                                     RULES/CONDUCT/ELIGIBILITY

The competition is sanctioned by U.S. Figure Skating and U.S. Figure Skating Basic Skills and will be governed by
the rules effective for the current competition season, except as modified in this announcement. Chief Referee:
Dennis Sveum. Eligible competitors must be current members in good standing of U.S. Figure Skating and shall be
eligible to enter events based on their test status (as of April 9, 2011) or compete up one level. Free Skating events
are divided into regular Competitive FS events and Competitive Test Track FS events. All events will be judged
under the 6.0 system. Individual events will be cancelled if there are less than two skaters entered.

Eligibility Rules for Participants The competition is open to ALL skaters who are current eligible (ER 1.00)
members of either the Basic Skills Program and/or are full members of U.S. Figure Skating. To be eligible, skaters
must have submitted a membership application or be a member in good standing. Members of other organizations
are eligible to compete but must be registered with the host Basic Skills
Program/club or any other Basic Skills Program/club.

Eligibility will be based on skill level as of closing date of entries. All Snowplow Sam and
Basic Skills 1-8 skaters must skate at highest level passed or one level higher and NO official
U.S. Figure Skating tests may have been passed including MIF or individual dances.

For the Free skate 1-6, Test Track and Well Balanced levels, eligibility will be based only
upon highest free skate test level passed (moves in the field test level will not determine skater’s
competitive level). Skaters may skate at highest level passed OR one level higher BUT not both
levels in the same event during the same competition.

If, for whatever reason, the Local Organizing Committee discovers that a skater has
been placed in a category that is below their class level, the chairman and referee will have the
option to move the skater into the proper division, even if this has to be done the day of the
competition. This will ensure that every event is as fair as possible to the competitors.


                                                   FACILITY

Swonder Ice Arena is home to the Greater Evansville FSC, and has two ice surfaces; both measure 200 feet x 85
feet, with slightly rounded corners. Dressing rooms will be available during practice ice and the competition. The
facility is located on the east side of Evansville and is conveniently located near the Eastland Mall, Showplace
Cinemas with IMAX theatre, and many hotels and restaurants.
                                           EVENTS/ENTRIES/FEES

All Entries must be postmarked by April 9, 2011. Payment must accompany entries.
Late entries will be accepted at the discretion of the Evansville Parks Foundation Inc. and must include a $25 late
fee. A $25 service charge will be assessed for each returned check. No refunds will be given after the April 9, 2011
deadline unless the event is cancelled for lack of entries. Entries where incorrect levels were entered on the
application form and changes need to be made will be assessed a $25 change fee.

                                                PRACTICE ICE

A limited amount of practice ice will be available. Practice Ice forms are included in this packet and should be
mailed with your entry form. You will receive your practice ice times with your competition schedule. Practice ice
will be sold on a first come first serve basis, and will be $8.00 in advance and $10.00 walk- on if space is available.
Each practice ice session will be 20 minutes in duration, and will be limited to 20 skaters.

                                                TEST SESSION

The Greater Evansville FSC will host a test session on Friday May 13th. A testing application is available on their
website at www.gefsc.com.

                                        COMPETITION SCHEDULE

The Schedule of events will be available on Swonder’s website at www.swonder.evansville.net approximately 10
days prior to the competition. All times will be approximate. Please check with registration desk upon arrival for
exact times and possible schedule changes. Information will not be sent by mail.

                                               REGISTRATION

The Registration Table will be located in the lobby of Swonder Ice Arena. The table will open one hour prior to the
first practice session and will remain open until the last event closes for the day. Any changes of events or times
will be posted at the registration table. Skaters should arrive at the facility a minimum of one hour prior to their
scheduled event and should check in with the ice monitor at least 20 minutes prior to the scheduled start time of
their event.

                                                     MUSIC

All competition music must be turned in at the time of registration. Music must be on CD’s, which have been
clearly labeled with skater’s name, level, and event. Only one event may be recorded on a CD. Due to
compatibility and reliability reasons, no music may be submitted on re-recordable (CD-RW) discs. Competitors
must have suitable emergency back-up music at rinkside. Skaters should remember to pick up their music at the
registration desk after their event.
                                                       AWARDS

Medals will be awarded to 1st- 4th place finishers. Ribbons will be awarded to skaters placing 5th-8th. All Basic
skills competitors will receive an award.

                                          VIDEO and PHOTOGRAPHY
Photography will be provided by Sprazzo Studios, Inc. Those interested in videotaping for personal use are
required to remain in the bleachers. Electrical outlets may not be used. Absolutely NO flash photography is
allowed during the competition, as it is dangerous for the skaters.

                                       WELL-BALANCED PROGRAM EVENTS

The Well-Balanced Program events comply with the competition program rules as outlined in the current US Figure Skating
rulebook. In general, competitive well-balanced programs contain elements that are more difficult than what is required to pass
the test for that level. Skaters who are at beginner levels or who skate at a level that is closer to the testing requirements for a
free skating level may wish to consider Competitive Test Track events (listed below).

