The Regular Meeting of the North Hanover Township Board of Education was held in the multi-
media center (library) in the C.B. Lamb Elementary School located at 46 Schoolhouse Road in
North Hanover Township.

      The Following Members Were Present:                 Charles M. Schroeder, President

     The President called the meeting to order at approximately 7:00 PM and read the following
Open Public Meetings Announcement:

        (a) Posting written notice on the official bulletin boards at Columbia School, Discovery
            School, Atlantis School, Challenger School, McGuire AFB, NJ; Secretary of the
            Board’s Office, Clarence B. Lamb Elementary School, Jacobstown, NJ;
            Superintendent of Schools’ Office, Columbia School, McGuire AFB, NJ; Principal’s
            Office, Clarence B. Lamb Elementary School, Jacobstown, NJ on April 26, 2006.

        (b) Faxed written notice to the New Egypt Press, Burlington County Times on April 26,
            2006.

        (c) Filing written notice with the Clerk of North Hanover Township on April 26, 2006.

        (d) Filing written notice with the members and the secretary of this body.

        (e) Mailing written notice to each person who has requested copies of the Regular
            Meeting Schedule and who has prepaid any charge fixed for such service.

APPROVAL – CLOSED (EXECUTIVE) SESSION

      On a motion by Mr. Sullivan, seconded by Mrs. Bruder, the meeting was recessed into
closed (executive) session at approximately 7:02 PM for the purposes of discussing personnel
and contractual matters; matters discussed to be released upon formal action by the Board.

        The President reconvened the meeting at approximately 7:45 PM and again read the
Open Public Meetings Act announcement and led a salute to the flag and a moment of silence.
During the moment of silence, Mr. Schroeder asked that everyone remember Neil Robson, who
passed away suddenly last evening.

       Mr. Grant moved that the Board Secretary’s and Treasurer of School Monies Reports be

Mr. Ernandes certified that there are sufficient funds available to pay all the bills listed to be paid;

encumbrance or expenditures which in total exceed the line item appropriations of N.J.A.C.
6A:23-2.11(a), and that there are sufficient funds to meet the Board’s obligation for the remainder
of the fiscal year.

After review of the Board Secretary’s and Treasurer’s report, Mrs. Bruder moved, seconded by
Mr. Grant, the certification that no major account of fund has been over-expended in violation of
NJAC 6A23-2.11(b).

Public Hearing on the Report of Violence and Vandalism for the 2005/2006 School Year

       Mr. Schroeder opened the Public Hearings on the Report of Violence and Vandalism for
the 2005/2006 school year and asked Dr. Carson to summarize the report and proceedings.

         Dr. Carson advised that annually the District must file and execute a report on the acts of
violence and/or vandalism which occurred during the school year. Dr. Carson stated that he was
pleased to report that there was only one incident in the 2005/2006 school year, although this
was an increase of 100% over last year. The incident involved vandalism and the young men who
damaged the school were apprehended and paid restitution, Dr. Carson advised. Mr. Sullivan
stated that all school districts should be so lucky.

Mr. Schroeder asked for any comments from the public. Hearing none, Mr. Schroeder asked for a
motion.

APPROVAL – CLOSING OF PUBLIC HEARING AND ACCEPTANCE OF 2005/2006 REPORT
ON VIOLENCE AND VANDALISM

        Mr. Schroeder asked for a motion to close the public hearing and accept the 2005/2006
Report on Violence and Vandalism. Mr. Sullivan moved the closing of the public hearing and
acceptance of the report as presented by Dr. Carson, the Superintendent of Schools.

         Mr. Grant seconded.

Mr. Schroeder then asked Mr. Weitz, of New Road Construction Management, as well as Mr.
Sherman and Mr. Johannessen of Vitetta, to give their report on the status of the construction of
the Upper Elementary School . Mr. Weitz summarized his two (2) page report which was
distributed via email last evening. Mr. Weitz noted that it appears that the HVAC system may be
operational and balanced by the end of October.

When asked by Dr. Carson and Mr. Schroeder, Mr Weitz stated that seven (7) of the nine (9)
tanks for the Wastewater Treatment Plant (WWTP) have been delivered and that once installed
and operational, then the tanks for the C.B. Lamb School will be valved off and connected to the
WWTP.

        When asked by Mr. Sullivan, Mr. Weitz believes that the WWTP will be completed by the
end of November, then it may be inspected by the New Jersey Department of Environmental
Protection.

         When asked by Dr. Carson, Mr. Weitz stated that it may be possible to obtain a
temporary certificate of occupancy for portions of the building if so desired to permit the use of the
auditorium for example. Dr. Carson advised however, that the Board does not want the building
until the punch lists are completed. Mr. Sherman noted that since there is no rush to occupy the
building, there is ample opportunity, therefore, to ensure that the building is punched out. Mr.
Weitz stated that often after a contractor obtains a Certificate of Occupancy the punch lists are
never finished.

