For family day care, full time equivalent staff are defined as 35 hours per week. It is not possible to determine whether a carer is an employee or a contractor: the situation differs within each State and Territory and between State and Territories. (c) 2008 data is sourced from the Australian Government Child Care Provider Survey (AGCCPS). Approximately, 24 per cent of Australian Government approved child care services from the included service types (see footnote e) completed this survey. In previous years, information for this table was sourced from the Australian Government Census of Child Care Services (AGCCCS) and included data from more than 80% of all Australian Government approved child care services. Data from both years is weighted up to estimate numbers for the full population of included service types. Due to the timing of the AGCCPS, Vacation Care services have not been included in the data in this table whereas Vacation Care services were included in data published in the Report on Government Services for previous years. These differences in the number and types of services included mean that 2008 data is not comparable to previous years. (d) There may be double counting of staff where staff work in more than one service. (d) ‘Children from non-English speaking backgrounds’ are defined as children who speak, or whose parent/guardian speak a language other than English at home. The ‘representation in the community’ data refer to the proportion of children who do not speak English as their main language at home. (e) ‘Indigenous children’ was defined in the Australian Government Child Care Provider Survey as children who child care services identify as being of Aboriginal or Torres Strait Islander origin. The ‘representation in the community data’ refer to children of an Indigenous descent who identify as being Indigenous. (f) The ABS Census Post Enumeration Survey estimated an undercount of Indigenous people in the 2006 Census, and the estimates of the proportional representation in the community of Indigenous children should be treated with caution. (g) ‘Children with a disability’ are defined by DEEWR as children who child care services identify as having a continuing disability including intellectual, sensory or physical impairment. The ‘representation in the community’ data refer to children with any limitation, restriction or impairment, which has lasted, or is likely to last, for at least six months and restricts everyday activities. These data were obtained from the ABS 2003 Survey of Disability, Ageing and Carers. Due to small sample size, data for the NT are not published. Data in italics have relative standards errors above 25 per cent, and need to be used with caution. Np Not published.
