BACKGROUND: The Consultants Competitive Negotiation Act (CCNA) Committee met on May 27, 2009 and May 28, 2009 to select a construction management firm for the Evans High School Replacement Project. Anticipated construction start time for the Evans High School Replacement Project is August 2009 and completion time is June 2011. The Committee followed the district’s process in accordance with Florida Statutes 287.055 for the selection of construction management (at risk) firms. The CCNA Committee consisted of OCPS personnel, Marc Clinch, Facilities Program Director, New Schools, Jim Surguine, Senior Facilities Director, Jon Chamberlain, Facilities Director, Planning/Design, Alex Busto, Facilities Planner, Leslie Komurke, Senior Administrator of Budget, Harold Robinson, Specialist, Office of Business Opportunity and Roberto Pacheco, Process Administrator. The Committee met initially on April 17, 2009, to review and evaluate proposals submitted by the following firms: Ajax Building Corporation Balfour Beatty Construction, LLC Barton Malow Company Brasfield and Gorrie, LLC Construct Two Construction Managers, Inc.* Doster Construction Co, Inc. Hunt Construction Group, Inc. James A. Cummings, Inc. Klewin Construction, Inc. McCree Design Builders, Inc. The Morganti Group, Inc. Moss & Associates, LLC PPI Construction Management, Inc. Skanska USA Building, Inc./JCB Construction, Inc.*, A Joint Venture Suffolk Construction Co., Inc. The Tower-OHL Group, Inc. Turner Construction Company Walbridge/E.L. Bailey & Co., Inc. A Joint Venture Walker & Company, Inc. Welbro Building Corporation W. G. Mills, Inc./Mims Construction Co*., A Joint Venture Wharton-Smith, Inc. Williams Company Building Div., Inc.
All proposals were evaluated using the evaluation form contained in the Request for Qualifications package provided to all interested firms. The evaluations were based on each firm’s related building experience, ability and experience of project staff, performance history, financial capability and cost control, workload, minority business history and completeness of the firm’s response to the District’s Request for Qualifications. Scores were totaled for each firm and a ranking established based on the total number of points, highest to lowest. From these rankings the Committee short-listed the following 11 firms for interview: Williams Company Building Div., Inc. Skanska USA Building, Inc./JCB Construction, Inc.*, A Joint Venture Balfour Beatty Construction, LLC James A. Cummings, Inc. Doster Construction Company, Inc. Turner Construction Company Construct Two Construction Managers, Inc.* - Withdrew from Presentations Welbro Building Corporation W. G. Mills, Inc./Mims Construction Co*., A Joint Venture Walker & Company, Inc. Suffolk Construction Co., Inc. Prior to the scheduled interview date, one firm, Construct Two Construction Mangers, Inc., notified OCPS Contract Administration that they would like to withdraw from the selection process. On May 27, 2009 and May 28, 2009, the Committee interviewed the remaining 10 short-listed firms. The interview results were based on criteria contained in the Request for Qualifications evaluation form. Criteria included the firm’s references, overall approach and methodology and knowledge of site at the Evans High School Replacement Project, project team, cost control, project scheduling, and MWBE/LDB implementation plan. After interviews, the Committee members scored each firm’s performance using the established form. The resultant scores were then totaled and the firms ranked in order of preference.
