the chairperson of the athletic directors’
            meet ing.
Section 4   The Heart of the North Conference shall meet a min imu m of three times a year.
    A       A coach may bring an issue to their Athletic Director for discussion purposes. Coaches’ groups may make
            proposals for constitution bylaw changes to athletic directors Proposals must b e in writing and include rationale
            for the changes. Coaches may use all conference selection meetings, conference tournaments or other forms of
            communicat ion to formulate a p roposal that reflects majority opin ion.
    B       Additional meetings to discuss and transact conference business shall be called by the conference president. The
            principal of each school, and the chairman of the athletic d irectors would normally attend these additional meetings.
            The president will set the following year’s schedule of meeting dates to be approved at the May meeting.
Section 5
    A       Duties of conference commissioner:
            1. The p rincipals, at the spring meet ing, shall elect a co mmissioner for the term of two years; each school having
            one vote. The commissioner elected shall assume his/her duties on July 1.
            2. The co mmissioner is elig ible for re-elect ion with no restriction on length of duty.

            3. The co mmissioner is to be paid annually out of the league treasury. An amount of $5500 is to be paid. The
            conference will re imburse the member school of the commissioner the cost of substitutes needed for the
            commissioner to attend meetings on behalf of the conference.
            4. The co mmissioner shall attend meet ings of the principals and athletic directors when they request the
            commissioner’s presence.
            5. The commissioner shall be responsible for creating schedules in all sports at the varsity, junior varsity,
            freshmen, and middle school levels. Schedules for any school year will be in the hands of athletic directors by the
            end of January that occurs 20 months prior to the school year (i.e. schedules for the 2005 -06 school year will be
            ready by January of 2004.
            6. The commissioner will be responsible for the purchase and distribution of conference champ ionship plaques
            and certificates, all conference certificates and conference championship medals and ribbons awarded by the
            conference.
            7. The commissioner will contract varsity officials for conference schedules in the sports of football, volleyball
            (duals and triangulars), boys’ and girls’ basketball, and for the conference wrestling tournament. The
            commissioner will seek reco mmendations from athletic d irectors and coaches on which officials to contract.
            8. The commissioner will oversee the procedure for naming all-conference teams. The co mmissioner will info rm
            the schools and media of the all-conference team members as soon as feasible after it has been determined.
            9. The co mmissioner will serve as treasurer for the conference.
    B.      Duties of the sports information director:
            1. The principals, at the spring meeting, shall elect a sports information director (SID) for the term of t wo years;
            each school having one vote. The SID elected shall assume his/her duties on July 1.
            2. The SID shall be eligible for re-election with no restriction on length of duty.
            3. The SID shall attend meetings of the principals and athletic directors when they request the SID’s presence.
            4. The SID is to be paid annually out of the league treasury. An amount of $2250 is to be paid.
            5. The SID will provide standings in all varsity sports on a weekly basis to the schools and the media.
            6. The SID will inform the media and schools of results fro m conference tournaments.
            7. The SID will provide statistical in formation on a weekly basis to the schools and the med ia. The athletic
            directors will determine the information provided.
            8. The med ia informed will be determined by the athletic directors.
Section 6   The president, at the request of three members schools, shall call a special meet ing.
Section 7   Officers shall constitute the executive co mmittee.
Section 8   5/8 of voting members shall constitute a quorum.
Section 9   All meetings shall be conducted utilizing ―Roberts Rules of Order‖ as the parliamentary authority.

                                          ARTICLE V-RULES OF OPERATION

Section 1   Rules governing the athletic relat ions between conference members shall be the same as the rules of the W.I.A.A.
            and other rules agreed upon by the conference
Section 2   Any policy or rule shall be in effect until subsequent action repeals or clearly substitutes for it.
Section 3   Reco mmendations for changes in conference by-laws or policy should be referred to the athletic d irectors for
            discussion and their reco mmendation. Final action to be taken by the admin istrators on all reco mmendations.
Section 4   The following procedure will be used if a member school needs approval of the Heart o f the North Conference in
            making a request to the WIAA.
    A.      Athletic directors will d iscuss the issue and make a reco mmendation to the principals at a regularly scheduled AD
            meet ing.
    B.      Principals will hear the AD reco mmendation and vote on the issue at a regularly scheduled principals’ meeting.
            Approval by 5/8 of the conference schools will constitute approval by the Heart of the North Conference.
    C.      In the event that it is not possible to discuss the issue at a regularly scheduled meeting, the school making the
            request will contact the president. The president will conduct a vote of conference schools on the issue by the best
            means availab le. (phone, fax, and/or mail) Schools shall be allo wed three schools days to discuss the issue
            internally befo re voting.
    D.      If needed, the president will info rm the WIAA of the reco mmendation of the conference.

                                                ARTICLE VI—FINANCES

Section 1   Each conference membe r will pay $1300 each year in dues. Only authorized disbursements will be made fro m
            these funds.
Section 2   Dues assessments may be changed by a 5/8 vote of membership.
Section 3   All funds shall be kept in a bank under the name of this organization and dis bursed by a signature of the secretary-
            treasurer at the signed request of the president.
Section 4   The HON will mon itor the account balance on a yearly basis and adjust fees accordingly to maintain a residual
            balance that would be equivalent to 20% o f the annual fee obligation fro m the participating schools.

