ARMY BULLETIN NO. 13                                                                19 April 2007

               Termination of Individual Volunteer Inquiry/Mobilization (G3)


1. The purpose of this bulletin is to inform MSC Commanders, Unit Commanders and all
NJARNG soldiers that Individual Volunteer Inquiry (IVI)/Mobilizations will no longer be
approved effective 1 June 2007.

2. Soldiers have had the ability to register as volunteers through Guard Knowledge Online
(GKO) and then be selected to serve as fillers to other mobilized units or pending mobilizations.

3. The new Mobilization Policy Guidance from Undersecretary of Defense (dated 15 March
2007) has directed the focus for mobilizations be unit based. Individual volunteer mobilizations
are to be minimized. “Prudent and judicious use of Reserve component units and individuals is a
fundamental tenet of this policy.”

4. All soldiers that are currently assigned on mobilization tours and COTTAD will not be
extended beyond their current orders end date. This includes, but is not limited to soldiers
serving at mobilization stations, Walter Reed AMC, and OIF/OEF/ONE tours. This
memorandum does not apply to soldiers serving Title 10 tours at National Guard Bureau.

5. Soldiers interested in supporting Operation Warrior Trainer (OWT) will be considered if
approved by the soldiers’ Chain of Command. These soldiers will attend IDT and perform AT
with their unit of assignment during the OWT tour as required by their NJARNG Commander.

6. The G3-MR office will remove soldiers currently listed in the GKO volunteer database and
will maintain clearing this database until further notice.

7. Request for exception to this memorandum will be submitted through the chain of command
to G3-MRO for G3, CofS and TAG consideration.
