ANNOUNCEMENT OF VACANCY Personnel Services, East Lansing Public Schools 509 Burcham Drive, East Lansing, MI 48823 (517)333-7420 Fax (517)333-7470 May 30, 2002 POSITION: Director of Finance LOCATION: Central Office WORK YEAR: 12 Month REPORTS TO: Superintendent POSITION DESCRIPTION: The Director of Finance provides leadership and direction in the management of the district's operations of the Business Office and Technology departments. This includes the functions of; accounting, budgeting, payroll, fringe benefits, pupil accounting and data services. The Director reports directly to the Superintendent. ESSENTIAL JOB FUNCTIONS: 1. Oversees the district's budget planning and preparation process. Prepares the annual budget for submission to the School Board. Presents financial information and analyses to members of the Board and other school administrators. 2. Manages the district's cash flow analyzing revenues and expenditures. Projects the cash needs of the district. 3. Hires, supervises, trains and evaluates the work of the business office staff. 4. Directs the district's accounting function to assure adequate accounting procedures and controls for all school funds; recommends new methods and procedures as appropriate. 5. Oversees the payroll function assuring the timely processing of payroll, payroll taxes, deductions and record keeping. 6. Administers the district's insurance programs. Analyzes insurance coverage to assure adequate coverage levels to protect the assets and personnel of the district. Arranges for periodic review of premiums and coverage. Works closely with insurance companies to process claims, when necessary. 7. Administers the district's student admissions policies communicating with parents and building administers. Assures accurate and timely pupil accounting and record keeping. 8. Administers the Schools of Choice process and record keeping. 9. Administers the district's purchasing function. Develops and maintains policies and procedures for district purchasing and ensures that appropriate procedures are followed for requisitioning, distributing, and storing supplies, equipment and other district property. 10. Prepares and oversees the preparation of the District financial reports. Ensures that report formats meet all State, local and district report requirements. 11. Provides guidance and technical counsel to administrators and the Board related to budget and financial matters. 12. Coordinates the external audit of the district working closely with external auditors to facilitate their work. 13. Manages and monitors the budgeting, distribution, record keeping and reporting of grant monies; assures compliance with grant requirements. 14. Maintains current knowledge of proposed legislation which may affect school finances; communicates and interprets same to others. 15. Provides inservice training for building administrators, support staff and others on finance functions as requested. OTHER RESPONSIBILITIES: 1. Participates in the negotiation process, contract implementation and acts as resource for financial analysis of all negotiations. 2. Provides administrative oversight and management of the Technology department. 3. Other duties may be assigned by the superintendent. EDUCATION, EXPERIENCE AND SKILLS REQUIRED: 1. Bachelor's degree in accounting, finance or related field. Prefer certification as Public Accountant. 2. Master's degree in education administration, personnel, finance or related field. 3. A minimum of five years experience as an administrator in a K-12 school district, accounting management or equivalent. Governmental/school district accounting or auditing experience highly desirable. 4. High level of interpersonal skills to communicate verbally and in writing to a wide variety of audiences. 5. Demonstrated strong computer skills including, knowledge of various spreadsheet, word processing and other software packages. 6. Experience in labor relations, negotiation process and contract implementation. 7. Eligible for State of Michigan Chief School Business Official Certification. 8. Extensive knowledge of laws, rules and regulations governing school finance.
