CLARKSON UNIVERSITY BUCKET TRUCK OPERATING POLICY 1. Manager / Supervisor will be notified each time the bucket truck is signed out. a) Bucket truck can only be signed out & operated by Clarkson qualified personnel. b) Sign out will be at the receptionist office of the Plant & Services building. c) Employees may operate the bucket truck individually under the following conditions.   Job duties are being performed during regular working hours. Employee is wearing all proper Personal Protective Equipment. “P.P.E. Required” “Safety Harness & lanyard, Hard Hat, Portable Radio “frequency set to maintenance base”. d) Job duties and circumstances requiring two employees to operate bucket truck.    After regular working hours. While working on high voltage (over 600 volts). Anytime the Manager / Supervisor designates. “Definition of two employees” One certified bucket truck operator and one ground person to assist operator as needed. 2. Usage of bucket truck by non certified personnel : a) Person operating the controls must be a Clarkson certified bucket truck operator. b) The person riding in the bucket must wear a safety harness, with lanyard line, and a hard hat. Pre - Start Check: a) Engine Oil b) Tires are hard with no noticeable gouges or cuts. 2. Engine Start Up: After engine has been started, confirm air pressure for vehicle braking system. (buzzer quits and gauge reads 120 PSI) 3. Procedures for Boom & Bucket Setup: a) Vehicle should be parked on level ground. b) Set parking brake. c) Push clutch in to engage PTO. (Turn the following toggle switches to the on position inside of truck). 2 speed Unit Power emergency lowering Beacon switches for front and back beacons (Hard hats must be worn at all times by all persons on site). a) b) c) d) e) f) g) h) i) j) Put warning devices in place.(signs and or cones). Place wheel chocks in place (both front and back of rear wheels). Place outrigger pads under outriggers, (lower outriggers). Convert oil flow from outrigger controls to boom controls (platform or bucket controls). Remove tie downs for lower boom and upper boom. Remove weather cover from bucket (place in cab of vehicle). Put safety harness on. Secure lanyard line to safety harness. Enter bucket, secure lanyard to bucket. Check for obstacles overhead, and clearance for safe boom rotation ! 4. Shut down procedure: a) b) c) d) e) f) g) h) i) Place boom onto both front and back supports. Unhook lanyard from bucket. Secure bucket and boom with tie down fasteners. Remove safety harness.