                                               ARTICLE VII—AMENDMENTS

 Section 1   This constitution may be repealed or amended by 5/8 of voting membership. The change shall be proposed at a
             conference meeting and formal action will be taken at the subsequent conference meeting. An amendment shall
             remain in effect for a minimu m of one year before it can be considered for further amend ment or repeal.
 Section 2   By-laws may be amended, added to, or deleted fro m by a 5/ 8 vote of membership. The chang e shall be proposed at
             a conference meet ing. A new or amended bylaw shall remain in effect for a minimu m of one year before it can be
             considered for fu rther amend ment or repeal.

                                                     GEN ERAL B YLAWS

 Section 1   In the event that a Heart O’North Conference school cannot field a team according to WIAA regulations, the game
             is to be forfeited to the other school. In the event that neither conference school can field a team for the
             competition, the contest shall be considered a forfeit. In the event of a double forfeit, both teams receive one loss in
             the conference standing. In the event of a single forfeit, the offending team will receive one loss in the loss column
             in the conference standing and the other team will receive one win. Official’s pay is the responsibility of the
             offending school if such dates are so late that contracts cannot be cancelled.
 Section 2   Conference champions will be declared if a majority of schools participate in a sport.
 Section 3   A Heart O’North plaque will be awarded in each of the Heart O’North approved sports. In case of ties, duplicate
             plaques will be awarded.
 Section 4   Athletic results are to be reported to news media (AP, Eau Claire Leader Telegram, Chippewa Falls Herald, Du luth
             News Tribune, Superio r Evening Telegram and Ashland Daily Press) following home games by the coach or
             someone appointed by him/her.
 Section 5   Tickets
     A.      HON t icket prices – Adults are $4.00, Students are $2.00
     B.      Ticket p rices to home non-varsity events will be at the discretion of the local school wh en sold in advance.
 Section 6   Each school will be issued 34 indiv idual conference passes dated per year and to be distributed to the coach of
             season and spouse, admin istrator and spouse, principal and spouse, and athletic director and spouse. The remain in g
             passes are to be distributed at the discretion of the admin istration.
 Section 7   All-conference team selection procedure. Heart of the North all-conference selection is a valued tradit ion that
             reflects our belief that this honor is a recognition of athletic excellence and honorable conduct during a given sports
             season (up to the date of all-conference selection).
     A.      The commissioner will co mp ile all-conference informat ion.
     B.      All-conference selection in golf will be based on individual performance durin g the dual meets and conference
             tournament. All-conference selection in cross country, track and wrestling will be based on individual performance
             during the conference tournament. See each sport bylaws for specifics regard ing that sport.
     C.      The following procedure will be used to select all-conference in vo lleyball, football, basketball, baseball and
             softball.
             1. Each team will maintain an all-opponent team during the season. This is to be updated after each conference
             game.
             2. Near the end of the season, each head coach will submit the names of players and their positions from their team
             that they feel are worthy of all-conference consideration. They will submit their list to the commissioner.
             3. The co mmissioner will co mpile all the nominations and send the list of nominees to each head coach.
             4. The co mmissioner will meet with the coaches to select the all-conference teams. The coaches will vote to
             determine the first team, second team, and honorable mention.
             5. See each sport bylaws for specifics regarding that sport .
Section 8    Make-up of postponed games will follow these guidelines.
      A.     The two schools will mutually agree on a make-up date within the next two working days.
      B.     If the two schools cannot come to an agreement, the conference president will appoint a three-person committee
             consisting of one athletic director, one principal, and one superintendent of non -involved schools to resolve the
             matter. Th is committee will decide how and when the game is to be made up. The de cision will be reached with in
             the next working day after the problem has been referred to the committee.
Section 9    Stereo tape decks and related radio equip ment are prohibited at all Heart O’North athlet ic contests. (Game manager
             will regulate PA system).
Section 10   Scouting: A school is prohibited fro m using school vehicles, fuel, or funds, including reimbu rsement for use of
             personal vehicles for the purpose of scouting.
Section 11   Each member of conference champ ionship teams will be awarded a certificate by the conference.
Section 12   A Heart of the North lifet ime pass may be issued to individuals fro m HON schools that have given ―Outstanding
             Service to Athletics in the Heart of the North Conference‖. They may be selected fro m one of the fo llow ing two
             categories:
             1.      Co mmunity members/school personnel

             2.   Coaches with 10 years of experience in coaching and have retired fro m coaching in the HON.
             Names should be submitted to the conference commissioner by October 1.

