             EMERGENCY PROCEDURES: ACCIDENTS INVOLVING INJURY


(A)   ACTION BY FIRST AIDER


      MAJOR ACCIDENT

      On being informed about a major accident a First Aider will:

               ensure that the Emergency Services have been called;

               attend the scene and determine continuing danger;

         If safe to do so;

               assess the nature and extent of injury;

               administer first aid;

               accompany the injured until the Emergency Services arrive; and

               the accident is recorded on a University “Accident / Near Miss” report form and sent to the
                H&S Office.

      MINOR ACCIDENT

      On being informed about a minor accident a First Aider will:

               attend the scene and determine continuing danger;

       If safe to do so;

               assess the nature and extent of injury;

               administer first aid;

               if necessary, arrange for transfer of the injured to sites of continuing care (eg hospital out-
                patients, at home with relatives, etc); and

               the accident is recorded on a University “Accident / Near Miss” report form and sent to the
                H&S Office.


(B)   ACTION BY SECURITY STAFF

      MAJOR ACCIDENT

      On being informed about a major accident a member of Security Staff will:

               ensure that the Emergency Services have been called;

               administer or ensure First Aid is being administered;

              ensure that the Emergency Services locate the incident site;

              cordon off the accident site and keep onlookers away;

              liaise with and assist the Emergency Services as necessary;

              fill out an Security Incident Report (copied to the H&S Office) & ensure that the accident is
               reported on a University “Accident / Near Miss” Form.

      MINOR ACCIDENT

      On being informed about a minor accident a member of Security Staff will:

              administer or ensure First Aid is being administered; and

              fill out an Security Incident Report (copied to the H&S Office) & ensure that the accident is
               reported on a University “Accident / Near Miss” Form.


(C)   ACTION BY THE HEALTH & SAFETY OFFICE

      MAJOR ACCIDENT

      On being informed about a major accident a member of the Health & Safety Office will:

              ensure that the Emergency Services have been called;

              attend either immediately, or as soon as possible;

              if necessary, inform the Registrar and Secretary, the Health and Safety Executive (HSE) and
               the Police;

              ensure the Trades Union Health and Safety Representative is advised;

              during attendance;

                      interview witnesses and take statements

                      take photographs (still and/or) video

                      collect evidence

                      write a report for the Safety Committee;

              ensure that a University Accident / Near Miss report form is completed and received;

              if necessary, report the accident to the Health and Safety Executive under the Reporting of
               Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR, 1995);

              inform the University's Insurance Office; and

              take any follow-up action as necessary.

      MINOR ACCIDENT

      On receipt of a University Accident / Near Miss report form, a member of the Health & Safety
      Office will:

              if necessary, report the accident to the HSE under RIDDOR; and

                take any further action as necessary.


(D)   ACTION BY THE HEAD OF SCHOOL / SERVICE / DIRECTOR OF BUILDING /
      SCHOOL SAFETY OFFICER


MAJOR ACCIDENT

On being informed about a major accident a Head of School / Service / Director of Building / School Safety
Officer will ensure that:

               the Emergency Services have been called;

               persons are kept away from continuing danger;

               the injured receive continuing care;

               the Health & Safety Office is informed; and

               if possible, the hazard is eliminated.

MINOR ACCIDENT

               the accident is recorded on a University “Accident / Near Miss” report form and sent to the
                H&S Office.


(E)   ACTION BY THE TRADES UNION HEALTH AND SAFETY REPRESENTATIVE


MAJOR ACCIDENT

On being informed about a major accident involving one or more of its members, a Trades Union Health
& Safety Representative may:

               ensure the University’s Accident Procedures are applied;

               advise injured members if requested;

               after notifying the Employer, inspect the area concerned, other areas and interview witnesses
                with a view to determining the cause (this process may be a joint one with the employers
                representative; eg a member of the Health & Safety Office; and

               report findings to the Safety Committee.


MINOR ACCIDENT


               Advise injured members if requested.

(F)   ACTION BY PERSONNEL & STAFF DEVELOPMENT

MAJOR ACCIDENT


On being informed about a major accident a member of the Personnel & Staff Development will, if
necessary:

              inform the next of kin; and

              provide the Health & Safety Office and the Enforcing Authorities with employee information.

MINOR ACCIDENT

             Take action as necessary.

                                            MAJOR ACCIDENTS

                                       IMMEDIATE ACTION
   Determine continuing danger and extent of injury

   If necessary, evacuate area,

   Summon help & ensure that the following are contacted:

       the EMERGENCY SERVICES (999 or 112 from any phone)

       a FIRST AIDER   (where available)

       the SECURITY STAFF (01392 263999 or Ext 3999)

       If safe to do so, ensure that the injured are accompanied until help arrives


                                         AS SOON AS POSSIBLE

   University staff must ensure that the following are informed:

       the HEALTH & SAFETY OFFICE (Ext 5340)

       the HEAD OF SCHOOL / DIRECTOR OF BUILDING

       the SCHOOL or SERVICE SAFETY OFFICER

       a TRADE UNION HEALTH AND SAFETY REPRESENTATIVE

       PERSONNEL & STAFF DEVELOPMENT (3120)

   Also ensure that the accident details are recorded on a UNIVERSITY ACCIDENT / NEAR MISS REPORT
    FORM & sent to the Health & Safety Office.

                                             MINOR ACCIDENTS
                                            IMMEDIATE ACTION

   Summon help & ensure that:

       a FIRST AIDER (where available) is contacted
       the injured are accompanied until help arrives

                                         AS SOON AS POSSIBLE

   University staff must ensure that:

       the accident details are recorded on a University Accident / Near Miss Report Form & sent to
        the Health & Safety Office.
