From the Mayor’s Desk Spring is here and once again nature is renewing itself. This is most evident on and about our entire town, as tulips push up to release their colors. Around our train station’s terraces you’ll see over 5,000 tulip bulbs poking their heads above the soil. Building Commissioner Zartler worked long and hard last fall discussing the placement of these bulbs which are paid for by the Metra parking lot money. Harlem Avenue continues to be rejuvenated with two new strip malls, Tidal Wave Car Wash, Titan Auto Sales and the Enterprise Title and Trust Building joining other already thriving businesses. I continue to work with developers and realtors urging them to use our busiest street as the place to open their business. The Fire Department merger with North Palos Fire Protection District occurred very nicely and as of January 1, 2009 our Village now gets fire and ambulance services from North Palos. The North Palos Fire Protection District is well known for their quality fire and paramedic department. Our Village can rest assured that they are receiving top notch fire protection and ambulance service. This is being done using much less of your tax dollars then before the merger. Public Works Superintendent Demonbreun has been busy locating and replacing storm water problems. He along with Assistant Superintendent Ed Urban are on a mission to help residents that have been experiencing water and sewer problems. We ask you to be thoughtful and considerate to your fellow Worth residents and to not attach rain gutter down spouts and sump pumps to your sanitary sewer lines. These illegal actions must end if all residents are to have free flowing sewers during the upcoming “April Showers”. Sanitary sewers were never constructed to handle storm water, but some residents have clean rain water going into Village sanitary sewers. The second half of the Illinois Tollway barrier construction is beginning shortly and will be finished by the fall. As I walk around town, many residents have commented how these barriers have reduced sound and provided a safe environment. Besides the tollway construction, we will see roadwork on Harlem Avenue, 115th Street, 107th Street, Lloyd Drive and many residential streets this summer. Our Public Works, Police and Office staff have and will continue to provide the efficient and productive work that you taxpayers deserve. Police Chief John Carpino presented the yearly police statistics last month and Worth residents enjoy living in one of the safest Villages in the southwestern suburbs. I am glad to report that our golf course lease has been extended with a reduced rent from what would have been $178,000 down to $5,000. After an interview from Standard & Poor’s Bond Rating service, we were awarded an A+ bond rating and are able to refinance our golf course bonds. This means we can sell our new golf course bonds at a favorable interest rate and extend the bonds for 25 years. This results in lower payments to repay the bonds. I worked for a year with the Metropolitan Water Reclamation District and Mesirow Financial to get this most important refinancing accomplished. Through sound fiscal management and tight budgeting, we are able to continue to provide the services you have grown accustomed to. Village Wide Garage Sale - May 15 & 16 (Friday and Saturday), from 8 A.M. - 4:00 P.M. Worth Village wide garage sale is a great opportunity for both garage salers and sellers alike. The 2009 Village of Worth Garage Sale is expected to include over 100 participating homes. What started as a small neighborhood garage sale has now blossomed into a major community event. Each participating homeowner holds their own garage sale just as they would at any other time of the year. The difference is that hundreds of shoppers are attracted to this large group sale. Beginning in mid April, the garage sale map will be frequently updated to show the homes that are currently registered to participate. Not only will it show concentrations of garage sales, but it will also show specific blocks that may only have one garage sale—a potential goldmine. Printed maps will also be available at Worth Village Hall and other Worth locations the entire weekend of the sale. Passports Travel requirements are changing. Are you ready? On June 1, 2009, U.S. citizens must present a passport book, passport card, or other travel documents approved by the U.S. government to enter the United States from Canada, Mexico, the Caribbean and Bermuda at land borders and sea ports of entry. Newspapers / Magazines / Catalogs / School & Office Papers / Mail Poppy Day 2009 - Worth, Illinois The members of the American Legion Auxiliary Unit #991 in Worth, ask the public to pause for a moment on Thursday, May 21st to buy a Poppy when you see our dedicated volunteers. On these days, our unpaid volunteers will be distributing the American Legion veteran hand assembled bright red flowers through the village limits. The monies collected on these days benefit disabled veterans who are confined to Oak Forest, Hines, and other area hospitals. Vets residing in nursing and other veterans homes also benefit from the