Skaters may enter EITHER the new test track free skate program or the well-balanced track free skate program but NOT both
during the same non-qualifying competition. Competitors will skate to music of their choice, vocal music permitted. The 6.0
judging system will be used for all Test Track events.
Deductions WILL be made for skaters including technical elements not permitted in the event description.

0.1 from EACH mark for each technical element included that is not permitted in the event description.
0.2 from the technical mark for each extra or lacking element.
0.1 for any spin with less than required revolutions.

COMPULSORY MOVES

Format: In program form, using a limited number of connecting steps, the skating order of the required elements is optional.

JUMPS
Skaters may skate at their current Free Skate level or one level higher. Jumps must be skated as stated but may be skated in any
order without music. Connecting steps may be used. Jumps are to be executed one time only. Juvenile and below are limited to

SPINS
No music on half-ice. Spins should be skated exactly as stated and in this order. Skaters will perform one spin at a time (no
excessive connecting steps). Skaters will be given one opportunity to perform each spin. Groups will be divided according to
Basic/Free Skate test level. Spins should be a minimum of three revolutions each.

ARTISTIC/SHOWCASE EVENTS:
Artistic/Showcase events are open to skaters in Basic, Free Skate, Limited Beginner through Preliminary and Adult
Bronze. Groups will be divided by number of entries and ages if possible. Skaters must enter at the same level as
their free skate. If a free skate event is not being entered, skaters must enter at their current test level or one level
higher. Vocal music is permitted. Skaters will be judged on musical interpretation and feeling, expression, and how
the skating relates to the music. Show costumes are permitted, as long as they do not touch or drag on the ice. Only
hand held props are allowed. Props must remain in the skater’s hand(s) at all times. 6.0 Judging will be used.
Deductions will be made for skaters including technical elements not permitted in the event description.

TEAM MANEUVERS EVENT
Team fun! A team will consist of 3-5 members and teams can be co-ed. Skaters may compete on only one team. Teams can
be any combination of skaters, and skaters don't need to be from the same club or rink. The highest test level of any skater
on the team determines what level the team can enter, so team members may skate up as many levels as they wish, but they
cannot skate down.
      The event will start with a two minute warm-up. Full ice will be used for this event.
      There are 5 elements in each level. Any individual skater may not complete more than two of the elements.
      No additional moves are allowed.
      Elements are performed one at a time, and will alternate between teams. For example, the announcer will say,
         "Team Ice Jazz, please complete your waltz jump. Then one team member will perform their waltz jump. Then
         the announcer will say, "Team Axel Rose, please complete your waltz jump. Then one team member from that
         team does their waltz jump. The process is repeated for the remaining teams and remaining elements.
      Each skater is given one mark for technical execution.
      Team compulsory events may not be the only event for any team members: skaters must be entered in at least
          one other River City Open event of any nature.
      Basic Skills competitors may skate up and participate in a team, as long as they are entered in at least one of the
         Basic Skills events.
      If a team member(s) withdraws, a team will continue with its remaining members even if there are only two
         skaters on a team.
      Each team must have a name. You can make up your own name (recommended) or use the name of your rink or
         club.
      Teams will remain on the ice for the duration of their event.
      Teams may make posters to hang on the glass in the area of the ice they will stand. Teams may also wish to show
         team spirit/unity by wearing matching outfits or T-shirts. Get creative!

All basic skills events will be skated on half ice. Music for Basic Skills 1-8 Programs has been established by US Figure
Skating for the 2010-2011 season. It is the same music used in other area competitions. If coaches would like to have a copy
of the Basic Skills music sent to them, please email jplough69@sit-co.net. The skating order of the required elements is
optional. The elements are not restricted as to the number of times the element is executed or length of glides, number of
revolutions, etc. unless otherwise specified. A .2 deduction will be taken for each element performed from a higher level.

Snowplow/Tot: (Skaters who are five years of age or younger and who have not passed Basic 1)
1.March followed by a two foot glide and dip
2.Forward two foot swizzles (2-3 in a row)
3.Forward snowplow stop
4.Backward wiggles (2-6 in a row)

not required to use any additional elements from previous levels. Connecting moves and steps should be demonstrated
throughout the program. A 0.2 deduction will be taken for each element performed from a higher level. Time: 1:30+/-10 sec.

Format: Each skater will perform each element when directed by a judge or referee or have the option to perform one element
at a time in the order listed below (no excessive connecting steps). Referee driven format examples: all skaters perform first
element before moving on to the next and so on OR each skater performs all of the required elements before moving on to the
next skater.

Format: In simple program form, using a limited number of connecting steps, the skating order of the required elements is

     The skater must demonstrate the required elements and may use any additional elements from previous levels
     A .2 deduction will be taken for each element performed from a higher level
     Time: 1:15 or less

This practice ice form should be mailed with your entry form. You will receive your practice ice times
with your competition schedule. Practice ice will be sold on a first come first serve basis, and will be
$8.00 in advance and $10.00 walk- on if space is available. Each practice ice session will be 20 minutes
in duration, and will be limited to 20 skaters.
