December 29th, 2004 – Alcohol compliance check
ALCOHOL COMPLIANCE CHECKS December 29, 2004 Detective Fred Moczulski,
872-6170, Green River, WY/Green River Police Department Alcohol underage
compliance checks were conducted in December on 25 businesses licensed to sell alcohol
beverages. Working with plainclothes and uniformed officers, underage youth entered
these businesses and attempted to illegally purchase alcoholic beverages. Twenty four
businesses refused to sell to our underage youth. The efforts of these responsible business
people are commended. Regrettably, 1 of these businesses checked failed to comply with
the law and sold to the underage buyer. This case has been referred to the Sweetwater
County Attorney’s Office for appropriate action. Illegal alcohol use by underage persons
contributes to crime, car crashes, injuries, and deaths. Law Enforcement officers find that
alcohol also has a role in many of the more frequent minor crimes and nuisances that
degrade the quality of life in our community. Many noise complaints, vandalism,
littering, and similar nuisances involve young people who have been drinking. Public
health officials report that alcohol use and abuse is also connected with teenage
pregnancy, sexually transmitted diseases, and other health problems. We have learned
that the community and our youth are safer and healthier when they don’t start using
alcohol until after age 21. Providing alcohol to an underage person is a misdemeanor
punishable by a large fine up to $750 and up to six months in jail. Typical offenders are
fined five hundred dollars. Please help us keep the next generation safe, keep alcohol out
of the hands of our youth

December 1st, 2003 – Alcohol compliance checks
The 2002 Wyoming State Legislature passed legislation (WRS 12-6-103) specifically
authorizing alcohol compliance checks as it relates to the sale of alcoholic beverages to
persons under the age of 21 years old. The Wyoming Department of Health is charged
with the administration of these compliance checks in cooperation with local Law
Enforcement agencies. Specific procedures are required by statute in conducting these
compliance checks utilizing persons between the ages of 18 and less than 21 years of age
to conduct the checks with Law Enforcement supervision. At the request of the
Department of Health and the Wyoming Law Enforcement Community, the Green River
Police Department will be conducting these compliance checks in the near future. The
results of this effort will be reported to the Wyoming Health Department to assess and
measure the problem of underage sales to minors on a statewide basis. We do not intend
to keep this effort a secret as evidenced by this press release. It is our sincere desire that
Green River attain 100% compliance with the laws relating to sales of alcohol to minors.
However, should this not occur, enforcement action will be taken for any noted
violations. Enforcement action will be taken immediately at the time of violation as will
notification of a successful compliance check. A report will be delivered to the owner or
responsible party of any establishment that fails the compliance check within two days of
the enforcement action. This report will detail all of the circumstances surrounding the
enforcement action as required by WRS 12-6-103. The Green River Police Department
remains available to conduct any type of training or information sharing desired for the
employees and staff of any effected business. Assistance in this area can be obtained by
contacting our Public Relations Officer Fred Moczulski for scheduling. The Green River
Police Department continues to share our liquor dealers desire to prevent the sale of
alcoholic beverages to minors and look forward to a 100% compliance rate in Green
River.
