This is a post subject to the satisfactory completion of a one year probation period.

SALARY SCALE

The salary will be paid monthly in arrears through electronic transfer.           This will be
analogous with NICS SO and currently is £25,173 - £31,893.

NITB salary scales are linked to the NICS pay scales, enhanced to take account of the
additional superannuation contributions. Annual increases in salary are by incremental
progression. A small additional amount may also be paid as an annual non-consolidated
bonus dependent on performance.

It is the policy of NITB that successful applicants will commence on the band minimum of
the appropriate pay scale.

The jobholder will be based in Belfast but may be expected to travel within Northern
Ireland and to the Republic of Ireland Office in Dublin to fulfil the requirements of the post.

PURPOSE AND OBJECTIVES

1.                GENERAL RESPONSIBILITY

The main purpose of this post is to assist in the implementation of the brand for Northern
Ireland tourism and its portfolio of products.

The jobholder will coordinate the activities of the brand and design agencies and will liaise
with internal and external clients to provide professional advice and assistance on bringing
the brand to life.

2.                REPORTING STRUCTURE

The jobholder will report to the Marketing Planning & Intelligence Manager

MAIN ACTIVITIES OF THE POST

3.                ROLE AND DUTIES

Branding

i.   Support on the development of a brand implementation plan for Northern Ireland
     tourism and its portfolio of products.

ii. Coordinate activities of branding agency.

iii. Coordinate the delivery of the implementation plan.

iv. Adopt the role of brand guardian. Develop and manage relationships with internal and
    external stakeholders to ensure maximum integration of the brand across all projects:

        Work with internal and external workgroups to develop and deliver brand
         implementation strategies to bring the brand to life within Northern Ireland Tourist
         Board and the wider Northern Ireland Tourism Industry.

        Liaise with key industry partners to ensure that Northern Ireland tourism brand is
         fully integrated, economies are maximised and that a single minded sales message
         is being consistently communicated.

        Work across all divisions of NITB to ensure that the Northern Ireland tourism brand
         is consistently positioned in all communications generated by the Northern Ireland
         Tourist Board.

        Produce regular brand updates for stakeholders to demonstrate best practice brand
         implementation.

Monitoring & Evaluation

i.    Monitor and evaluate the brand work undertaken by NITB and its industry partners.

ii. Monitor and evaluate the implementation of the Northern Ireland Tourism Brand;
    oversee the monitoring and quarterly reports produced by direct reports.

Marketing Communications

i.    Coordinate the activities of the design agency.
ii. Review processes to ensure economies of scale are being achieved.
iii. Develop a communications’ working group to audit all NITB communications to ensure
     that economies of scale are being achieved and that all communications are on brand.

iv. Produce an annual communications’ programme.

Relationship Management

i.    Act as relationship manager and coordinate the activities of key delivery partners.

ii.   Develop a communications’ programme to ensure that the opportunities presented by
      delivery agents are maximised.

iii. Produce minutes, papers and reports for stakeholders and senior officials.

iv. Manage monthly reporting process for marketing services; prepare monthly updates
    for www.nitb.com.

Organisational Learning and Growth

i.    Encourage the development of a small team of people through excellent leadership
      and best practice.

ii. Undertake all HR related outputs associated with direct reports.

4.                KNOWLEDGE AND SKILLS REQUIRED FOR THE JOB

The person appointed to this job will meet all of the “essential” criteria listed below:

Essential Criteria

4. 1(a)           Education/Qualifications and Experience

i.        A 3rd level qualification in a marketing related field.

ii.       At least 2 years experience gained within the last 4 years working in or managing
          the services of a full service agency and a proven track record of managing
          relationships with branding agencies.

iii.     A minimum of 2 years project management experience.

iv.      A minimum of 2 years staff management experience related to the delivery of brand
         development/marketing services/communications.

v.       A minimum of 2 years experience of managing a multi-brand portfolio.

4.1(b)            Personal Effectiveness

i.       Excellent oral, written, presentation and inter-personal communications skills in
         dealing with people at all levels. The ability to maintain effective relationships with a
         wide range of organisations and bodies.

ii.      Sound negotiation and interpersonal skills.

iii.     The ability to work on own initiative and take the lead where necessary.

iv.      Ability to work to strict deadlines.

v.       Excellent IT/Computer Literacy skills; all Microsoft Office packages, including Excel
         and Powerpoint.


4. 2.             Preferred Criteria

If it is considered necessary this information will be used in the shortlisting exercise.

i.       Experience of public sector tendering procedures.

ii.      Understanding of government structures and tourism policies as they relate to
         Northern Ireland.

iii.     Experience of managing budgets.

iv.      Willingness to travel, to promote Northern Ireland at exhibitions/sales missions.

v.       Knowledge and practical experience of drafting plans and reporting on strategic as
         well as operational plans.

4.3               Additional Information

Applicants must also possess a current driving licence and use of a car for business
purposes, or have access to a form of transport which will permit the applicant to meet the
requirements of the post in full.

WORKING HOURS

Normal working hours are 9.00 am – 5.15 pm – Monday to Friday. Due to the nature of
this post, there may be a requirement to work outside normal working hours. NITB also
operates a Flexible Working Scheme.

PERFORMANCE APPRAISAL

NITB operates a system of performance appraisal set against a set of pre-determined
targets / objectives. Learning and Development initiatives may be identified as a
mechanism to improve performance. Annual increases in salary will be awarded on the
basis of performance assessment.

POST FLEXIBILITY

All posts within the Northern Ireland Tourist Board are subject to NITB’s Flexibility
Agreement which allows for staff to be moved within their existing grade at Management’s
discretion. Employees may also, on satisfactory completion of their probationary period,
be considered for promotion within the Northern Ireland Tourist Board as opportunities for
advancement arise.

ANNUAL LEAVE

Leave allowance is 25 days per annum.

PENSION

The Northern Ireland Tourist Board is a member of the Northern Ireland Local Government
Offices’ Superannuation Committee. If you wish to join NILGOSC you will be required to
complete the relevant membership forms. You are required to complete and return an
LGS1 (membership) or LGS2 (opt out) form.
