Letter from Mayor Chiovatero
Hello Friends: It is an honor to be able to serve the Citizens of New Berlin for four more years as your Mayor. I want to thank the Citizens for the support and look forward to continue bringing new and exciting ventures and solutions to the City. The weather is finally shaping up and rain has been good for the flowers and lawns and cleaning up of winter’s gray. I have started riding my bicycle in the morning again and see many fellow joggers and bicyclists out with me. I am a proud parent of a UW-Madison 2009 grad and the twins have completed their first year at Whitewater and Milwaukee. Now they are all home to bug Dad and eat all his food and mess up the house. There continues to be lots of change in the Chiovatero household, boy do they grow up fast. With all the rain we have experienced this spring, I am very proud to say we have faired really well with any flooding. The efforts and hard work of staff, Streets and Utility have proven that we are on the right track. We have been working hard to clean up after that long winter and get moving on our Spring projects and road repairs. This has been a tough winter on our roads and we are feverishly trying to pick up the sand mix we had to put down this past winter. Please bear with us as we move along. I am very happy to say that the final hurdle for Lake Michigan Water to all our Utility customers is complete. On May 21, the DNR approved our application for the diversion under the Great Lakes Compact. It has been a long road for Lake Michigan water and trying to find the best economical solution was challenging. Lots of hard work from many involved proved successful. The plan is still to provide Lake Michigan water to our entire Water Utility service area this summer. Just a reminder that fresh water is a valuable resource and blesses us in Wisconsin. Water conservation and BMPs (Best Management Practices) should be part of our lives daily so we can continue to enjoy this natural resource. Please conserve and sprinkle on even and odd days based on your address if you feel you must, but letting the lawn go dormant will not hurt. It will leave you more time to enjoy the summer and less time behind your lawn mower if you do! I just finished paging through the Summer Parks and Recreation Guide and see this is going to be a fun filled year with activities for all ages. I have participated in the past with the adult seminars, cooking, and grilling classes and had a lot of fun learning new skills. I look forward to seeing many of you at the Movies in the Park program. We are excited about being able to bring this to New Berlin again this year for the fourth time. I look forward to a fun filled and enjoyable summer. As always, if you see me around town this Summer, please stop and say hello. It is important for me to know what you are thinking. Your input truly does make a difference. Have a great summer and see you at the Fourth of July Parade, Movies in the Park or just stop by my office.

February 17, 1959 was New Berlin’s actual date of incorporation, therefore, we are attempting to find our “50th Anniversary baby” born to New Berlin residents on February 17, 2009. If you happen to be those lucky parents, please contact my office. In addition, we would also like to honor the oldest person living in New Berlin. If you know of someone “up there in years” who would like to be New Berlin’s honored “oldest resident” please contact us. We need the individual’s name, age and phone number. 2009 Citizen of the Year
By Melody Styba, Mayor’s Office Executive Assistant At the April 28, 2009 Common Council Meeting, Mayor Jack F. Chiovatero presented the 2009 Citizen of the Year Award to Beatrice Alexander. Bea was nominated by Patt Kure, a New Berlin Police Social Worker. In her nomination, Pat highlighted Bea’s work as the Coordinator of the SAYES (Senior Advocate Youth Exchange Service) and the Senior Taxi Program. Both programs provide invaluable service to our senior citizens and disabled adults. In addition, Bea’s dedication to these programs has been instrumental in teaching the youth of our community the joy and responsibility of “giving back.” Bea was involved, over 10 years ago, with the humble ‘grass roots’ beginnings of these programs and has been instrumental in their longevity. Bea was presented with a plaque, and her name has been added to the perpetual plaque displayed in City Hall. Beatrice, on behalf of the entire community, we extend to you a heartfelt ‘thank you’ for your tireless commitment to our citizens, both young and old.

A new look for the City Website
By Nick Roethel, Director of Information Technology In mid-March the City of New Berlin launched its new website. The site features a new look and improved navigation. Visitors to the site will notice that fewer clicks are required to access popular information. Additionally, the new design showcases New Berlin's diverse landscape. Several enhancements were applied to the site. In addition to its original functionality, the Property Assessment and Tax Information search offers the ability to check tax payment balance. The search is available from the Quicklinks section. After completing a search, users can click the appropriate year in the Select Year section. As a reminder, payments on tax bills generated in December of 2008 will be reflected on the 2008 selection. The website replacement project was prompted by significant changes in newer operating systems and web browsers. The previous website did not operate properly on new Internet browsers such as Microsoft's Internet Explorer 7.0. Additionally, the software that allowed New Berlin employees to update the site was no longer supported by the developer. In order to make any functional changes to the site, the City was forced to select a completely new system. The City embraced this opportunity to make the visual changes currently seen when visiting the site. The site is considered a work in progress and feedback is encouraged. Feedback can be submitted by clicking the Contact Us button on the upper left corner of the website, selecting the Contact Us Form then selecting the Webmaster as the Department. As always the site can be found at www.newberlin.org.

