What is a
Continuum of Care?
• A strategic plan to organize and deliver housing
and services to meet the specific needs of
homeless people as they move to stable housing
and maximum self-sufficiency.
• CoC plans have short- and long-term goals and
action steps to attain the identified goals.

Why Develop a Balance of
State Continuum of Care?
• Each year HUD assigns each county and some
cities an amount of money for homeless
programs called a Pro Rata Need.
• Over $12 million allocated for Texas cities and
counties was not applied for in 2004

Balance of State planning began in July 2005
Project applications written in Spring 2006
CoC grant due to HUD June-July 2006

Regional Responsibilities
• Organize local and regional homeless coalitions.
• Conduct monthly planning meetings.
• Record minutes and keep attendance records.

• Conduct a housing inventory.

Chronically Homeless
• A chronically homeless person is an unaccompanied
homeless individual with a disabling condition who has
either been continuously homeless for at least 12
months OR has had at least 4 episodes of
homelessness in the past 3 years.
HUD’s goal is to end chronic
homelessness by 2012.

HUD Definition of Homeless
Persons living in:
Places not meant for human habitation.
• Parks, cars, streets, abandoned buildings
Emergency shelters.
Transitional housing for the homeless who originally
came from the streets or an emergency shelter.
Any of the above but spending 30 days or less in a
hospital or institution.

HUD Definition of Homeless
Being evicted within a week and no other
subsequent residence has been identified, and the
person lacks the resources and support networks
needed to obtain housing.
Being discharged from an institution where they
have lived for over 30 days and no subsequent
residence has been identified and the persons lacks
the resources and support networks to obtain
housing.

Who Is Not Homeless?
Persons or families living in motels.
Persons doubled up, living with relatives, and moving
frequently.
Persons living in substandard housing.
Persons that are paying an excessive amount for housing.
Wards of the state.
Persons being discharged from an institution that is required
by the State to provide or arrange for housing upon release.

What is the Continuum
of Care Grant?
• The CoC grant is an annual national competition
for HUD homeless funding (McKinney-Vento
Homeless Assistance Act).
• It is often referred to as the “SuperNOFA”.
• The CoC Plan is Exhibit One of the grant.

Housing Inventory
• Conduct an inventory of emergency shelters,
transitional housing and permanent supportive
housing programs for homeless persons.
• Beds or units must be specifically designated for
homeless persons.
• Count all beds/units even if they are unoccupied.
• Review Housing Inventory form.

Housing Inventory Committee
Responsibilities
• Select a date.
• Develop a list of shelters and transitional and
permanent supportive housing programs with contact
names and phone numbers.
• Send a letter explaining the purpose and date of the
count.
• Conduct inventory.
• Collect inventory forms and send to Paula.

• Who will serve on this committee?

Homeless Count
• A homeless survey will be conducted during the last
week in January.
However…
• A count of sheltered homeless will be conducted at
the time of the housing inventory.
• When a shelter/housing program is contacted, you
will also ask for the number of persons who resided
in the facility on the night before the count.
• Review Homeless Count form.
