JOB DESCRIPTION

Job Title:                            Regional Finance Officer
Salary:                               PM3 or Grade 6 (depending on location)
Location:                             Based in an office in the region or London
Responsible to and matrix             SEAP
management arrangements:              Finance Manager, International Programmes with matrix link to
                                      the Regional Director for regional priorities

                                      CESA
                                      Deputy Regional Director, International Programmes with
                                      matrix link to the Finance Manager, International Programmes
                                      for technical support and corporate financial initiatives and
                                      processes
Other reporting lines:                If based in the region, the relevant Country Director in host
                                      country programme office (for day to day administrative
                                      management)
Liaises with:                         Other Financial Management team members, Programme
                                      Office staff, Regional Funding staff, Regional Directors,
                                      Regional Programme Officers, Programme Development
                                      Advisors including National Volunteering Advisors
Purpose of Post:                      To be the regional finance expert providing appropriate and
                                      effective guidance to Country Programme Offices in order to:
                                           ensure external funding is fully maximised and
                                               appropriately controlled
                                           develop the capability of PO staff in financial
                                               management
                                           support the country and regional teams on meeting
                                               corporate requirements as necessary.
                                      Furthermore, to influence and inform the development of
                                      global financial systems and policies through regional
                                      knowledge and expertise.

KEY RESPONSIBILITIES:

1.        Programme Funding:

Timely, quality and thorough financial management of all programme funding including:
         Advice and support to Programme Offices in the preparation of Project Total Cost
            templates and budgets for donor proposals.
         Proactively advise Regional Directors on the impact of new proposals in light of
            current resources / capacity / financial need etc. and suggest effective solutions.
         Proactively advise on the preparation of donor financial reports, ensuring full
            compliance with donor requirements.

            Act as a key link between the VSO Grant Accountables and the Project
             Accountables, ensuring both parties have a full understanding of each other’s
             priorities and requirements.
            Provide an expert quality review and opinion on budgets and donor financial reports
             in respect to accuracy and impact on regional finances.

2.      Project Financial Management:
         Create monitoring sheets, updating these as project circumstances require (e.g. new
            match funding, changes to budget etc), and provide ongoing support.
         Advise Programme Offices on how to calculate and manage income balances
            (income / expenditure), for donor and statutory reporting.
         Provide a year-end review and opinion on project balances for statutory accounts
            (income / expenditure accruals etc).
         Proactively advise on requirements of, and help Programme Offices prepare for,
            project audits.
         Coordinate Programme Office financial responses to project auditors.
         Provide annual reforecast estimates of income and expenditure for material projects
            to Head Office.

3.      General Financial Management:
         Provide proactive, expert financial management advice to Regional Directors,
           Country Directors and other regional and programme staff.
         Fully support the annual budgeting process, providing specialist advice to
           Programme Office and regional staff.
         Support corporate financial related initiatives as necessary.

4.      Systems Development and Review:
         Develop and introduce project-level financial systems within Programme Offices.
         Work as part of the wider finance team (which includes the Financial Management
           Team, Accounts Team and Programme Funding Team) in the development of
           systems, by sharing regional best practice and information.
         Upgrade financial policy and procedures. For example, developing tools and
           procedural guidance, following appropriate internal consultation, to enable VSO to
           achieve departmental objectives and auditor recommendations.
         Roll out, and provide training in, newly developed financial systems across the
           region.

5.      Capacity-Building:
         To identify finance-related staff-development needs within the region and provide on-
           the-job coaching to Programme Office staff, both in person and at a distance, to build
           skills in project and general financial management, compliance and reporting.
         Key involvement in recruitment of Programme Office finance staff
         Input into appraisals of key finance staff on request.

A Finance Skills – At least part qualified (CIMA,    Fully qualified in a professional accountancy
