Senior Management Restructure
Introduction and Background
Stratford on Avon District Council is a local authority employing approximately
300 full time equivalent staff. In the last 5 years the workforce has reduced by
approximately one third, and as a result of thi,s and the continued drive for
efficiencies the Council has reviewed its senior management structure.
The Council’s Constitution requires that the appointment of senior managers is
carried out by the Employment and Appointments sub-committee. However,
independent selection testing may be undertaken with the results being
considered by this group in their final decision.
The purpose of this specification is to outline the Council’s requirements in
commissioning an external provider to assist with elements of the selection to the
revised management structure. In particular, the Council is seeking external
assistance with the assessment centre element of its proposed selection process.
Proposals are invited for the provision of:-
1. Independent advice on the proposed revised management and leadership
2. Co-ordination of the advertisement process, including enabling an extranet
micro-site to be set up to enable applications to be submitted and
3. A training workshop for those staff who will be undertaking the selection
4. The design of an assessment centre, which will test the key competencies
of the posts in the management structure.
5. Guidance with regard to the determination as to when the Council’s
management and leadership competencies should be most appropriately
tested throughout the selection process.
6. The setting up and running of the assessment centre.
7. The provision of a presentation of the results of the assessment centre to
the Employment and Appointments Sub-Committee.
8. The provision of written feedback following the assessment centre which
can be used as part of the final selection decision by the Employment and
9. The provision of feedback to candidates, either in writing or by way of a
face to face interview.
10. An independent recruitment advisor to attend all interviews and provide
recruitment advice to the member panel.
11. An outplacement service for any managers who are unsuccessful in
gaining a position in the new structure.
12. In the event that all posts are not filled, details of the cost to run a similar
exercise in early 2011.
13. The provision of appropriate daily rates for use if required for other
The Council undertakes to provide and/or arrange:
a) Provisional management and leadership competencies.
b) The venue for the assessment centre.
c) Administrative support for the running of the assessment centre.
The Council is required to undertake an Equality Impact Assessment on any large
scale projects. As such, the Council requires proven assurances that any
recommended assessment centre activities do not have an adverse or negative
impact on the groups identified within The Equality Act.
The provider is required to comply with the Council’s standards on data protection
The provider must be available to deliver all elements of the specification
between 15 November 2010 and 15 December 2010.
All proposals must include the following detail:
a) A statement about your approach to dealing with a micro-site to enable
the smooth running of the application process.
b) A statement about your approach to assessment centres, including the
recommended approach and content for the Council, including the
rationale for this approach.
c) A statement about your approach to ensuring any recommended
assessment centre activities do not have an adverse or negative impact on
the groups identified within The Equality Act.
d) The structure of the assessment centre and associated activities.
e) The venue and location requirements, (i.e. size and number of rooms).
f) An indication of the level and type of Council input required, in detail e.g.
administrative arrangements, provision of information, provision of
g) The total cost exclusive of value added tax, provided in detail on the Form
of Tender document.
h) The day rate cost for any additional work which may be required following
i) Any additional costs, e.g. subsistence and mileage.
j) Details of similar work carried out with other public of private sector
k) Experience and CV’s of both the company and individual consultants.
l) Names and addresses of two referees.