                                          BAS EBALL AND SOFTBALL B YLAWS

 Section 1   Playing rules of WIAA will be followed.
 Section 2   Adult officials-ho me schools to furnish both, licensed.
 Section 3   Postponed games must be made up if they affect first place standings. Postponed games in the first round of games
             shall be made up at the earliest possible date. If they cannot be made up before the teams are scheduled to meet a
             second time, the first game must be made up as part of a doubleheader on the second scheduled meeting date.
             Games postponed in the second round must be made up on the earliest mutually agreeable date.
 Section 4   Schedules shall be adopted.
 Section 5   The following procedure shall be used before the first game of doubleheaders and single games. Fro m 25 to 15
             minutes prior to the scheduled start of the game, the home team will take infield. Fro m 15 minutes to 5 minutes
             prior to the scheduled start of the game the visiting team will take in field. The final 5 minutes prior to the
             scheduled start of the game shall be used for the pre-game conference between ump ires and coaches. There will be
             no infield taken between games of a doubleheader and the time between games shall be 15 minutes.
 Section 6   All single games on school days will start at 4:30 by conference rules.
 Section 7   Baseball and softball doubleheaders on school days will start at 4:00 p.m. Saturday doubleheaders will start at
             11:00 a.m. A ll games of doubleheaders will be seven innings for jv and varsity.
 Section 8   The Diamond baseball will be used in conference baseball games. Optic yellow ball is required for softball games.
 Section 9   Before conference doubleheaders the coaches will flip a co in with the winner deciding if he/she wants to be the
             home team in the first or second game. Each team will be the ho me team in one of the games.
Section 10   Ho me coaches are to notify news media (including Eau Claire Leader Telegram, Chippewa Falls Herald, Du luth
             News-Tribune, Superior Evening Telegram and Ashland Daily Press) of results immediately after ho me games.
Section 11   In jv softball games, a half-inning will end when a team scores 10 runs.
Section 12   All-conference procedures
             1. Baseball will name 10 players to first team and second team. Selections will be named by position.
             2. So ftball will name 11 players to first team and second team. Selections will be named by position.
             3. In the case of a tie vote, baseball may have more than 10 and softball more than 11 on a specific team.
             4. Baseball and softball will vote for the top three pitchers, three catchers, ten infielders, a nd seven outfielders.
             Baseball will vote for the top three designated hitters. Softball will vote for the top three flexes and top three
             designated players.
             5. Players receiving at least one vote will be named honorable mention if they are not named f irst or second team.
             6. Coaches may not vote for players on their own team.
             7. The award fo r being named to the all-conference team will be a certificate.

                                                 BASKETB ALL B YLAWS

 Section 1   Playing rules of WIAA will be followed.
 Section 2   All officials will be in proper attire and shall be registered for all levels of basketball games.
 Section 3   Junior varsity and C-level games will be started at 5:45 p.m. Varsity games will be started at 7:30 p.m. Junior
             varsity quarters are to be eight minutes (unless coaches mutually agree to shorten) and half time is to be five
             minutes.
 Section 4   Ho me team will wear wh ite uniforms and visiting teams will wear dark uniforms.
 Section 5   Official timer and scorer (varsity scorer wear striped shirt) shall be clearly d istinguished.
 Section 6   Heart O’North SID is to be notified if conference games are postponed or date is changed.
 Section 7   Game dates may be changed by mutual consent of schools involved.
 Section 8   Ho me coaches are to notify news media (including Eau Claire Leader Telegram, AP, Chippewa Falls Herald,
             Duluth News-Tribune, Superior Even ing Telegram and Ashland Daily Press) of results immediately after ho me
             games.
Sect ion 9   Officials hired for HON varsity conference basketball contests must not be district residents or employed by either
             of the contesting schools.
Section 10   All games will be played with an official basketball, Spalding Top -Flite 1000.
Section 11   No junio r or senior shall be allowed to play in a C-level game. Seniors may play in JV games if it is anticipated
             they will have little or no playing t ime at the varsity level.
Section 12   C level will play at 5:45 p.m. at the home school but in a different gym than the JV and varsity. C -level quarters
             will be eight minutes (unless coaches mutually agree to shorten) and halftime will be five minutes.
Section 13   All-conference selection procedures
             1. Girls and boys will name 5 p layers to first team and second team.
             2. In case of a tie vote, more than 5 players can be named to a specific team.
             3. Girls and boys will vote for the 12 players in the conference.

                                               CROSS COUNTRY B YLAWS

 Section 1   WIAA rules shall be followed.
 Section 2   The conference cross-country meet sites are as follows:

                           2011      Northwestern
             Any team that passes moves the site to the next team.
             The host school shall charge all schools that participate $100 for costs associated with hosting the conference meet.
 Section 3   Conference schools will attempt to host an invitational. The school hosting the conference meet will host an
             invitational before the conference meet and invite all conference schools to the invitational. As a result, v isiting
             schools will not practice or walk the course for the conference meet other than the day of the invitational and the
             day of the conference meet.
 Section 4   The visiting teams shall be allowed a 15-minute warm up period before the meet starts.
 Section 5   Starting time shall be 4:30 p.m.
 Section 6   Medals, provided by the conference, will be awarded to the first ten places.
 Section 7   Ho me coaches are to notify news media (including Eau Claire Leader Telegram, Ch ippewa Falls Herald, Duluth
             News-Tribune, Superior Evening Telegram and Ashland Daily Press) of results immediately after ho me meets.
 Section 8   All-conference procedure
             1. Those individuals placing in the first 10 places at the conference meet will be named to the all-conference

