                                 Operations Officer

The Operations Officer (OO) provides a variety of management and professional support across
the organization with an emphasis on program operations. The incumbent coordinates a number
of activities that are directly under the responsibility of the Chief Operating Officer as well as
serves as an internal consultant within the organization to support and/or lead a variety of
initiatives aimed at increasing organizational effectiveness. The OO is able to exercise
considerable independent judgment, employ exceptional analytical skills, and communicate
clearly and effectively. The ideal candidate is well organized, a problem solver, can multi-task
with ease and is results driven.

Tasks/Responsibilities

   1. Organizational Performance Management. Specifically, the incumbent will organize
      and ensure implementation of the quarterly portfolio review process. This entails the
      following.
          a. Ensure that the Portfolio Performance and Pipeline Reports (3PR) are prepared by
             the field and HQ finance on time,
          b. Troubleshoot problems/issues with the 3PR template (MS Excel) and make
             modifications to the template as needed.
          c. Ensure that HQ review of the 3PRs is completed in a timely fashion
          d. Schedule portfolio review discussions each quarter in consultation with Africare
             senior leaders and ensure follow up actions are documented.
          e. Perform analysis using the 3PR data and prepare a summary Portfolio
             Performance Summary for submission to Africare’s Board of Directors at its
             quarterly meetings.
   2. Strategic and Operational Planning/Reporting.
          a. The Operations officer will manage updates to the Africare Operational Plan
             Dashboard which is the principal tool for tracking and reporting progress against
             Africare’s Operational Plan. He/she is responsible for updating the Dashboard in a
             timely fashion and will work with staff across the organization to obtain the
             necessary data, perform quality control actions and ensure this is completed on
             time. He/she will also recommend and implement improvements to data
             collection systems and systematize the updates as much as possible.
          b. Support strategic and operational planning at the organizational, departmental and
               country level as requested.
   3. Process and Systems Improvements. Africare aims to create and implement a best-in-
      class operational framework. Through key projects and working in partnership with
      others in Africare, the Operations Officer will support the reengineering or development
      of systems, processes and procedures essential to the efficiency and accountability of
      current operations and supportive of future growth opportunities.
   4. Special Initiatives. The Operations Officer will provide support for special initiatives at
      the Direction of the Chief Operating Officer. The nature and scope of the initiatives will
      vary considerably depending on organizational needs. Illustrative initiatives include:
      efforts to build brand awareness and develop new donor constituencies; development of
      an organizational ICT strategy that is well aligned with Africare’s vision and operational
      goals; initiatives to foster organizational learning;
   5. Other tasks as assigned.

Qualifications:

         Master’s degree in a related field (e.g., MBA, MPA) or substantial relevant
          coursework.
         Minimum 3-5 years of experience with substantial project management experience.
         Demonstrated ability to work independently
         Excellent organizational skills and ability to prioritize and multitask
         Strong decision making ability and attention to detail.
         Proactive, results-oriented, creative problem solver.
         Excellent writing, communication, analytical and negotiation skills
         Advanced knowledge and experience with the use of MS Word, Excel, PowerPoint,
          and Project. Ability/experience developing MS Access databases is a strong plus.
          Knowledge of document management systems, portals, database applications is also
          desirable.
         Excellent verbal and writing skills in English. French or Portuguese fluency would be a
          plus.
