Bucks County Judge John Rufe issued his ruling in the case of 47-year old Rimma Shvartsman on Wednesday, the day before the one year anniversary of x the death of 2- year -old Daniel Slutsky. Pete Danchak, the regional president of PNC Bank for Northeast Pennsylvania, is supporting an educational cause he believes is so powerful it could literally reshape the state's workforce. Danchak has become a member of Pennsylvania's Early Learning Commission. The group, created by Gov. Ed Rendell, is seeking to both broaden and improve the quality of early childhood education offered to x Pennsylvania's preschool children. What comes to mind when you think of a "wise investment in the future"? Would it surprise you that one of the best financial investments a community can make is early childhood education? Pennsylvania's early education programs, such as Pennsylvania Pre-K Counts, Keystone STARS, Child Care Works, Early Intervention, Nurse Family Partnership, Parent Child Home Program and Head Start are preparing x our young children for school, but more children need access. Early Head Start services soon will be available in some neighborhoods of southern, northern, and western Allegheny County because of a $720,000 federal stimulus grant received by the Allegheny Intermediate x Unit. The Department of Public Welfare needlessly held onto $60.1 million in federal economic stimulus dollars for an entire year, Auditor General Jack Wagner said Thursday. The money could have been getting spent on public childcare services but instead DPW opted to sit on funds for a x year wtihout sufficient reasons, Wagner said in a press release. Scores of small-scale day care providers who keep kids in residential properties in Harrisburg will not have to place automatic water sprinklers in their homes under an ordinance approved by city council tonight and expected to be signed by Mayor Linda Thompson. The ordinance deletes an existing city code requirement requiring all child day cares to x have automatic sprinklers installed. They aren't the kind of stars that get recognized on the street, but in a child's life, they can be the brightest of all. Tuesday was their night to shine. Child care providers from around the Wyoming Valley particpating in the Keystone Stars and Success by 6 early childhood education initiatives were honored by the United Way of of the Wyoming x Valley during a dinner at Mohegan Sun at Poconos Downs. Ground was broken on Wednesday at the Wyalusing Valley Children's Center, Inc. for the construction of a 6,000-square-foot addition to the facility. According to owner Robyn Keeney, the addition will house two new toddler classrooms at the facility. The additional space provided by the expansion project will allow the center to expand its daily attendance x of children from 90-112 Keeny said. Recently, members of the Keystone Babies class at Children's Aid Society went on a field trip to Rebecca Park, where they had a picnic- style snack and were able to run, play, and have many hands-on x experiences with nature including exploring a tree and its roots. Q- I've been looking into chld care options and I was wondering if you could tell me why some programs belong to "Keystone STARS" and some do not? Is this something important to consider in choosing the best child care program? A- When searching for an early care and x education program or childcare, it is important to consider..... In 1962, Michigan school pyschologist David Weikart conducted a study that would change the perception of preschool. He wanted to know whether early childhood education affected the school failure rate for socially and economically disadvantaged children. His study divided 128 high-risk 3 and 4 year-olds into two groups. One group received a high- quality preshcool experience and the other didn't attend preschool. Weikart tracked both groups through age 40, and the results suprised x even the researchers. Midland's $2.3 million early childhood center on the site of the former high school football field is nearing completion and expected to open a 4- year-olds kindergarten by Sept. 1. Midland School District partnered with the National Network of Digital Schools, Lincoln Park Performing Arts Charter School and Wee Care day care in Midland to build the two- x story building on 13th street. Andrea Zayas of Williamsport had to hold her breath hoping child care would become available to her children so she could work. According to Zayas, the cost was too expensive to place her children in child care. With two children at the time, there was no way she could afford the x cost. Getting 3 and 4- year old children on the right path is even more important that almost anyone thought. Good grades? Good behavior? Eating right and exercising? All matters of national security. At least 75 percent of Americans ages 17 to 24 are ineligible for military service because of factors such as criminal records, poor academics and shabby physical fitness, Pentagon officials say. Among Pittsburghers, x 80 percent to 90 percent don't qualify. Some of the 17 Beaver County Head Start workers laid off earlier this year due to unexpected financial concerns will remain furloughed a little longer than expected, agency officials said Tuesday. Thankfully, this same article identified what is at stake if education, especially early education--an important tool in the fight against crime and increasing x prison populations- is cut. Franklin D. Roosevelt once said "the school is the last expenditure upon which America should be willing to economize." Today, we face economic challenges not seen since President Roosevelt uttered those words, but our commitment to education remains steadfast. This year, in the face of a state revenue shortfall of more than $1 billion, our recently enacted General Fund budget increased our basic education subsidy by x $250 million. Reading's manufacturing base is a shadow of its former self, and as a result, the poverty rate has skyrocketed. To combat the problem, social services agenices and the state governmnet pour millions of dollars into Reading for a temporary lifeline. Food stamps, cash assistance and health insurance are meant to provide a hand during tough times. But one expert believes the true solution lies in better x education. The begnning of September signals the beginning of two annual fall rites; The start of school year and the official campagin season. Parents rush around to get children ready for school and candidates put the finishing touches on stump speeches. Although these activities may seem to have littel in common they are, in fact, closely related. The people we elect this fall- a new governor, U.S. senator and members of the state Legislature-- will have considerable influence over the next x generation and the future of our democracy. Oil City council took the first step Monday in paving