                                                    FOOTBALL B YLAWS

 Section 1   Playing rules of the WIAA will be followed.
 Section 2   Ho me team will wear colored jerseys and visiting team will wear light jerseys.
 Section 3   Five (5) officials are reco mmended for varsity and four (4) for jv and freshman.
 Section 4   Starting time for varsity games will be 7:00 p.m. JV games will start at 6:00 p.m. Freshman games will start at
             6:00 p.m. unless changed by mutual agreement.
 Section 5   Any changes in times or special programs (i.e. half-t ime o r pre-game activit ies) shall be arranged previous to game
             time and all coaches and officials shall be informed.
 Section 6   All games shall be p layed with official footballs. Each team, ho me and visitor, will provide the footballs to be used
             on downs when they snap or free kick the ball.
 Section 7   Chain gang and down marker people shall be officially clothed.
 Section 8   Appeals or protests not covered by WIAA shall be made as soon as possible to executive co mmittee.
 Section 9   Officials hired for HON varsity conference football contests must not be dist rict residents or employed by either of
             the contesting schools.
Section 10   The maximu m quarter time (shorter time may be mutually agreed upon) is as follo ws:
             JV game—12-minute quarters, freshman games —12-minute quarters. Ten (10) minute quarters may be mutually
             agreed upon by the coaches at the freshman and jv levels prior to the start of the game.
Section 11   Each school shall participate in film exchange. All films should be mailed on Wednesday, eight or nine days prior
             to the contest. The films should be fro m the two games played about 14 and 21 days prior to the contest. The films
             must be filmed fro m the press box. If the films do not arrive by Friday, the week p rior to the game, the coach
             should call and notify the school (NOTE: Only one film will be exchanged for the first conference game o f the
             season)
Section 12   A crew of two fro m the visit ing school will be allowed in the press box.
Section 13   No senior shall play in a jv game.
Section 14   Ho me coaches are to notify news media (including Eau Claire Leader Telegram, AP, Chippewa Falls Herald,
             Duluth News-Tribune, Superior Even ing Telegram and Ashland Daily Press) of results immediately after ho me
             games.
Section 15   No freshman or jv games will be p layed after the last scheduled conference varsity football games.
Section 16   Procedure for selecting conference champion or to determine any place for playoffs in the event of a tie. (WFCA)
      A.     If t wo teams are tied, the winner in head-to-head competition would be the champ ion or the higher place. The loser
             of the head-to head competition will be the next place after the winner.
     B.      If three or more teams are t ied, the champion will be determined by the following criteria, in the order listed.
             Revert to Step A if only two teams are tied and better than others after any criteria.
             1. Select the team(s) with the best won-loss record in head-to head competition among the teams that are tied.
             2. Select the team(s) whose conference foes defeated them had the best won -loss conference record.

              3. Select the team(s) who was/were ahead in the score in the most quarters in the games between the teams who
              were t ied.*
              4. Select the team(s) who was/were ahead in the score the most quarters against the conference opponents who
              defeated them.*
              5. Select the team(s) who was/were ahead in the score the most quarters in all o f the conference games.
              6. If the previous criteria do not resolve the tie(s), a coin tossing procedure will determine the champ ion and all
              other places. The procedure will be determined by the conference AD’s prior to playing the last conference game.
              *Teams must keep quarter scoring statistics for all conference games. Ties at the end of the 1 st , 2nd , and 3rd quarter
              will count as 1/2 quarter ahead for each team. The winner o f the game will determine ties at the end of the 4th
              quarter in overtime.
Section 17    The week of Eau Claire Teacher’s Convention the home school shall determine if the game is played on Thursday
              or Friday.
Section 18    No coach or school shall provide films of Heart o f the North conference or nonconference games to nonconference
              or playoff opponents of other Heart of the North schools.
Section 19    Coaches may attend games of other Heart of the North schools, but are not allowed to film games they attend.
Section 20    All-conference selection procedure
              1. Eleven players will be named to first team and second team (Both offensive and defensive teams will be
              named). Players will be named by position.
              2. The number of specialists, if any, will be determined by the coaches.
              3. In case of a tie vote, more than 11 p layers may be named to a specific team.

                                            GOLF B YLAWS—BOYS AND GIRLS

 Section 1    WIAA rules shall be followed.
 Section 2    Conference schedule will be fo llo wed.
       A.     Scheduled dual meets may be changed to triangular or more as arranged by host school.
 Section 3    The conference meet will be held at all sites rotating on an alphabetical basis. If a school should elect to pass in
              their year, the site would go to the next team in line.

              the loser. For the girls’ conference meet, 16 points for first place, 14 for second, 12 for third , 10 for fourth, 8 for
              fifth, 6 for sixth, 4 for seventh, 2 for eighth, and 0 fo r ninth. For the boys’ conference meet, 14 for first place, 12
              for second, 10 for third, 8 fo r fourth, 6 for fifth, 4 for sixth, 2 for seventh, and 0 for eighth.
 Section 6    Medals provided by the conference will be awarded to the 10 low scorers in the dual meets and conference meet.
              The method developed by the coaches and approved by the conference will be used to determine the low scorers.
       A.     In dual meet co mpetition, the medalist will receive 5 po ints followed by 3, 2, 1. Ties wi ll receive equal point
              values. All dual meets will be 9-hole matches. If more than 9 holes are golfed, the team and individual points for
              the dual meet will be based on the first 9-holes.
       B.     In the boys’ and girls’ conference tournament, the points will be 18, 16, 15, 14, 13, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2, and
              1.
       C.     Ties for season point places will go to the low score in the conference tournament.
       D.     All-conference procedure
              1. The 10 medal winners for p lay during the dual meets and the conference tournament will be named to the all-
              conference team.
              2. The award fo r being named to the all-conference team will be the medal awarded fo r play during the season
              and the conference meet.
 Section 7    The low scorer (one) in the conference meet will be awarded a medal by the conference.
 Section 8    Superior will be included in the Heart of the North Conference in girls’ golf and be charged an annual fee of $120.
 Section 9    In the event of a team t ie in a dual match or conference tournament, the procedure for resolving the tie will be as
              follows:
       A.     Adding in the score of the fifth player.
       B.     Co mpare the top four scores on the #1 handicap hole. If the teams remain tied, the score of the fifth is counted in.
              (In the event of a tie at this point, the same procedure would apply to the next handicap hole.)

                                                         TRACK B YLAWS

 Section 1   All conference meets will be run according to the National Federation Rules with the WIAA adaptations.
 Section 2   Meets shall be arranged by conference schedule.
 Section 3   There shall be a conference meet. The host school shall charge each participating school $300 to cover costs
             associated with hosting the conference meet.
 Section 4   The conference track meet hosts are as follows. Conference date shall be set at least one year in advance.

 Section 5   At the conference track meet, medals will be awarded to the top 3 places in each event. Eight places will be scored.
 Section 6   The visiting track team at a dual meet will be allowed 15 minutes warm up on the track before the meet starts.
 Section 7   If a school cannot host the HON track meet at it’s facility, it may find another site in the conference to host the
             meet under the following guidelines:
        A.   The site school will provide the workers needed to run the meet.
        B.   The site school will do all planning and paperwork for the meet.
        C.   The host school will pay the workers of the site school according to the master agreement of the site school.
 Section 8   Conference meets will be run with boys and girls concurrently.
 Section 9   Starting time for duals and triangulars shall be 4:30 p.m.
Section 10   Weekly track record sheet shall be made up of any times, distances, or heights in any meet, whether it be
             conference or not.
Section 11   The conference meet shall be run accordingly:
        A.   The games committee shall consist of the meet director, official starters, and three coaches fro m schools other than
             the host school. The co mmittee will be appointed by the AD
        B.   The host school will supply a timer and picker for each place if p ossible.
        C.   Athletes may enter three running and one field event, or three field and one running event, or any combination
             thereof.
        D.   Qualifying fro m p relims to finals – the winner o f each plus the next fastest times until all available lanes are filled .
        E.   Heat winners in prelims will be g iven the top seeded lanes in the finals according to their t imes. Other runners will
             be seeded by times.
        F.   The recording of times in hundredths of seconds will be used to eliminate ties to determine next fastest times in
             filling lanes fro m prelims to finals.
        G.   If d igital or electronic watches are used for any final event, the time must be rounded off to the slowest full tenth.
        H.   The number of entries allowed each school will be the same as in WIAA regulations.
        I.   The order of events shall be the same as the WIAA Regionals.
  Section 12 Ho me team coaches are to notify news media (including Eau Claire Leader Telegram, Chippewa Falls Herald,
             Duluth News-Tribune, Superior Even ing Telegram and Ashland Daily Press) of results immediately after ho me
             meets.
 Section 13 All-conference procedure

                                                       VOLLEYB ALL B YLAWS

 Section 1     WIAA rules shall be followed.
 Section 2     Vo lleyball duals will start at 5:45 with C level and jv matches played simultaneously. All varsity matches will be 3
               of 5 with fourth and fifth games played only if needed to determine the match winner. Varsity matches will start no
               earlier than 7:00. C level and jv will p lay 2 of 3 matches. The third game will be played if needed to determine the
               winner of the match. If one team wins the first two games, the third game will be played only if the game starts by
               6:45. The third game at C and jv levels will be to 25.
 Section 3     Heart O’North schedule, time, and ru les shall be followed.
 Section 4     Licensed officials shall be used.
 Section 5     Heart O’North SID is to be notified if conference games are postponed or a date is changed.
 Section 6     No junio r or senior shall be allowed to play in a C-level game. Senio rs may p lay in jv games if it is anticipated
               they will have little or no playing t ime at the varsity level.
 Section 7     Host schools will supply 10 volleyballs on the varsity court for the vis iting team.