         When asked by Mr. Grant, Mr. Weitz advised that many of the leaks in the building are
due to the fact that there is no permanent cap flashing on the walls. An infrared (moisture) scan
will be performed in the near future, Mr. Weitz advised. Mr. Weitz also stated that both the roofing
manufacturer’s representatives and the roofing consultant, thus two (2) sets of eyes, are
examining the roof.

         Mr. Schroeder thanked Mr. Weitz for his report and stated that he is pleased that work is
progressing. Mr Weitz stated that the details on the building are exceptional and the community
will be proud.

       Mr. Schroeder asked for any comments from the public on Items # 13, 14, 15, or 16.
Hearing none, Mr. Schroeder asked for a motion.


        12.      PERSONNEL – Resolution #07-9/26-14

                 Based on the recommendation of the Superintendent, Mr. Sullivan moved that
                 the following personnel action(s) be approved:

                 a.      Emergent Approval of Employee Hiring – N.J.S.A. 18A:6-7.1. et seq.
                         (revised 6/30/98)

                         WHEREAS N.J.S.A. 18A:6-7.1 et seq has been revised and now
                         requires emergent approval to employ an individual prior to receiving
                         criminal history background clearance,

                         BE IT RESOLVED that an application be submitted to the County
                         Superintendent of Schools in accordance with the revised statute,
                         requesting emergent approval of employee hiring for the following
                         individuals for the reasons as indicated:

      13.      INSTRUCTIONAL – Resolution #07-9/26-15

               Based on the recommendation of the Superintendent, Mrs. Bruder moved that

                        One student (JS) from New Hanover Township to attend the morning
                        session of the Preschool Disabled program for the 2006-2007 school
                        year. Tuition and transportation costs to be determined between the
                        districts.

              Dr. Carson noted that last year there were three (3) Title I schools, but this year,
      due to a decline in the number of free and reduced lunch qualified children, the
      Challenger School does not qualify.




                When asked by Mr. Grant, Dr. Carson clarified that Challenger School does not
      qualify as a Title I School due only to the reduction in the number of children who qualify
      for the free and reduced lunch program.

15.   BUILDINGS AND GROUNDS – Resolution #07-9/26-17

                 Based on the recommendation of the Superintendent, Mr. Sullivan moved that
                 the following buildings and grounds action(s) be approved:

                 a.     Approval of Change Order No. 2-08 to the contract with Mastercraft Iron,
                        Inc., the structural steel contractor for the Upper Elementary School
                        project, in the amount of $966.00 for the installation of bearing plates in
                        the auditorium and at stair # 1 to provide additional support, and utilizing
                        the contingency Purchase Order issued at the time of the award of the
                        contract, and resulting in a total adjusted contract cost $1,842,760.23.

                 b.     Approval of Change Order No. 2-09 to the contract with Mastercraft Iron.,
                        Inc. the structural steel contractor for the Upper Elementary School
                        project, in the amount of $4,918.00 to relocate the vertical brace in
                        classroom E20, so as to not to interfere with the entrance door to the
                        classroom, and utilizing the existing contingency Purchase Order issued
                        at the time of the award of the contract, and resulting in a total adjusted
                        total contract cost of $1,847,678.23.

                 c.     Authorizing the purchase of eight (8) Smart Boards and related
                        appurtenances from Presentation Media, Inc. in the amount of
                        $20,665.00 and authorizing the like sum to be appropriated from the
                        Impact Aid Capital (Reserve) Fund.

                 d. Authorizing the sale of an unneeded server (computer), IBM AS400 Model
                    9406/25EOS, and an unneeded dot matrix printer, IBM Model 4230, to the
                    Clementon School District for $1,300.

      Mr. Grant seconded.

              Dr. Carson stated that the smart board is a laptop, projector and screen system
      which the teacher can control at the source itself. Dr. Carson stated that there is a
      Memorial fund for C.B. Lamb Elementary School library, established well before his
      tenure with the District. As a result of the money being available, a smart board has
      already been acquired for the C.B. Lamb School library. Mrs. Miller, the librarian, who
      was in attendance, offered to provide a demonstration of the smart board at the next
      board meeting.

      16.        TRANSPORTATION – Resolution #07-9/26-18

                 Based on the recommendation of the Superintendent, Mrs. Bruder moved that
                 the following transportation action(s) be approved:

                 a.     Joint Transportation Agreement – New Hanover Township B.O.E.

                        Entering into a Joint Transportation Agreement with New Hanover
                        Township Board of Education whereby North Hanover will transport one
                        (1) student from the New Hanover Township School to the Discovery
                        Elementary School for the 2006-2007 school year at a pro-rated cost,
                        effective July 1, 2006.

                 b.     Joint Transportation Agreement – Pemberton Township B.O.E.

                        Entering into a Joint Transportation Agreement with Pemberton
                        Township Board of Education whereby North Hanover will transport two
                        (2) students from the Pemberton Township School to the Y.A.L.E. School
                        Southeast in Voorhees, NJ for the 2006-2007 school year at a pro-rated
                        cost, effective September 25, 2006.

            c.          Addendum to Y.A.L.E. School Southeast Contract with Wolfington
                        Leasing Corp.

