              Anytown United States Bowling Congress Association
                              Youth Committee
                                             GOVERNMENT

The Anytown United States Bowling Congress Association Youth Committee shall be governed by the United
States Bowling Congress (USBC) Local Constitution and the purpose, rules and specifications of the United
States Bowling Congress, with the provision it may enact and enforce rules and specifications which are not in
conflict with the purposes, objects, rules and specifications of the USBC. From this point on, the Anytown
United States Bowling Congress Association Youth Committee shall be referred to as the Anytown Youth
Committee (AYC).

                                                 PURPOSE

The AYC is formed to provide services to the youth bowlers of the Anytown Area of California and to
represent the youth of the Anytown USBC Association, Inc.

                                       MEMBERSHIP MEETINGS

Each certified USBC youth league will be entitled to representation of one youth at least 14 years of age and
one adult. They will represent that league in the meeting to elect the AYC.

The Youth Committee shall be entitled to voice and vote at all meetings without regard to the leagues/centers
which they represent.

AYC member names and addresses must be on file with the Association Manager no later than August 1st of
the new season. League representatives to the annual meeting shall hold this office for one (1) year.

                                        COMMITTEE MEMBERS

The AYC shall consist of one (1) At-Large Member, six (6) Coach/Program Directors, two (2) Youth Directors
(at least age 14) and one (1) Proprietor totaling ten (10). The Committee shall elect a Chairman.

The election of the AYC members shall be held at the Annual Meeting of the Youth Membership (adult and
youth representatives) and election shall be to a specific office for a term of two (2) years, commencing on
August 1st following their election. To be re-elected, a committee member must have attended fifty percent
(50%) of the scheduled meeting days during his/her previous tenure. This qualification would apply to all
elected members. Exceptions to be made with approval of the AYC.

There shall be one (1) elected At-Large Member (#1); three (3) elected Coach/Program Directors (#1, #2, #3),
one (1) elected Youth Directors (#1) and one (1) elected Proprietor Representative (#1) elected in the even
years; and three (3) elected Coach/Program Directors (#4, #5, #6), one (1) elected Youth Director (#2) elected
in the odd years.
                                            MANAGEMENT

To be elected, a member must attend the Annual Youth Membership Meeting. The AYC may waive this
requirement in cases of excused emergencies. To be eligible for election as a AYC Member, a candidate must
be a member in good standing of the Anytown USBC. Candidates shall be elected by a majority vote of all
members at the Annual Youth Membership Meeting.

The signed, written consent of the candidates must be filed with the “Chairman, Nominating Committee” prior
to the nomination. The nominator shall be prepared to read the qualifications of the nominee.

Adult - To be eligible for election as a AYC Member, a candidate must be currently active and remain active
during their term, be a certified (sanctioned) USBC Member and must be active in the Anytown USBC Youth
Association. Candidates shall be elected by a majority vote of all members at the Annual Youth Membership
Meeting.

Youth - To be eligible for election as AYC Member, a candidate must be fourteen (14) years of age or older as
of August 1 of the current season, be a certified (sanctioned) USBC Youth Member, and remain an eligible
USBC Youth Member during their term, except due to age. Candidates shall be elected by a majority vote of
all credentialed members at the Annual Youth Membership Meeting.

                                                   MEMBERSHIP FEES

The annual membership dues of the Youth Members of the Anytown USBC Association, Inc. shall be $12.25
($9.50 National Dues, $.50 State Dues, $2.25 Local Dues). **Dues structure will change with the 2009-2010
season.
The distribution of funds is to be included in the Budget Committee Report and submitted to the Anytown
USBC, Inc. Board of Directors for approval.


                                                         MEETINGS

AYC - The Committee shall hold four (4) meetings annually. Special meetings may be called by the Chair and
must be called by him/her upon written request of five (5) Committee Members.

The AYC may add electronic or mail voting on an approved particular issue or in an emergency as approved by
USBC Headquarters.

Youth Members - The Annual Meeting of the Youth Membership (Adult and Youth Representatives) will be
held (month TBD) in conjunction with the Annual Membership Meeting of the Anytown USBC Association,
Inc.

Ten (10) days written notice must be given to each member prior to a meeting of the NCYC. In case of special
meetings, such notice must specify the business to be transacted.

Five (5) members shall constitute a quorum for meeting of the AYC. Twenty percent (20%) of the membership
representatives of the Youth Membership shall be required to transact business at a Youth Membership
Meeting, but in no case shall more than eight (8) members be required.

A majority of legal votes cast shall decide elections of AYC and all other business. If a majority is not reached
on the first ballot, the candidate having the lowest vote total shall be dropped from the list of candidates.
Balloting shall continue and the same procedure followed until a candidate receives the required majority.


Individuals other than AYC Members may be assigned to serve on committees. There shall be at least one
youth on each committee whenever possible.


                                                 VACANCIES

All vacancies shall be filled by appointment of the Chair with the approval of the AYC. Vacancies can only be
created by a written resignation of the member resigning or by death. If the Chair resigns, his/her written
resignation shall be submitted to the AYC.