 Section 8    A. A conference tournament will be held on the Saturday preceding the last week of the regular season and the
              Thursday of the last week of the season. On the Saturday all eight teams will play four matches (2 of 3) at one site.
              On Thursday the teams will be divided into two groups of four and play three matches (2 of 3). The two groups
              will play at separate sites (Group S will include Barron, Bloo mer, Chetek and Ladysmith. Group N will include
              Cu mberland, Hayward, Northwestern and Spooner). The third game o f any match in the tournament will be played
              to 15 and will be played only if needed to determine the match winner. Sites for the tournament are as follows:

              2, 3, and 4. Schools in Group N will randomly draw nu mbers 5, 6, 7 and 8. Then the matches will be played using
              the following schedule.

              F. The conference champ ion will be the team that wins the most matches combin ing the regular season and the
              tournament. Two of three matches will have the same value as three of five matches.

 Section 3    Weigh-in time shall be 6:00 unless coaches mutually agree to start earlier.
 Section 4    Starting times are as fo llo ws:     JV Squad–No earlier than 6:45 p.m.
                                                   Varsity Squad—Immediately after the JV but no earlier than 7:00 p.m.
 Section 5    Conference meet
       A.     The conference wrestling meet hosts are as follows. The conference date shall be set at least 1 year in advance.

 Section 8.    The host school for the conference tournament will determine the format and number of mats to be used at the
               conference tournament. The number of officials hired shall be one mo re than the number o f mats used.
 Section 9     All conference procedure
               1. Those placing first in each weight class at the conference meet will be named to all -conference first team.
               Those placing second in each weight will be named to all-conference second team. Those placing third in each
               weight will be named to all-conference honorable mention.
               2. The award fo r all-conference will be the medal awarded at the conference tournament.

                                                 CHEERLEADER REGULATIONS

 Section 1     Host school cheerleaders shall be in charge of welco ming both varsity and junior varsity cheerleaders and provide
               room for changing and storage of clothes that be locked.
 Section 2     No artificial noisemakers (horns, cowbells, dru ms, etc.) shall be used at any indoor contests. No stomping on
               bleachers at any Heart O’North Schools.
 Section 3     It is suggested that the cheerleaders follow the same rules of conduct as the athletes in each school.
 Section 4     Courtesy cheerleading shall always prevail.
 Section 5     Never shall both cheerleading squads be on the floor at the same time.
 Section 6     When to cheer: Alternate—Visit ing cheerleaders will go out on the floor first at the first time -out, quarter or
               between periods. The home cheerleaders will be second. If a squad elects to do a sideline in place o f a floor cheer
               their turn is lost. When a squad is on the floor, wait until they are fin ished before starting a sideline cheer.
 Section 7     Cheerleaders are reminded that they have an obligation to the team and to the school in crowd control at athletic
               events. Such devices as beginning a cheer at any time some of the fans begin to boo the opposing team or the
               officials are co mmon sense and show leadership on the part of the cheerleaders.

                                                MIDDLE SCHOOL REGULATIONS

                                                            PHILOSOPHY

 The purpose of middle level school activities is to develop interest and participation by a large number of students and not
 just the best athletes. It is also to down play the emphasis on winning, and provide train ing in athlet ics for all who desire it.

                                                               GEN ERAL

 Section 1     Participation by as many students as possible is the primary emphasis of the middle level school athletic program.
 Section 2     Middle level school athletics will be held at t imes outside of school hours. Middle level school will be considered
               grades 5, 6, 7, and 8 or any co mbination thereof.
 Section 3     Minimu m standards concerning both eligibility and conduct for each participant will be decided by each member
               school. Students that are not enrolled in a member school (or those cooperating programs) will not be allo wed to
               participate.
 Section 4     No league trophies are to be given and no standings or statistics are to be compiled by the league.
 Section 5     Schools will not send spectator buses to away games.
 Section 6     Bands and/or sound devices (i.e. boom bo xes) will not be permitted. Ho wever, they may be incorporated with a
               host school cheerleader routine.
 Section 7     No cheerleaders will travel to or participate in out of town games in the capacity of cheerleader.
 Section 8     All part icipants will remain under the direct supervision of the coaches at all times.
 Section 9     Cert ified/registered officials are required to officiate all scheduled contests.
Section 10     Review of this document by coaches, athletic directors, principals, parents, and participants will be done annually
               prior to the beginning of each season.


                                                            FOOTBALL
Section 1      Games will start at 5:00 consisting of four ten-minute quarters. Running time may be used any time after the first
               half when a score differential reaches 35 points or mo re. A period or periods may be shorten ed by mutual
               agreement of the coaches.
Section 2      The maximu m number of games is seven including any practice or scrimmage with another school.
Section 3      A minimu m of three licensed officials is required.

Section 4    Only 7th and 8th graders may participate. The makeup of a team will be determined according to grade level.

