                                                  OWHA
The Ontario Women’s Hockey Association (OWHA) is the governing body for all female hockey teams,
associations, leagues and programs in Ontario. All teams, players and staff, must be registered with the OWHA
before participation in the LLFHL. It is the responsibility of all teams to know and follow the OWHA
Constitution, By-Laws, Regulations Rules, Policies, Procedures and Code of Conduct. All suspendible offences
must be reported to the OWHA Office.

                                                WELCOME
This Managers Guide has been produced to assist managers with the managing of a team within the Lower
Lakes Female Hockey League (LLFHL). If there is deemed to be a conflict between this document and the
LLFHL Constitution, Bylaws, Rules and Regulations, those documents shall take precedence. In addition, the
LLFHL Executive retains the authority to interpret the intent and application of this document for the good of
the league. We hope it will be helpful and should you have any suggestions for future material, please let us
know.


                          Do I Require an OWHA Sanction Permit?
If your team will be playing any team from outside the Province of Ontario, regardless of where the game is
played, or if your team is playing any non-registered OWHA team, you must secure approval from the OWHA
before confirming the game.

                                             Opt-Out Process
Individual teams or whole associations may opt-out of travelling to USA to play US-Based teams. If opting-
out, an association agrees to host games at their expense (ice & officials) and this applies to both regular season
and playoffs. It does not apply for games against US-based teams that are played in Ontario. If a team plays a
League game in the US – the opt-out provision is voided. Opt-out requests must be received by the League
Secretary by September 21, 2010. A sample form follows on page 9.


                                                  Eligibility
All teams and team members must be properly registered with the OWHA prior to participation in the LLFHL.
Are all players listed on my roster? What about the bench staff? Prior to your teams first game (including
exhibition games), all players and bench staff (with certification numbers) must be listed on your roster. Have
you verified your roster on the league management site?


                                         Starting Game Times
The following guideline for Regular Season and Playoff game start times must be followed unless alternate
arrangements are mutually agreed upon by both teams:
       •   Monday to Friday game start times must be such that starting travel time from the visiting centre is
           no earlier than 5:00 p.m.
       •   Sunday to Thursday game start times must be such that allowing for a reasonable post-game change
           period, the visiting team arrives home no later than:
                          Novice – 10:00 p.m.
                          Atom/Peewee/Bantam – 10:30 p.m.
                          Midget/Intermediate – 11:30 p.m.
                                              Game Officials
In Bantam AA, Midget AA, Midget A, Midget BB, Intermediate A, a three-man on-ice official system is
mandatory. A game may proceed with one official less than the number required provided that the official(s)
and both teams agree before the game commences and all sign the game sheet accordingly. No cause or
justification is required from the official(s) or either team if they refuse to start the game without the correct
number of officials. However, once started, the game may not be stopped or protested unless an injury occurs
to the official that prevents the official from completing the game. If the missing official arrives after the game
starts, he/she is allowed to join the game. If the game does not proceed, it is considered un-played and must be
rescheduled within seven (7) days. A single on-ice official may not preside over a scheduled three-man game in
this League


                                              Game Lengths
All League games including Play-off and Championship games shall consist of three (3) stop time periods of
ten, ten, twelve (10-10-12) OR twelve, fifteen, fifteen (12-15-15) as designated for that division.
               •   The following divisions will play 10-10-12:
                   All Novice; All Atom; Peewee A, BB, B, C; Bantam BB, B, C; Midget B, C
               •   The following divisions will play 12-15-15:
                   Peewee AA; Bantam AA, A; Midget AA, A, BB; All Intermediate; All Senior
All League games are STOP TIME. Running time is not allowed and, if used, the game will be replayed at the
cost of the home team. No time outs are allowed in regular season games.


                                                Game Sheets
The home team must provide an OWHA game sheet. The home team should have the game sheet completed
and to the visiting coach at least fifteen (15) minutes prior to the scheduled game time. Both teams must use
Game Sheet Labels produced from the ITSportsnet system. Labels produced from a home-made template
are not allowed. This will ensure that each team is using their official OWHA approved roster. The home team
must ensure the top section of the game sheet is completed fully including game number, the two team names
and OWHA numbers, the arena, the division, and the scheduled date and time. The home team is also
responsible for making sure that the curfew time (if applicable) is recorded on the game sheet and that both
coaches initial the curfew. Write the League fax number (1-888-432-3711) on the bottom of the game sheet so
if the referee must retain the white copy it can still be faxed to the League.