sale of the poppies. Please, wear a Poppy in honor of our war dead and show your support of our troops who are proudly defending freedom overseas during this very difficult time. The Village of Worth’s free automatic Water Bill Payment Program makes paying water bills easy and convenient. This program eliminates having to write checks, send in water bill stubs, pay for stamps, make trips to the mailbox, or worry about payments arriving on time. The best part is that it’s all free! The Village of Worth’s program allows water customers’ payments to be made automatically by electronic transfer from a checking account directly to village water billing on the due date. The checking account can be with any financial institution in the United States. To take advantage of this convenient service, water customers must complete the authorization form, returning it to the Village’s Water Department. A voided check must be attached to identify the account from which the payments are to be made. The authorization form is also available at the Village Hall. Payments may be made online at www.villageofworth.com, then click Pay Water Bills Online, please note a service charge from the Illinois State Treasurer’s Office will apply. Especially in the bathroom. Leaks left undetected can amount to thousands of gallons of water being wasted. Remember all water is metered. Municipal Ordinance requires that we bill and collect for all registered water irrespective of its use or leakage. If you are moving, please remember to call the Village Hall to set up a time to have your meter read, and get your water certificate. The North Palos Fire Protection District is a separate government body, with 3 Trustees and a Fire Chief. We maintain three fire stations that serve the community in firefighting, advanced life support (paramedic service), hazardous materials and technical rescue specialty teams. In 57 years of service to the community, the District has grown by expanding programs and services. The District protects the communities of Palos Hills, Worth, a portion of Hickory Hills and a large area of the Cook County Forest Preserve; totaling a 15.5 square mile area and a population approaching 35,000 people. We anticipate responding to over 5,000 emergency calls this year. Each station has a Paramedic Ambulance and Fire Apparatus which respond together on emergency calls. The District is a member of Division 21 M.A.B.A.S. (Mutual Aid Box Alarm System) which consists of 63 Division’s encompassing over 1000 fire departments throughout the State of Illinois. Worth Village News 5 9-5-1: RESTRICTIONS: No person shall burn or set fire to, or allow to be burned or set fire to, any combustible material whatsoever out of doors within the village. However, it shall be lawful to: A. Burn fires to cook food outdoors in devices designed for that purpose. B. Burn clean, dry, nonpainted or treated wood in an outdoor wood burning device, sold and marketed specifically for outdoor residential use, of no more than three (3) cubic feet in capacity, which has been certified as safe and efficient by a nationally recognized agency in the business of certifying such devices, under the following conditions: 1. No such fire may be burned during an ozone alert covering the village of Worth declared by the environmental protection agency or similar authority; 2. No such fire may be burned when the last reported outdoor temperature at Midway Airport is ninety degrees Fahrenheit (90°F) or higher; and 3. The fire may not be burned between the hours of eleven o'clock (11:00) P and seven o'clock (7:00) A.M. .M. C. The fires listed in subsections A and B of this section must be continuously monitored by a responsible adult present in the immediate vicinity of the fire. Such person must situate the fire so as to minimize the escape of smoke, fumes or noxious gases onto neighboring properties in such quantities as to create a nuisance or to endanger or injure the health of any person. (Ord. 01-28, 10-16-2001) In January, 2008 Illinois lawmakers approved and Governor Rod Blagojevich signed into law, through an amendatory veto process, House Bill 656 that provides new annual operating funds to northeastern Illinois’ transit system. The new law provides free rides on fixed routes to seniors aged 65 and older living in the RTA’s service region of Cook, DuPage, Kane, Lake, McHenry, and Will counties on the Chicago Transit Authority (CTA), Metra and Pace. Who is eligible? • Senior citizens aged 65 or over living in the RTA service region (Cook, DuPage, Kane, Lake, McHenry and Will counties) are eligible for free transit on fixed-routes operated by the Chicago Transit Authority (CTA), Metra and Pace. • To take advantage of the free transit, seniors must have either the Senior Reduced Fare Card or the new Senior Ride Free Smart Card. I have a Senior Reduced Fare Card. Do I need to do anything? • No. You’re set. Your card will allow you to take transit for free. • The RTA is now transitioning Senior Reduced Fare Card holders to the new smart card that will make it faster and easier for seniors when boarding. Current card holders will be notified when