the way for Child Development Centers Inc. to construct a $1.1 million pre-school and child care center on a parcel within the former Oil City Hospital lot off x East Bissell Avenue. The Harrisburg School District might be faced with cutting extras that feel like essentials in most other school districts in an effort to close its latest budget hole. Faced with a $6.8 million gap caused by last month's failure to win anticipated grant funding, district Operating Officer Shawn Farr proposed a Draconian series cuts Monday that would include elimination of kindergarten and prekindergarten classes and all sports teams, and drastically condense the district's vocational school x into four courses. Chanel Jackson had already made up her mind. The 29-year old mother had planned to mover her family out of the city before she heard Monday's news that the Harrisburg School District was proposing that full-day kindergarten be scaled back to a half-day in January and that kindergarten and prekindergarten would be dropped altogether for the x 2011-12 school year. Harrisburg school officials must make difficult decisions in the coming weeks to close a $6.8 million deficit. But the proposal to eliminate kindergarten and pre-K programs by next year would be diastrous. It's the last thing the district should be cutting. According to almost all educational studies, early childhood education programs are among the most important a district can offer, especially when families do not have x good alternatives. The Lemoyne Multicultural Community Center, which ushered in the social service agency that gave it the country's first Head Start program, is about to come full circle. On Wednesday, while heavy equipment rumbled outside, state, local and community officials inside the center x held a groundbreaking ceremony for three new Head Start classrooms. There are 640 children enroled in the Head Start and Pre-K Counts programs in Berks but more than half as many prospective students remain on waiting lists, the program's grantee director has told Berks Community Action Program board. Alice V. Natera said Tuesday that x there are on 360 children on the waiting lists, up from 299 a month ago. If children are the future, the city of Harrisburg is in serious trouble. The Associated Press reports school administrators in Pennsylvania's capital are considering eliminating kindergarten, pre-K and sports x entirely to close a $6.8 million hold in the district's budget next year. We have a little man in our family who graduated in June from what I call 4- year old kindergarten and he calls pre-K. Whatever you call it, the half-day program was designed to prepare him for the full day kindergarten class he attends this year. As I mentioned a couple of weeks ago, I'm no educator. I'm just a mom and grandma who, over the x years, has found herself up close and personal with a slew of kids. Toddlers and infants-- notorious for turning any object into a snack -- won't have as much of a buffet to choose from in the outdoor plays spaces at Pennsylvania chid care facilities anymore. A two-year grandfathering period is up Wednesday for child care facilieis to comply with state regulations the U.S Consumer Prodcut Safety Commission recommended, stating that toddlers and infants are not permitted to play in areas containing ground cover, such as wood chips or pea gravel, x that is less than 1 inch in diameter. District Attorney Seth Williams and Police Commissioner Charles Ramsey went to preschool yesterday. Aside from instituting tougher "time out" rules, the crimefighters, stressed the need for prioritizing early education programs as Pennsylvania awaits its next governor, and as Congress considers reauthorizing the questionable No Child Left Behind x Act. City residents had their say on the Harrisburg School District's budget crisis Monday, and if the voice of the people means anything, school directors will be hard-pressed to close a $6.8 million budget hole by cutting early-childhood education or sports. Speaker after emotional speaker in a packed Harrisburg High School adutiorium implored the board to look in other directions as it tries to balance a budget fromt he wreckage of rejecte grant requests that failed to meet the district's x revenue targets. By the time the district attorney and police commissioner arrived on the scene, confusioon and chaos had given way to an almost eerie calm. It was nap time at Children's Village Child Care Center. Aside from the occasional whining often associated with the start of nap time, nothing had happened, certainly nothing that would prompt an intervention by Commissioner Charles Ramsey and D.A Seth Williams. They were there to make a point: If there were more "high quality" pre-k programs like Children's Village, they said, there would be fewer crimes to solve x and fewer criminals to prosecute. The $4.8 million Child Development Center will be showcased from 9 a.m. to 5 p.m. Wednesday at Letterkenny Army Depot. The Center has space for 144 preschool children and will serve soldiers and civilians and contractors working for the Department of Defense and their x families. I am appalled that the idea of getting rid of pre-K and kindergarten was even considered by the Harrisburg School District. I am a native of New Cumberland, currently on the front line battling the achievement gap in rural Louisiana teaching pre-K special education. It is crazy to think that getting rid of these two crucial grades is the answer to an issue with the x budget in a school that is not meeting standards. Do away with pre-K, kindegarten and sports in the Harrisburg School District? Has chief operating officer Shawn Farr completely lost his marbles? My vote is yes. I have some experience with the district. I was elected to the school board in 2001 and 2005. While my role was limited as the district was under mayoral control during that time, the votes i cast to approve the budget, which expanded pre-K and kindergarten and to finally build a field house for basketball and a top-flight football x field, were among the proudest I cast. A new report by Pennsylvania's Pre-K Counts suggests that a proper pre-school education can play a role in reducing criminal behavior later in life. Philadelphia's Police Commissioner Charles Ramsey along ith the city's District Attorney Seth Williams highlighted the report's finding Monday in front of a child care center. A place Williams suggest is x wheire crime prevention should begin. Q- I heard about Pennsylvania's Promise Month from my son's daycare. What is it and how can we participate? A- Just as there is a national "Week of the Young Child" in April, our state has designated October as a special time to celebrate all child care programs that deliver high quality care for young children. Through public-service announcements on radio and TV and through local events, