Capital Projects Manager Contra Costa County he County of Contra Costa, California was incorporated in 1850 as one of the original 27 counties in the State of California. With a current population of over one million residents, Contra Costa is the ninth most populous county in California. As one of the nine counties in the San Francisco-Oakland Bay Area, Contra Costa is primarily a suburban area with its boundary extending to the northern San Francisco Bay to the west, Suisun Bay to the North, and the San Joaquin Delta area to the east. There are 19 incorporated cities and numerous towns and communities with the City of Martinez serving as the County Seat. The cities of Concord, Richmond and Antioch are the most populated with over 100,000 residents each. Abundant housing options exist within a wide range of prices and locales throughout the region. The County is also well known for the high quality of its junior colleges, secondary and elementary schools. Modern freeways and numerous Bay Area Rapid Transit (BART) stations provide convenient access to all parts of the Bay Area. There are also many cultural and recreational attractions throughout the area. The county’s ideal location provides for easy driving access to San Francisco, The Monterey Peninsula, the Sierra-Lake Tahoe area, the majestic Redwood Forests and beautiful North Coast, and Napa and Sonoma Wine Country. The Position(s) T W ith the 2006 passage of Measure A+, the voters of Contra Costa County approved an improvement bond for the CCCCD. The measure addressed a wide variety of Capital Projects including the upgrade of existing facilities, replacement and/or improvement of underground infrastructure, renovation of health and fitness centers, enhancement of technology capabilities, installation of solar power and other renewable energy systems where appropriate, and the funding of specific projects including construction of a new library and continued phased construction at the San Ramon campus. These plans have created the need for three new project managers to oversee the wide scope of projects within the District’s Capital Improvement Program. It’s anticipated that $400 million in capital project work will be initiated and completed during the upcoming 5-6 year timeframe. Each of the project managers will be dedicated to one of the respective three college campus sites and will oversee the entire “cradle-to-grave” aspects of capital projects including project scope, project planning, RFP’s/bidding/procurement, construction management and project close out activities. The Project Managers will report to the District’s Chief Facilities Planner, and will actively coordinate their project efforts with the Director of Program Controls to ensure that finance, budget, contracts and other project controls are administered in a cost efficient and effective manner. Equally important will be the need to maintain excellent work relationships with constituents by actively facilitating communications and project status updates with their respective college president and other key college stakeholders and customers. A key aspect of success in these roles will be the ability of the Project Managers to adapt to the nuances of the educational environment, while providing a foundation of analytical thinking and critical problem solving to the Capital Project environment. These “at will” positions are expected to be active, challenging and diverse for the entire duration of the 5-6 year CIP cycle. It’s uncertain if these positions will continue to be funded thereafter. T The Contra Costa Community College District he Contra Costa Community College District (CCCCD) was founded in 1948 by a public vote, and it first opened its doors to students in 1949. It is the eight largest multi-college community college district in California. The District serves a population of almost one million people, and its boundaries encompass all but 48 of the 734-squaremile land area of Contra Costa County. The District’s headquarters is located in historic downtown Martinez. The CCCCD is governed by an elected five-member Governing Board, that serve four-year terms, and one student member, selected by student government, who serves a one-year term on a rotational basis among the colleges. The Chancellor, appointed by the Governing Board, carries out the policies of the District. The Colleges within the CCCCD include Contra Costa College, located in the City of San Pablo; Diablo Valley College in the City of Pleasant Hill; Los Medanos College in the City of Pittsburg; and outreach centers in the cities of Brentwood, San Ramon and Walnut Creek. Collectively, the District suppor ts a total enrollment of over 61,000 students annually. A n established and successful track record of full-scale capital project management experience combined with the ability to simultaneously manage multiple projects and priorities will be the essential attributes for these positions. Exceptional relationship building skills based on active communications, collaboration and teamwork, and a positive interpersonal style will be critical in engaging internal customers, the district stakeholders and elected/appointed officials. The ideal background would include previous CIP experience within the educational community and/or regional or local government areas. The successful candidates will have a background which includes a minimum of 10 years of increasingly responsible project management experience on construction projects for large non-residential public works, educational, commercial or industrial facilities, with at least five of those years managing multiple projects from concept to close out. A BS/BA in Construction Management, Architecture or Engineering is required. Experience with management of various construction project types, including indefinite quantity, design-build, and time and materials contracts and training/experience with computer aided design and construction scheduling software are highly desired.