2009 Revaluation Project on schedule
Assessment Notices reflecting the results of the 2009 citywide revaluation will be mailed on or about July 27. New Berlin, along with several surrounding communities, are revaluing for 2009. The full value assessment will represent the assessor's estimate of market value as of January 1, 2009 and will be utilized for tax bills mailed December 2009. The revaluation is being conducted to comply with Wisconsin law requiring municipalities to assess property at or near 100 percent of its fair market value. The New Berlin residential real estate market has under gone significant changes since the last revaluation in 2005. Values have increased for years 2005 through 2007 while 2008 saw witness to declines as a result of the financial crisis that has impacted much of the nation. While most property owners will still see an increase in their assessed value, it is important to note that the increase reflects changes in the assessed value that have occurred over the past 4 years. Another comparison would be to compare the new 2009 assessment to the estimated fair market value that is on the 2008 tax bill. Most residential property owners will notice a decline when comparing the 2009 assessment with the fair market value that is printed on the 2008 tax bill. Commercial property values have been impacted less by the financial crisis, with most properties showing increases for 2005 though 2007, with 2008 being flat to showing small increases of 2% to 3%. The revaluation will redistribute the existing tax burden so that all property owners pay their fair share of the tax levy based upon the market value of their property. Currently some properties are paying more and some properties are paying less than their fair share. During the period of August 3rd through August 21st property owners will have the opportunity to review the assessments and ask questions. If an owner has a specific concern about his or her property assessment, an appointment should be scheduled to meet with a member of the revaluation staff. Inspection Services Division announces extended summer hours
By Allen Wnek, Lead Inspector The Department of Community Development announces that the Inspection Services Division will have extended hours this summer. In order to provide better service to the residents of New Berlin starting May 4th to August 28th, staff members will be available from 7:00 am to 8:00 am Monday thru Friday. The City Hall main entrance doors will be opened at 7:00 am to provide an easy access to the Inspection Services Division. Individuals will be able to apply for and/or pick-up permits during this time frame. We will also offer early morning inspections based upon availability. Our regular counter hours of 8:00 am to 9:00 am and I:00 pm to 2:00 pm will still be in effect. If you have any questions contact Inspection Services at 262-797-2445.

Lawn Sprinkling Water Conservation Schedule
by Rick Johnson, Utility Manager The City of New Berlin Utility Department is asking customers to gear up for a possible dry summer by following the Lawn Sprinkling Water Conservation Schedule all year round. This Lawn Sprinkling Water Conservation Schedule will assure that the Utility will have sufficient water resources to meet the needs of the customer and have a good supply in the reservoirs for fire protection without adding additional strain on our pumps. We are asking residents to sprinkle only on even and odd days (depending on your address). Visit the Recycling Center to look at our Rain Garden which uses native plants and a rain barrel that can be purchased from MMSD www.mmsd.com/ raingardens. Visit the City’s website www.newberlin.org under the Streets Department to view photos and instructions on how to build your own rain garden. Please help us conserve our water resources. Recycling Center information
by Chuck Trevorrow, Water Resource Mgmt Supervisor Summer Hours Effective April 7, 2009 to December 5, 2009 Tuesdays - 10:00 a.m. to 7:00 p.m. Thursdays – 10:00 a.m. to 7:00 p.m. Saturdays – 8:00 a.m. to 4:00 p.m. Residents can pick up their blue recycling bin at the Streets Department or the Recycling Center during normal business hours.
Reminder: The Recycling Center is not a “DUMP! We cannot accept household garbage or items such as mattresses, lumber, furniture, construction materials, and appliances with freon, such as dehumidifiers, refrigerators or air conditioners. Please contact your private hauler for disposal of these items. For further information on the items that the recycling center accepts or cannot accept, please see the City’s website www.newberlin.org or call the recycling center line at 262-780-4606 or the Streets Department at 262-780-4609. The Recycling Center has compost and wood chips available for pickup during normal business hours. Stop by and pick some up for your garden or yard. Just a reminder when you bring branches and brush to the recycling center, please make sure they are less than 8 feet in length and 6 inches in diameter. Please do not put your garbage or trash in the woodpile, leaf piles or dumpsters.