these cards are available. I’m a senior and don’t have either card. How do I sign up? • Sign up for the Seniors Ride Free program at the Village of Worth Clerk's Office, Monday 9 a.m. to 7 p.m., Tuesday through Friday 9 a.m. to 5 p.m. and Saturday 8:30 a.m. to 11:30 p.m. When applying, you will need a governmentissued picture I.D. that verifies your age and a photo of yourself that is 1 ½“ square. The Clerk's Office charges for taking your photo is $1. • You should receive your new Senior Ride Free Smart Card in 3-4 weeks. How do I use my card to get free transit? • On CTA or Pace touch your smart card to the blue target on the bus or on the rail station turnstile. Do not insert the smart card into the fare equipment. • On Metra, show your card to the conductor to receive your free ride. 6 Worth Village News Water’s Edge Golf Course Visit us on the web at www.watersedgegolf.com Water’s Edge Golf Club has new golf leagues planned for the 2009 season. A Monday 9-Hole Men’s League starts May 4th, a Wednesday 9-Hole Women’s League starts May 6th, and a Sunday Junior League starts June 14th. Roads & Tolls The Tollway is aware that potholes can have a dramatic effect on travel. Potholes typically occur on older pavement and can pop up overnight. We mobilize maintenance teams systemwide to address the problem as quickly as possible. If you see a pothole during your commute please call *999 to report. We anticipate having fewer potholes across the Tollway system during the 2009 winter travel season, since we are more than halfway complete in the rebuild and widen portion of our Capital Program, providing new pavement through our most heavily traveled roadways. Safety is our first concern. If you get a flat tire caused by a pothole, when possible, move your vehicle to the shoulder before attempting to change the tire. Also call *999 to request assistance if needed. Please note: In order to file an insurance claim, a police report must be filed with the Illinois State Police. Call (630) 241-6800 ext. 5042 to file a report for non-criminal damage as well as incidents that don’t involve injuries, tolls, or hit and runs (in these situations, you need to drive to the nearest toll plaza and speak to an operator). Worth Village News News from the Department of Sewers Public Works Superintendent Wayne Demonbreun The Village of Worth Public Works Department will be conducting house inspections to check inflow into our sanitary sewer system. The sanitary sewer system collects and transports all of the sewage that flows into the Metropolitan Water Reclamation District (MWRD) treatment stations. Occasional unintentional discharges of raw sewage from municipal sanitary sewers occur from severe weather, improper connections and vandalism. Common infractions include sump pumps, downspouts and area way drains illegally connected to the sanitary. These inspections that we will perform are part of the requirements mandated by the MWRD. The purpose of the inspection will be to identify contributing factors that affect excessive inflow into the sanitary sewer system. Once identified, corrective actions will be related to each individual property owner. Public Work’s goal, upon completion, is to reduce flooding during heavy rains that often cause property damage. The Village is committed to insure compliance and alleviate sanitary sewer overflows. Your cooperation benefits the entire community. 7 News from Public Works Chipper Service Chipper service is performed on specific days depending on which areas of Worth you live in. The following rules apply: • Tree branches to be picked up may not be put out prior to 6:00 p.m. the night before your designated date. • The amount of tree branches to be picked up is limited to 1/3 of the width of the front of your property. If you exceed this amount, only your allotted amount will be picked up. The remaining branches must be removed from your yard and you may put it out again for your next pick-up. The U. S. Census defines who we are as a nation and as a Village. The census affects political representation and directs the allocation of billions of dollars in government funding. Ridgeland Doggie Information It has come to our attention that there are some dog owners who are not being very good neighbors. In particular, barking dogs that are left outside for unusually long periods of time, dogs that are unleashed, owners not picking up after their dogs, and unlicensed dogs. With this in mind we would like to bring your attention to the following ordinances: No person shall permit or suffer his animal to bark, whine or howl extensively. All dogs must be on a leash when off the property or reasonably restrained when in the front yard. The owner of every animal will be responsible for the removal and sanitary disposal of any waste by their animal anywhere in the Village. When walking their animal, they must have suitable means for removal of such waste. All dogs and cats must be vaccinated and registered with the Village Hall. Proof of rabies is required at the time of registration. Failure to follow these ordinances can and will result in a fine and/or a court appearance.