                                            Game Stats Entry
Starting in the 2010/11 season, all game stats will be input by each team’s statistician. The role will be set up
by and ITSportsnet access will be arranged through your association’s registrar. If your team statistician has
difficulty getting access to the ITSportsnet system, please contact your association registrar first. If your
association registrar cannot resolve the issue, contact the LLFHL executive at admin@llfhl.ca.
The HOME team is responsible to submit online game report within seventy-two (72) hours of the game being
played during the regular season and twenty-four (24) hours during playoffs. The same time frames apply for
submission of copies of LEGIBLE game sheets to the league. If two (2) or more game sheets are outstanding at
the end of the season, the delinquent team will be ineligible for the playoffs. Two points will be deducted from
a team failing to report online or submit game reports by the seventy-two (72) hour deadline for regular season
and twenty-four (24) hour deadline for playoffs. The ITS Penalty Codes follow on pages 10 - 13.
The VISITING team is responsible, if applicable, to enter the name and number of any pickup player they have
used for a game into the applicable game report on the ITSportsnet system within twelve (12) hours of the
completion of the game for both regular season and playoffs. If this information is not entered, the home
team cannot complete the online game report. The VISITING team is also responsible for confirming the
accuracy (or inaccuracy) of the online game report by using the appropriate checkboxes made available to them
when viewing the report.


                                         Game Time Change
All changes to game times, dates or locations of games must be reported to the Division Convenor at least forty-
eight (48) hours before actual game time so the online system may be properly updated and referees informed.
Failure to do so will result in a $50.00 fine payable by the HOME team to the League.


                              Pick Up Players for LLFHL Games
A team may use any eligible player to a maximum of the number of players currently registered with their team.
Pick Ups are not permitted for suspended players. Each player must be listed with “PU” for Pick-Up,
beside her name on the game sheet.
For Regular Season League games, a team may pick up any eligible player, to a maximum of three (3) pick up
players, from a lower category to bring the total team strength to, but not exceed, the number of officially
registered players on the team. The Executive may authorize the movement of a goaltender for emergency
situations only, identified as being situations in which the team would have no roster goalie available to play.
Pick Up players are not eligible for playoffs. (Goalies are the exception, but you must apply for and receive
League Executive approval prior to the game being played.)
Special permission may be granted, on approval from the Executive, for a team to pick up players from another
Association or Team. It is the responsibility of the team to make specific written application to the Executive
stating the rationale for their request. A Pick-Up Consent Form is required where a player is to be called up
from a different association.

A Pick-Up Consent Form is not required where a player is transferred from a lower team within the same
association.
A Pick-Up Player is defined as EITHER from:
   1. a lower age level and the same classification or lower;
   2. the same age level and lower classification:
             (E.g.): 1 – Bantam A team can call from Peewee A team
             (E.g.): 2 – Bantam A team can call from Peewee BB team
             (E.g.): 3 – Bantam A team can call from Bantam BB team
             (E.g.): 4 – Bantam A team can NOT call from Peewee AA team


                                               Suspensions
If a player or team staff member is serving a suspension, SUSPENSION must be written on the game sheet and
the suspension game number beside her/his name on the game sheet (e.g. 2 OF 4). The game sheet must be
faxed to 905-282-0499 or emailed to stats@owha.on.ca as soon as possible. Any person serving a suspension is
not permitted to enter the dressing room area, player’s bench and/or timekeeping area, and must not sign the
game sheet. All suspension codes, explanations and the corresponding number of games levied are listed in the
OWHA Handbook, Section F, pages 9 – 14. A copy of these codes follows on pages 14 - 16.
A suspension to any coach, manager, trainer, player or support person (on the bench or timekeeping at the time
of the infraction) in any OWHA sanctioned game (league, tournament and/or exhibition in or outside the
Province of Ontario) shall be served in the next OWHA sanctioned game(s) this includes League games and
sanctioned tournaments, but not exhibition games. Copies of all game sheets indicating the serving of a
suspension must be faxed to 905-282-0499 or emailed to stats@owha.on.ca in order for the suspension to be
considered completed. If a team fails to send the documentation, and the suspended player participates in a
game, the head coach will be considered to have used an illegal player with the current OWHA and LLFHL
discipline rules shall be applied and the game may be considered forfeit. The LLFHL cannot clear a player to
return to the ice after a suspension, clearance must come from your OWHA Regional Director, or the OWHA
Discipline Chair.



