       Under the enlightened vision of the President of Pakistan, Ministry of Labour and Manpower has
launched a programme titled “President’s Programme for the Care of Highly Qualified Overseas Pakistanis”
(PPQP) to reverse brain drain and to facilitate highly qualified Pakistani professionals abroad for their
placement through short to long duration assignments with Pakistani organizations / institutions. The
programme has following objectives:-

              Establish an interactive web based data bank of highly qualified Pakistani Professional’s based
               abroad.
              Create a system in which expatriate Pakistan experts can make effective contribution to various
               institutions in Pakistan through short to long term technical assistance for economic
               development in the country.
              Avail the benefit from the advice of the experts while they are abroad through correspondence
               and supply of pertinent technical literature.
              To create an online and service oriented employment delivery network providing a user-
               friendly interface between people seeking employment and potential employers.

2.     An interactive website www.ppqp.gov.pk has been developed which provides all relevant
information to potential overseas Pakistani professionals through which online registration facility is being
provided to highly qualified Pakistanis throughout the world. The programme actually seeks the assistance of
overseas professionals to take part in development activities of the country.

3.      The expenses on short duration visit (upto 36 weeks) of the expatriate professionals i.e. economy class
return airticket and subsistence allowance @ 50,000/- per week including boarding / lodging from date of
joining will be arranged under the said programme by National Talent Pool of this Ministry. However, the
local transport including office and other facilities relating to assignment will be provided by the host agency
concerned. As regards their reintegration for longer duration assignment/s i.e. 37 weeks and upto 05 years, the
same may be negotiated by the concerned institute/s and the intended overseas Pakistani professional/s on
case to case basis.

4.      In view of the above, it is requested to direct all Pakistan Missions abroad to give vide publicity to this
project among Pakistani professional community and various Pakistani professional Associations to actively
contribute for the socio-economic development of the country by coming forward and placing their biodata on
the website and to give their valuable time for working in various public sector institutions/organizations in
Pakistan.