                        Increase in Y.A.L.E. School Southeast contract with Wolfington Leasing
                        Corp. to reflect an additional 22 miles at the contract cost of $1.80 per
                        mile for a total increase of $39.60 (cost to be borne by Pemberton
                        Township Board of Education), effective September 25, 2006 bringing
                        the total contract cost per diem to $282.60 (which includes the cost of a
                        bus aide at $49.00 per day).

        Mr. Schroeder asked for any committee reports.

        Mr. Sullivan stated that he asked Mr. Ernandes to copy and distribute the summary of the
                                                                                                 th
minutes of the NJ School Boards Association Legislation Committee meeting of September 9
which summarized the activities of the four (4) joint bi-partisan committees of the Legislature:
Constitutional Convention, Consolidation of shared services, school funding and employer benefit
committees. Mr. Sullivan stated that these committees are expected to conclude their work by the
end of the calendar year.

         Mr. Sullivan further advised that he will be attending on October 7, at Monroe Township
High School, a panel forum discussing consolidated jointed services. Of interest, Mr. Sullivan
stated, that he spoke briefly to the panel moderator for the session, Michael Arron, of New Jersey
Network, who was catching a train in Trenton.

         Dr. Carson advised that he attended a convocation by the Commissioner of Education
today. First, Dr. Carson advised the Commissioner stated that consolidation of school districts
into county school districts is falling by the wayside as unmanageable and too disruptive. The
Commissioner did state that consolidation will be considered for those non operational districts
and for those districts which consist of one building and have less than two hundred (200)
children, Dr. Carson advised.

         Dr. Carson further advised that at the convocation, the Commissioner stated that a new
state aid funding formula will be unveiled for this upcoming school year, a formula which will close
the disparities. Dr. Carson further stated that the Commissioner admitted that it may take two (2)
years to fully implement this funding formula. Mr. Sullivan stated that by disparities, did the
Commissioner refer to the Abbott District funding. Dr. Carson stated that the Commissioner did
not specifically mention the Abbott District funding.

       Dr. Carson further advised that also at the convocation the Commissioner mentioned that
there may be revisions to the Core Curriculum Content Standards.

         The Commissioner further announced, Dr. Carson stated, that although testing is here to
stay, the essay portion may be administered in January while the multiple choice will continue to
be administered in March, so as to allow more sufficient time to score the essay portion.

         Dr. Carson further advised that the Commissioner discussed the statewide student data
base all schools must develop and maintain. This data base will contain forty-two (42) pieces of
information on a child including, as one Superintendent from an Abbott District advised, for
example, whether the child was ever exposed to lead poisoning and what health insurance
company, if any, covers the child, Dr. Carson stated.

         Dr. Carson further stated that as he discussed at the September 5 Convocation, the staff
survey revealed that a majority of those who responded believe there is a feeling that there is a
lack of information dissemination. Therefore, in response to that, Dr. Carson advised
that he is forming a Key Communicators Program and will identify key individuals both on Base,
such as the Base Chaplain and Family Services, as well as in the community, such as the Mayor
and recreation officials. When asked by Mr. Schroeder, Dr. Carson stated that he will develop this
program and may encourage the administrators to nominate faculty members to serve on the
panel.

When asked by Mr. Sullivan, Dr. Carson stated that the data base he discussed earlier this
evening requires the schools to develop the data base by asking the parents to furnish the
information about their child (ren). Mr. Sullivan commented that this appears to be another
example of a loss of privacy.

          Dr. Carson and Mr. Ernandes reported that they had been contacted by Pete Bruder who
requested the use of the use of the Board property which contains soccer fields maintained by the
Township for the Midlands Soccer tournament to held on the weekend of November 18/19. Dr.
Carson advised that Mr. Bruder informed him that for the past number of years the tournament
was held on Fort Dix, but due to security issues it has been difficult to continue the tournament at
Fort Dix. Dr. Carson and Mr. Ernandes stated that Mr. Bruder advised that he has obtained
approval from the Township to utilize the fields. Mr. Ernandes also advised that he will obtain the
necessary certificate of insurance from Mr. Bruder from the Midlands Soccer Association naming
the Board of Education as an additional insured. There was a consensus that the fields could be
utilized for the tournament as requested.

       Mr. Schroeder read a letter he received from Dr. Harris expressing appreciation to the
Board and the administration for the clock she received upon her retirement.

        Mr. Schroeder asked for any comments from the public.

        Miss Fluet, a member of the faculty, pointed out a typographical error on the agenda, in
#14, the assignment of Title I teachers, which was corrected.

        When asked by Mrs. Gibson, a member of the faculty and President of the North Hanover
Township Education Association, Dr. Carson stated that there is a pay differential for para-
professionals based upon the job and duties they perform.

Mrs. Bruder, seconded by Mr. Grant at approximately 8:30 PM.