                                                          WRES TLING
 Section 1   A one-year grade difference will be allowed between opponents (i.e. 5th vs. 6th , 6th vs 7th and 7th vs 8th )
 Section 2   Matches will start at 5:00 p.m. if at all possible. Earlier starts are permissible if mutually agreed upon. A min imu m
             of three wrestling areas must be available.
 Section 3   Each coach is required to send a list of wrestlers to the host school at least two days prior to the scheduled meet.
             The host coach will make the pairings prior to the meet. On the day of the scheduled meet, the visiting coach shall
             call or email any changes. Coaches will forward rosters by March 1 to opponent schools along with the schools’
             FAX nu mber.
 Section 4   Participants will be paired by the host coach. However, they must follow these requirements:
       A     The most important criteria in pairing participants will be rating 1 -5 with 1 being the highest skilled co mpetitor.
       B     The maximu m weight differential for all part icipants up to and including 145 pounds will be 6 pounds. A
             maximu m d ifferential of 10 pounds will be in place for all participants over 145 pounds, and up to, and including
             190 pounds. A maximu m d ifferential of 30 pounds will be in place for any two opponents weighing mo re than 190
             pounds. Mutual agreement between coaches will determine appropriate weight/ability match -ups in special
             circu mstances.
       C     No participant will wrestle in more than three matches.
 Section 5   Upon arrival, the host coach will furnish the visiting team with a list of pairings, wh ich will contain each
             participants’ name, grade, and actual weight.
 Section 6   Each wrestling team will be scheduled for no more than 10 conference meets.
 Section 7   The wrestling season will not begin before the first Monday following the high school regionals.

                                                          VOLLEYB ALL
 Section 1   Games will start at 5:00 p.m. if at all possible. Earlier starts are permissible if mutually ag reed upon.
 Section 2   Rally scoring will be used. All games will be played to 25 points, w in by 2. Four games will be standard
             procedure to ensure participation. A fourth match for 7th grade should not be played after 6:30 if a school has only
             one game court availab le.
 Section 3   Seventh and eighth graders shall only play on teams that repres ent their grade level. The only exception would be
             to balance numbers and that would be agreed upon prior to the match.
 Section 4   NFHS substitution rules will apply; however, the libero position will not be used at the Middle School level.
 Section 5   Two time-outs are allo wed per game.
 Section 6   Multi-school matches may be held. However, the maximu m nu mber of matches is 13, with no more than 6 of the
             13 being mult i-school meets.

                                       BASKETB ALL
 SEASONS: BOYS OCTOB ER-DECEMB ER/ GIRLS DEC EMB ER-FEB RUARY

 Section 1   Games will start at 5:00 p.m. if at all possible. Earlier starts are permissible if mutually ag reed upon. The four
             quarters will be 8 minutes each and half time will be 5 minutes in length.
 Section 2   During 7th and 8th grade games, a team can full court person-to-person press during the last 2 minutes of each half.
             The press would not be allowed if the pressing team is ahead by ten or more points.
 Section 3   Each team is allowed three fu ll and two 30-second timeouts per game.
 Section 4   Only player to player defense is allowed.
 Section 5   Once a 7th grader plays on an 8th grade team, he/she may no longer play on a 7th grade team. Eighth graders must
             play on the 8th grade team.
 Section 6   Coaches do not have the coaching box priv ilege and must adhere to WIAA bench conduct rules.
 Section 7   Each team will be scheduled for no more than ten (10) conference games.

                                                      TRACK AND FIELD
 Section 1   Meets will start no earlier than 4:30 and include 7th and 8th grade participants.
 Section 2   An individual may co mpete in a maximu m of three events, but in no more than 2 individual running events.
             Although participation is the main emphasis, entries may be limited by the host school if deemed necessary due to
             large nu mbers of participants and time constraints.
 Section 3   Team scores are kept. No awards are presented.
 Section 4   The host school will determine what events are to be included in the meet. The order of events will follow WIAA
             guidelines.
 Section 5   The maximu m number of co mpetitions is 12 including a scrimmage or p ractice with another team.

                                                      CROSS COUNTRY
 Section 1   Meets will start no earlier than 4:30.
 Section 2   The maximu m length of the course for both boys and girls is 4000 meters.
 Section 3   Entry limits and fees will be determined by the host school.

  I.        GOOD SPORTS MANS HIP CODE

            A. Code
               1. Treat officials and opposing players, cheerleaders and coaches with co urtesy.
               2. Accept as final all decisions of the officials.
               3. A lways control your temper and refrain fro m booing.
               4. Beco me familiar with the high school rules of the sport.
               5. W in or lose, accept the outcome graciously and in a sportsmanlike manner.
               6. Remember your actions reflect on your school and community.
               7. Play to win, but play fair.
               8. Remember the Go lden Ru le: ―Do unto others as you would have others do unto you.‖

NOTE:            Nu mbers 1 through 6 of the above shall be printed in the program at all HON events.

NOTE:            The following or similar announcement encouraging good sportsmanship shall be read prio r to all                          HON
                 events that use a public address system.

            ―We welcome you as guests of ________________High School and the Heart of the North Conference. We
            hope you will enjoy this sporting event and leave wi th good memories of fair and friendl y competition.

            The Heart of the North Conference has a l ong-standi ng reputation of quality sports competi tion and
            outstandi ng athletes. In order to retain this reputation and to make this event a positive educati onal
            experience, we ask that athletes, cheerleaders, coaches and fans conduct themsel ves in a s portsmanlike

NOTE:       All schools will purchase and display banners promoting good sportsmanship in their gymnasiu m and football
            fields.

