                     Strategic Plan
To support of service for users, a relevant strategy is needed in
developing and applying a user-friendly system for the dissemination of
statistical information with several activities:
1.    Applying the appropriate dissemination technology to improve the
      quality of services to central and regional governments, as well as
      other users.
2.    Improving the quality of statistical information dissemination
      through statistical publication using national and international
      guidelines, while maintaining the basic characteristics and image
      of BPS
3.    Developing a metadata system which covers information on basic
      statistics, sectoral statistics and specific statistics
4.    Improving the library system and developing a reliable statistics
      documentation system

                                                         Data Processing
Data processing is done in 33 BPS Province and 440
BPS Regency/Municipality
Development of all applications used in census and
survey is done in BPS Headquarter. These applications
are then distributed to the provincial offices, where the
data is entered.
Data submission from the regions is done via intranet.
So far, this method is used to submit data from 66 cities
(33 province and 33 regency/municipality). The rest is
still using internet.

    What are the challenges?
•   There is no standardization in the application as
    well as the software used for data editing.
•   Resources
•   Limited budget
•   Indonesia’s large size of population caused in
    the huge amount of data to be entered.
•   Data is entered manually

Solutions?

Documentation, archiving, and
preservation of survey and census
microdata
    Current practices:
•   The Microdata is documented in soft copies and preserved in disk and offline
•   Supporting documents (i.e. questionnaires, reports, manuals) are documented in
    hard and soft copies.

    What are the challenges?
•   “Culture of preservation” in many aspects is not yet an immediate/urgent need for
    most of Indonesian, hence “data” and its documentation work is not yet a priority.
•   There is no data warehouse being established
•   A need to change the point of view that documentation, preservation and
    dissemination is a collaborative and on-going work.

    Solutions?
•   Promotion and advocacy on the important aspects of data preservation and
    documentations
•   Adaptation of new and more powerful data preservation and documentation
    technology

Dissemination of survey and
census microdata
  Unit in charge:
  The Statistical Services Sub-Directorate under the Dissemination Directorate is
  responsible
  for the dissemination of census and survey microdata.

  Dissemination method:
  online, CD Rom, etc.

  What is disseminated?
  File formats, metadata, reports, questionnaires, etc.

  What are the barriers?
  1. Data availability
  2. time lag
  3. no data warehouse
  4. unstructured data

         Dissemination policy
  Microdata requests:
  Data users are required fill out the Microdata request form
  Data users are then required to sign a Letter of Agreement of
  Data Use (LADU), through which they agree not to disseminate
  the data to third parties without prior permission of the BPS, to
  use the data for research and analysis purposes only, and to
  submit a copy of research findings to the BPS.
  This LADU is signed by Director of Statistical Dissemination BPS
  is treated as an official document with an official stamp on it.
  How requests are approved:
  The Director of Statistical Dissemination will review each
  requests,
  decision whether the requests are approved depends on the
  following:
  1. Data availability
  2. Objectives of the use of the microdata (no commercial use is
      accepted)

Microdata confidentiality
Confidentiality policy:
  BPS removes direct identifiers such as respondents’
  names and location information below the geographical
  level at which the specific survey is representative,
  BPS do not re-sampling the microdata
  BPS do not disseminate individual data
  Respondent’s individual data is protected by Law No.
  16/1997
  Article 21:
  “The conductor of statistical activities must ensure the
  confidentiality of the information obtained from
  respondents.”
  Anonymization method: still using conventional method
  (Re-numbering)

     Why participate in the project?
1.   The national development planning system based on data and
     information, as well as international trends have resulted in an
     increasing demand for data produced by BPS;
2.   Kind of data available in BPS is not always meeting the demand
     from user.
3.   BPS is not yet able to meet the demands because of data
     available mostly are general. For example, BPS doesn’t have
     particular data related to ICT, environment, national resilience and
     culture. In the reality, users often come with requests for such
     data.
4.   Therefore, there is a need for BPS to improve its statistics
     dissemination services for the benefit of public and BPS.

      What was most useful aspect of the project?
1.    There was an awareness raised that it is important to
      fully document, in accordance with international
      standards, and preserve a survey.
2.    The use of IHSN Microdata Toolkit has enabled BPS to
      document the metadata in a better and more structured
      way.
3.    The BPS saw the metadata dissemination toolkit as a
      means of breaking down the barrier to accessing
      survey and census data. A significant advantage of
      that documentation and dissemination tools were that
      the same facility could cater for the needs of both
      internal and external users.

Suggestion:
     IHSN Toolkit Editor should be translated
     into Bahasa Indonesia
