Background

 • In my background preparation for the Imbizo Workshop I
   summarized that the September 2008 Registrars’ Workshop agreed
   on the bachelor, diploma & certificate admission routes needed a
   compact of application procedures for alternative admissions not
   covered by the 2008 gazetted matriculation endorsement and
   exemption requirements and the 2009 the NSC HE Admissions
   policy (which has not really been spelt out in application
   requirements!)
 • I referred to the Workshop recommendation that HESA be given a
   mandate to register as from 2010 an agency to take over MB
   functions & statutory legacy and establish an agency to eventually
   administer application for both public and private universities.

New developments since September Workshop

•   MoE informed Executive that Section 74 transitional phase should be terminated as
    from 2011
•   HESA BoD resolved not to initiate Section 74 termination process & requested
    Registrars to advise it on an appropriate transition route
•   5 December 2008 gazette updated senior certificate-based matriculation
    endorsement and non-NSC alternative admission requirements
•   HESA Circulars 1 & 7 of 2009 to Institutional Registrars universities were requested
    to interrogate the revision of the 2002 CTP Policy Guideline adaptations.
•   Following DUT kind offer to go wider within the SA Technology Network, request for
    feedback terminated in anticipation of comprehensive set of minimum admission
    guidelines on basis of proposed new minimum NQF Level 4 higher certificate &
    diploma admission requirements by May 2009.
•   HESA initiated an interim NCV benchmarking process for admission to determine
    minimum admission requirements to higher certificate, diploma and bachelor’s degree
    studies to be dealt with by colleague Abbey

New developments since September Workshop
(cont)
•   February 2009 Umalusi Council resolution not to certify NSCs according to HE
    admission level but NSC reporting format will be retained
•   The Chairperson resolved that this matter be discussed in broader application as it
    affects all registrars calling for an urgent intervention with Umalusi, DoE & CHE
•   Press reports have it that Umalusi recommended to DoE that the 2009 NSC results
    be released early in January 2010 in the interest of the accuracy and reliability of the
    NSC results, something that will be discussed in the presentation from the DoE
    colleague

Implications for 2009 HE intake

• I pointed out that 2009 NSC-admitted students vary according to
  institution as dealt with by Hugh Amoore mindful of –
    – HEQF
    – Legal processes
    – Implementation provisions
    – Transitional provisions
    – Voluntary sector buy-in with 3-tiered alternative admission on
      basis of the NSC on SD-admission basis is needed

Implications for 2010 HE intake

• As from 2010 (wrongly tagged as 2007) HE undergraduate
  admission scene will be cluttered with admission scenarios
  containing –
• senior certificates with/without matriculation endorsement
• New NSC
• Old NSC
• New NCV
• Other alternative admission requirements (including foreign and
  NQF-registered but not CHE-approved qualifications

Implications if no provision is made for minimum
for HE admission requirements

• As a reality test I prepared a number of actual recent case studies of
  applications/enquiries the MB Office had to deal with to practically
  illustrate the need to have such within a HE-based agency –
    1. Application for admission to national diploma studies requiring senior certificate
    2. Random subject selection of subjects of own choice for HE admission
    3. School leaving qualification required for professional registration
    4. Borderline mature age admission cases
    5. Incomplete SA schooling followed by one year UK-based Foundation Year
    6. PHEI BTh admission enquiry from person not qualifying for degree credits
    7. Upgrading of 80+% NSC for someone requiring 4 th designated subject
    8. NSC Life Orientation admission requirement for admission to degree studies
    9. NSC subjects taken with more than one accredited NSC examining authority
    10.Dealing with newly introduced international qualifications
• I won’t bore you with detail now but a summary list will be forwarded
  to you, which will be placed on the web page as well

Other implications for HE sector

• Structured HE sector involvement in national curriculum
  development & and assessment policy
• Facilitating national and international benchmarking of
  disparate qualifications
• Facilitating NSC, NSSC, CIE & Zimsec result databases
• National service to all local and foreign enquirers
• Downgrading of international qualification level based on
  NSC requirements as lowest denominator