            B. Suggestions for imp lementing this code.
               1. Announce prior to each game
               2. Publish in the local newspaper
               3. Print the code on the programs
               4. Lettered signs within the gy m and/or lobby
            C. Good sportsmanship is exemplified by:
               1. Cheering with the cheerleaders
               2. Standing for school songs of both schools
               3. Standing and being attentive when the National Anthem is being played
               4. Coaches, athletes and spectators showing respect for the officials
               5. Showing respect for your opponent. (Example: team introductions)
               6. Being attentive and courteous to visiting cheerleaders
            D. Examples of poor sportsmans hip are:
               1. Sto mping on the bleachers
               2. Th rowing objects onto the playing area
               3. Use of noisemakers of any kind
               4. Use of cheers that taunt or rid icule the opponent (Example: during free throws)
               5. Booing
               6. Thro wing shredded paper in the bleachers or on the floor
            E. Heart of the No rth Conference-Team Sportsmanship Awards
                 Each school will submit two votes (one from the head coach and one from the players) to the conference commissioner at
                 the end of the conference season. The commissioner will tally the votes and notify the HON schools of the winner of the
                 award. One award will be given for each of the following sports: football, volleyball, girls’ cross country, boys’ cross
                 country, girls’ golf, boys’ basketball, girls’ basketball, wrestling, baseball, softball, girls’ track, boys’ track and boys’ golf.
                 The award will be a metal plate that can be placed on a plaque to be displayed by the school. The school within the
                 conference that earns the most points for the entire year will also be awarded a banner for the year.
                 When voting for sportsmanship awards the coaches and players should use the following guidelines:
                 1. Be courteous to opponents, fans, cheerleaders and officials.
                 2. Respect and abide by officials’ decisions.
                 3. Exercise self -control at all times.
                 4. Win with character and lose with dignity.

           5.   Display appreciation for a good performance or play regardless of the team.
           6.   Respect and abide by the rules of the game.


           The following is the Rubric to be used to determine rank:
           4 = Excellent Sportsmanship Displayed
           3 = Very Good Sportsmanship Displayed
           2 = Average Sportsmanship Displayed
           1 = Poor Sportsmanship Displayed
           If a school receives a ranking of a 1 or 2, please add a comment for rationale.


           Voting Forms must have a signature of both the Principal and Athletic Director.



 II.   COACHES CODE-As printed by the WIAA Bullet in

       My first consideration shall be the wel fare of the athletes. My leadershi p shall be wholesome and contri bute
       to cleaner li ving, better health habi ts, and a true consideration of not onl y the opponent but also wi th whom
       contact is had.

       My objecti ve shall be to make competiti ve athletics truly a part of the educati onal program.

       My personal conduct on the fiel d, in the school and out, shall be such as to be trul y worthy of imi tation by
       the athletes whose welfare is my job.

       My relati onshi p wi th the pl ayers, fellow coaches, teachers and school authorities shall be such as to develop
       mutual res pect and confi dence.

       My objecti ve shall be to win if possible, to lose if necessary, but at all ti mes to have the conduct of all
       contri bute to a fuller understandi ng and a keener appreciation of fair pl ay.

       I shall teach that Good S portsmanshi p is Good Citizenshi p and as such is essential to i ndi vi duals,
       communities, state, and nation.

       A. Suggestions for coaches conduct standards at sports events.
          1. Abstain fro m s moking on the field or in the presence of athletes.
          2. Adjust your conduct at events so as not to incite undue unsportsmanship like actions fro m players and
          fans.
          3. Have control of the team you are putting on the field o r on the floor.

III.   NEWS COVERAGE

       Each school will be encouraged to communicate with their local newspaper publisher on the following items.
       1. Publish the Good Sportsmanship Code.
       2. Ask them to pro mote good sportsmanship for all participating teams.
       3. Request they try to report all contests objectively without unnecessarily editorializing the aspects of the game.
       4. Ask that reporting on all contests be with the purpose of upgrading teams and individual perfo rmances as
       opposed to making negative crit icis ms.




IV.    SPORTS INFORMATION

       The following procedures will be used in reporting athletic results to the Sports Informat ion Director. Each school
       will be responsible for report ing the results of their HOM E contests each week. These results shoul d be called i n
       between 7:30 a.m. and 9 :00 p.m. to the S ports Information Director, Kathy Tonnar. The telephone number
       is (715) 635-3079 . Results can also be faxed to 715-635-2146 before 2 :30.

       FALL:
                     Football-Fax game su mmary sheets by 2:30 each Monday.
                     Volleyball – Call or fax in results after each match or by 2:30 on Monday.
                     Cross Country – Contact local media. Fax results of the conference meet the following day.

     WINTER:

     In addition, all coaches of HOM E events are to call news media (AP, Eau Claire Leader -Telegram, Ch ippewa Falls
     Herald, Duluth News Tribune, Superior Evening Telegram, and Ashland Daily Press) following home games by the
     coach or someone appointed by him/her.

     The cooperation of all coaches is necessary in order to keep respective members and designate d news media
     informed on a regular up-to-date basis.
