• From fall 1998 to fall 2006, total headcount enrollments in all sectors of Ohio higher education (public; private, not‐for‐profit; and private, for‐profit institutions) rose by 80,965, a 14.5% increase. This increase in enrollment occurred during the same time period in which the population in Ohio between the ages of 18 and 49 decreased by 3%. Enrollment growth patterns vary considerably across types of institutions. Enrollment at public university main campuses increased by 3.5%, from 245,049 in 1998 to 253,577 in 2006. The private, for‐profit sector has experienced the fastest percentage growth, increasing by 110.9% over this time period. However, with 28,621 students enrolled in 2006, this sector accounts for about 4.5% of the statewide total. The public community and technical colleges grew by 25.5%, from 137,160 in 1998 to 172,118 in 2006. The university regional campuses grew by 12.2%, from 41,883 in 1998 to 46,999 in 2006. The private not‐for‐ profit sector grew by 14.5%, from 119,519 in 1998 to 136,831 in 2006. Some institutions are constrained in their growth by capacity limitations related to either physical space or availability of qualified faculty. Other residential campuses are constrained in their growth by state regulation, while some universities are constrained by selective admissions policies.