                                                   Curfews
All League games must start at their designated starting times. Curfews will be allowed for all regular season
games. A three (3) minute warm up will start each game. All League games are STOP TIME. Running time is
not allowed and, if used, the game will be replayed at the cost of the home team.
All games played under LLFHL jurisdiction must have a curfew notice written in the “OTHER” section of the
OWHA game sheet.
If the game is played in an arena with no curfew, the notification will read “NO CURFEW” and the game must
be played in its entirety.
In arenas where there is a curfew, the notification will state “CURFEW and a specified time of day” (e.g.
CURFEW 10:20 p.m.). The game must stop at the specified time.
The coaches of both teams are required to initial next to the curfew notice prior to the start of the game.
All game officials (referee(s) & timekeepers) must be notified of the curfew as well. The game cannot be
extended under any circumstances if the curfew is noted and initialled on the game sheet. It is the home team
responsibility to ensure that your Referee Association instructs the on-ice officials to follow these rules. It is
also the home team responsibility to ensure that the curfew is recorded correctly and that both coaches initial the
curfew. Failure to adhere to these rules will result in a forfeit of the game by the home team should the game be
protested.
The actual start time of the game is to be recorded on the game sheet by the timekeeper. For the purpose of the
time of day, the arena clock will be the official time piece. In the case of no time of day clock being present, the
referee(s) will designate, prior to the start of the game, what the official time piece will be and advise both
coaches of such a decision.
It will be the responsibility of the timekeeper to sound the end of game horn when the official time piece
reaches the designated curfew time and the game will be considered over at that point. Under no circumstances
is the game to continue past the designated curfew time.
Games that must be curfewed due to a serious injury that requires medical assistance to be called are permitted
to be ended even if the game sheet says no curfew.
Any regular season game curfewed after the start of the third period will be considered a complete game at the
point of curfew. Any regular season game curfewed before the start of the third period will be considered to
have been cancelled within the rules and without penalty and will be required to be rescheduled.
                                           Cancelling A Game
After a division’s regular season schedule is marked final, each team will be allowed to rearrange a maximum
of three (3) games during the season without penalty. Cancellation of a game is permitted up to two weeks (14
days) prior to the day a game is scheduled. Cancelled games must be rescheduled for a future date within seven
(7) days of the game cancellation.
If a game must be cancelled because one or both teams cannot travel due to inclement weather or as a result of a
Public Health Notice (eg H1N1), the following policy is in effect:
   1. The team cancelling the game must contact a designated opposing team representative DIRECTLY by
      PHONE, and speak to them before this game is officially considered cancelled. Note: e-mail and voice
      messages are not considered proper notification.
   2. The Division Convenor is to be notified by both teams that the game has been cancelled.
   3. The cancelled game is to be rescheduled for a future date within seven (7) days. The game must be
      rescheduled for play prior to the regular season end date.
   4. Costs of unused ice time and referees for the cancelled game to be shared evenly by both teams.



                                                    Protests
Any team protesting a game must follow the directions set out in Section 9 of the LLFHL Rules & Regulations
and must use the Game Protest Form available on the website (www.llfhl.ca). The form must be completed in
its entirety and all the notifications must be made within the timelines indicated, or the protest will be deemed
invalid. A sample Game Protest Form follows on page 17.
Members can only protest a game regarding an interpretation or violation of a rule – e.g. not adhering to the
agreed curfew, or if there is an improperly registered, unregistered, ineligible, or suspended player participating.
The LLFHL cannot accept protests regarding officiating. All issues regarding game officials must be forwarded
to the LLFHL Head Referee and the OWHA Referee-in-Chief.


                                 Who Can Participate in Playoffs?
To be eligible for League playoffs, all players must have played a minimum of five (5) Lower Lakes Female
Hockey League (LLFHL) league games with their OWHA registered/USA Hockey team prior to January 20th.
No requests for exemption will be considered after this date. A maximum of eight (8) teams per grouping will
be eligible for League playoffs.


                                LLFHL & OWHA Re-Categorization
The League requires all teams must register to play at their assigned OWHA level each season. Teams will be
required to play in the division and category in which they register with the OWHA or intend to register with
the OWHA as of the Competitive Team Registration Deadline. Exceptions to this rule will only be made by the
Executive. If a team is re-categorized up at any point in time by the OWHA, they will be ineligible for playoffs
and ineligible to receive the lower level regular season awards.

The following are MINIMUM suspensions that shall be imposed for any suspendible offence, which occurs in any OWHA game (league, tournament, exhibition and/or
Regional Playoff or Provincial Championship in or outside of Ontario) during the 2010-2011 season.
These are MINIMUM suspensions. Additional suspensions will be imposed wherever conditions and circumstances warrant. Leagues, local associations, individual teams,

                                 IMPORTANT * Multiple Offences will NOT be tolerated and WILL result in additional suspensions.
2nd suspendable offence in one season – minimum plus two (2) and shall not participate in any OWHA sanctioned activity until permission granted by OWHA Discipline
Chairperson.
3rd, 4th, 5th, etc. suspendable offence in one season – indefinite - minimum plus four (4) and shall not participate in any OWHA sanctioned activity until permission granted by
OWHA Discipline Chairperson.

Violations of the OWHA Code of Conduct: Individuals who are deemed to be in violation of the OWHA Code of Conduct are subject to suspension and/or

     I verbally informed the referees that I would be protesting the game before they left the ice.
     The referees documented the intent to protest on the game sheet
     I notified (by email) the LLFHL Discipline Chair, within 24 hours of the scheduled start of the game, of our
     intent to protest.
     I emailed, or sent by registered mail, a copy of this protest form to the opposing team staff within 48 hours of
     the scheduled start of the game.
     For violations involving ineligible players or team staff, I have also notified the OWHA Regional Director of this
     protest within 48 hours of the scheduled start of the game.
     I will send a hard copy of this protest, along with all supporting documents and a cheque for $200, to the
     LLFHL, Attn: Discipline Chairperson, 5155 Spectrum Way, Unit #3, Mississauga ON, L4W 5A1
     I have copied my League Liaison on all protest correspondence