Open carry of firearms in Wisconsin
Attorney General J.B. Van Hollen recently sent out an Advisory Memorandum to address the issue of open carry of firearms in Wisconsin. While it is constitutionally permitted, the decision to do so in public is one that should be made with careful and deliberative forethought. Carrying a firearm is a responsibility that requires: Knowledge of local, state, and federal laws Proper training Proper equipment Knowing and understanding the definition of the use of deadly force and the justification for its use Once the trigger is pulled, the bullet will not stop until it reaches its target, whether that target was intended or unintended. If you choose to carry a firearm and are approached by a Police Officer, be aware of your actions. Never reach for the weapon and do not make any action that could be interpreted as threatening to the officer or anyone else. Please exercise your right responsibly. Bicycle & pedestrian safety
by Police Chief Joe Rieder Warmer weather is here and pedestrians, joggers, and bicyclists are returning to the streets. Please remember to allow a minimum of three feet between your vehicle and the person or bicyclist when passing. Bicyclists must ride with traffic as close as practicable to the right side of the road (hazards notwithstanding), and pedestrians must walk facing traffic.
Free crime alerts & Citizen Academy

All you have to do is sign up to receive free crime alerts on your home or work PC. These crime alerts will make you aware of what’s occurring in your neighborhood and allow you to take action to reduce the likelihood of you or your neighbor from being victimized. This service is different from the monthly crime stats published by Officer Hanlon. www.crimereports.com allows you to customize the frequency in which you receive the crime alerts and limit the size of the geographical area in which you wish to receive the crime alerts. In other words, you are able to receive practically real time information about crime occurring in your neighborhood. Citizen Academy The New Berlin Police Department Citizen Academy is a course designed to provide citizens with a better understanding of the operations of our police department. We encourage graduates to stay involved through an Alumni Group and assist in identifying problems and solutions to crime issues that affect our community. Two sessions are held each year. Each session consists of ten consecutive two and one half hour classes held once-a-week. Who can attend? Extra patrols through grants
by Police Chief Joe Rieder The New Berlin Police Department is continuing extra patrols under Grants from the Bureau of Transportation Safety and the National Highway Traffic Safety Administration (NHTSA). The Grants are for “Speed and Aggressive Driving”, and “Alcohol (Over the Limit – Under Arrest)”. The Grant cycle began in November 2008 and will continue each month through September 2009. The month of May also included the extra enforcement focusing on seatbelt enforcement known as “Click It or Ticket”. An Alcohol Crackdown is scheduled for August 21 through September 7, 2009 where extra focus will be on intoxicated drivers. The selected dates for enforcement are: Speed and Aggressive Driving June 10 & 19 July 13 & 17 August 6, 24 & 31 September 7 & 11 Alcohol Crackdown

Although these additional patrols focus on Speed and Alcohol related violations, officers are constantly looking out for traffic violations on a daily basis. Our monthly Activity report, listed on the City of New Berlin website, provides access to the total number and type of citations issued by officers each month. New Berlin fire safety at home
by Firefighter Jack C. Werginz The New Berlin Fire Department, using money donated to the Fire Prevention Program, is distributing to the children of New Berlin, “Fire Rescue” window stickers. These stickers are designed to mark the location of young children who might require special attention in case of a fire. In the case of a fire one of the first things the fire department does is to walk around the building to locate any hazards and to see if there is anyone in need of rescue. Children under the age of 5 are twice as likely to die in a fire because young children are usually very scared when an emergency happens and will sometimes hide. Anything that notifies firefighter or EMS personnel that a child resides in the home is beneficial and can hopefully save a child from death or injury. In order for this program to work there are three rules you need to follow: 1. This program should not take the place of having a home fire escape plan, teaching your children fire safety or having working smoke detectors. 2. Either remove the back and secure the sticker to the outside of the window where your young child sleeps or secure it to the inside of the window so it is visible from the outside. 3. If your child moves to a different room or moves out of the house it is very important that the sticker be removed from the window. It is still important to have working smoke detectors on each floor of your home and a carefully developed home fire escape plan that is practiced regularly. The New Berlin Fire Department would also like to encourage the citizens of New Berlin to do a home fire inspection. You can get information about home fire inspections by going to www.nfpa.org and searching “Home Fire Safety Checklist”. The New Berlin Fire Department will be handing out these stickers at many public events including Safety Saturday and the New Berlin Fire Department Safety Fair. They can also be picked up at the New Berlin Fire Department Administration building located at 16300 West National Avenue.
