RFP No: P&S/ 606/2008 Date: 23 May 08 REQUEST FOR PROPOSAL (RFP) FOR PROVIDING EX-SERVICEMEN (ESM) ON CONTRACT BASIS TO SECURITIES & EXCHANGE BOARD OF INDIA (SEBI) 1. SEBI is a statutory regulatory body located in Mumbai established under SEBI Act, 1992, an Act passed by the Parliament. SEBI is the central regulatory authority to protect the interest of the investors in securities market and to promote development of and to regulate securities market. 2. RFP are invited from registered agencies/ companies for providing ESM on contract basis at Head Office of SEBI, Mumbai for 12 hours shift: Ser (a) Category Shift – in – Charge and Liaison Officer Usherers Baggage Inspectors CCTV Operators Data Analyst for CCTV Rank Structure Junior Commissioned Officer ‘JCO’ (General Duty). Required 03 (b) (c) (d) (e) Non Commissioned Officer ‘NCO’ (General Duty). NCO (General Duty/ Technical) with proficiency in computer. NCO or equivalent (General Duty/ Technical) with proficiency in computer. NCO or equivalent (General Duty/ Technical) with proficiency in computer and preferably intelligence background. 16 05 03 02 3. The role of contractual staff will be as follows: (a) Shift – in – Charge and Liaison Officer. (i) Act as Shift-In-Charge. (ii) Act as Liaison Officer to visiting dignitaries. (iii) Maintenance of shift records. (iv) Fire fighting / disaster management. (v) Any other responsibilities assigned. (b) Usherers. (i) Act as facilitator on the floor. (ii) Attend to visitors. (iii) Prevention of losses on the assigned floor. (iv) Oversee general upkeep. (v) Fire fighting / disaster management. (vi) Any other responsibilities assigned. (c) Baggage Inspectors using X-BIS. (i) Baggage screening. (ii) Any other responsibilities assigned. (d) CCTV Operator. (i) Operate CCTV and other surveillance systems installed. (ii) Real time passage of information to the Shift in-Charge. (iii) Maintenance of daily records of CCTV. (iv) Activation of access control cards etc. (v) Generation of various reports. (iii) Operate PA system. (iv) Generate Daily Surveillance Report. (v) Any other responsibilities assigned. 4. The personnel should meet the following criteria:(a) The minimum height should be 165 cms. (b) The age should not be more than 45 years in case of JCOs and 40 years in case of NCOs. (c) Vision of the personnel should be 6/6 without glasses. (d) Medical category of the personnel should be SHAPE – 1. 5. Only those agencies/ companies providing ESM and fulfilling the following criteria shall be considered with documentary evidence in support:(a) The agency / company must be registered under Provident Fund Act, ESIC Act and Shops and Establishment Act. (b) The agency / company should have been providing personnel for such role for at least five years (c) The agency/ company should have preferably deployed a reasonable number of ESM personnel in reputed organizations in the past. (d) The agency / company should undertake to attire the ESM personnel in safari suit as per SEBI guidelines. (e) The agency / company should have arrangement to provide paid dormitory accommodation to the personnel in the vicinity of SEBI, Mumbai. (f) The agency / company should provide leave relief if the strength falls below 26 personnel. (g) The agency/ company should provide the requisite ESM personnel within 30 days of signing of the agreement. 6. The SEBI shall provide Lunch Allowance of Rs 500 per head per month and 50% of the cost of the approved attire in addition to the approved salary. 7. The interested agencies/ companies may submit their proposals and draft contract agreement containing information about themselves and the salary structure for each category mentioned at Para 2 above in the attached Appendix. The same may be submitted at the under mentioned address with ‘RFP-ESM’ written in red on envelope within 21 days of the advertisement appearing in the newspapers. Each page of the RFP and the attached documents shall be duly signed by the applicant or their authorized representatives. 8. RFP not received in the prescribed manner will be summarily rejected. The Board reserves the right to reject any or all the RFP without assigning any reason thereof. 9. No costs incurred by the applicant in applying, in providing necessary clarifications or attending discussions, conferences or site visits will be reimbursed by the SEBI.
