278. Minutes of the last meeting

RESOLVED: That the minutes of the last meeting held on 19 July 2005 be signed as a correct
record.

279. Matters Arising

Minute number 268. EHTF Visit
In the absence of Cllr Leach, the Chairman reported that unfortunately the visit from Slovenia
would not now take place due to lack of funds.

280. Declarations of interest – The Clerk declared a personal interest in planning application
W/FUL/2005/1401- 7 Grange View as her husband had prepared the plans.
Later in the meeting, Cllrs: Feilding, Landell Mills and Sutton declared a personal interest by their
roles as Town Council representatives In planning application W/FUL/2005/1554- Mount Pleasant
Community Centre and Cllr Repton declared a personal interest in planning application
W/OUT//2005/1562 56, Berryfield Road as she knows the applicant.

281. Members of the Public to Address the Committee
Mrs Dalrymple addressed the committee regarding planning application W/FUL/2005/1560
1 Hare Knapp and she circulated some colour photographs

Mr Darlowe addressed the committee about the proposed change of use at the Fairfield Piggeries
and was concerned that there was no forum for elected representatives or members of the public
to have their say.

Mrs Kinch addressed the committee regarding planning application W/OUT//2005/1562
56,Berryfield Road.

Cllr Landell Mills and Cllr Sutton stated that they had intended to report on the Fairfield Piggeries
but as interested members of the public were present, it was discussed at this point. The fact that
the issue of the new licence was to be decided by officers and the portfolio holder was discussed
and felt to be undemocratic. It was agreed that a letter be drafted by the Chairman, The Clerk and
Councillor Sutton and sent to the Portfolio Holder and a copy to Mrs Kate Bishop expressing
concern.

283. Planning Applications

RESOLVED: That the planning recommendations attached be forwarded to WWDC.

284. Kingston Mills (standing item)
The Chairman reported that there were further delays with the planning application due to traffic
and parking matters and also due to the new listing of two of the buildings and relisting of the
Lamb Building. English Heritage had also asked for changes in relation to one building. The
Chairman further reported that Gerald Milward Oliver intended to call another stakeholder
meeting.

There was some concern that the good will of groups working together in the town towards an
acceptable plan, would be lost
RESOLVED: That the Chairman would contact Gerald Milward Oliver regarding maintaining the
good will of town groups.


285. Public Realm Working Group (standing item)

RESOLVED:
To arrange another meeting soon.


286.      Past & Future Awards
A list of potential candidates had been circulated with the agenda.
RESOLVED:
The usual pre-planning group accompanied by Cllrs: Bowen and Landell Mills would arrange to
visit the listed properties and make recommendations at the next meeting


287. Storage of Old Planning Applications
The limited storage space for archiving was discussed. It was noted that plans were always
available at WWDC.
RESOLVED:
To reduce the period for storing plans from five years to three but to keep any major or key
planning applications if they had not yet been built.

288.    Woolley Residents Group
The Chairman reported that Cllr Leach had attended a meeting with WDDC planning officers and

the Woolley Residents Group on 1 August, in his role as community planning representative of
Housing and The Built Environment.

Cllr Landell Mills reported that the Bradford on Avon Hospital had closed temporarily at short notice due to
staff shortages. There was some concern that the Town Council had not been informed and it was agreed
that a letter should be sent to the Chief Executive of the West Wilts PCT, Carol Clarke about the lack of
consultation.

Cllr Repton reported that in connection with 27- 29 Woolley Terrace, the matter was deferred at WWDC and
officers are going to recommend approval.

that the proposal does not comply with District Plan Policies E5 and H1. The proposal would result in a substantial loss of
employment floorspace and would deny the opportunity for reuse for a range of employment purposes in the small unit
that is provided. The proposal is contrary to current planning guidance requiring development to contribute to

sustainability. As part of the reasons for justification, reference is made to vacant units in Longs Yard on the basis that
these have been empty for 18 months. This is not suprising, the Longs Yard development is incomplete and the rental
demanded for the commercial units is high. Apart from these two units, the Agents have found nothing currently available
in Bradford on Avon. Refererence to vacant units in Trowbridge should be disregarded, particularly as it suggests outward
commuting.

The proposed new buildings because of their form, scale and general design are out of character with the surrounding
area and existing mature trees are threatened. The Town Council regards the submission of this revision as a waste of
this Committee's time.If the present applicant seriously wishes to develop this site he should scrap all past plans,
fundamentally redesign this site and keep in mind that the provision of equivalent genuine employment space on the site
is parmount to this Town Council.
