      A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF PASCO
      COUNTY, FLORIDA, DECLARING THE WEEK OF SEPTEMBER 7-13, 2008 AS
      PASCO AWARE WEEK AND NATIONAL YELLOW RIBBON SUICIDE AWARENESS
      WEEK IN PASCO COUNTY.

         WHEREAS, Florida has rated second in the nation for the number of victims who have suffered from
suicide which claimed 85 lives in Pasco County in a single year; and
         WHEREAS, suicide is one of the most tragic events a family and community can experience. It is a
tragedy that claims victims of all ages, from children in elementary school to the elderly; and
         WHEREAS, on May 22, 2007, Governor Crist signed the Suicide Prevention Bill into law. The Bill
proposed the creation of the Office for Suicide Prevention within the Office of Drug Control and established
the Suicide Prevention Coordinating Council in order to provide central coordination and sustainability to the
suicide prevention initiative; and
         WHEREAS, Pasco Aware was chosen by Governor Crist as the organization in Pasco County to
lead the State in accomplishing the Florida State Suicide Prevention Strategy; and
         WHEREAS, The Yellow Ribbon Suicide Prevention Program was founded in 1994 by Dale and Dar
Emme whose seventeen year old son committed suicide. The Program has grown to chapters in all fifty
states, provinces of Canada, and forty-seven countries worldwide; and
         WHEREAS, The Yellow Ribbon Suicide Prevention Program promotes awareness and education to
help people recognize the warning signs of someone thinking about suicide, risk factors, as well as coping
skills for anyone at risk of suicide; and
         WHEREAS, The Yellow Ribbon Suicide Prevention Program created Yellow Ribbon Ask4Help cards
to spread the message that there are people who care and will help if you are in need and don’t know how to
ask for help. The Yellow Ribbon Ask4Help cards are a “voice” when people who are contemplating suicide
can’t find the words to say “I need help.” The Yellow Ribbon Suicide Prevention Program needs everyone in
our community to help raise awareness and take a stand to help prevent this tragedy.
         NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pasco County,
Florida, in regular session, duly assembled, that said Board hereby declares the week of September 7-13,
2008, as Pasco Aware Week and National Yellow Ribbon Suicide Awareness and Prevention Week in Pasco
County and urges all its citizens to wear a yellow ribbon in support of suicide prevention and to help raise
awareness of this terrible tragedy.
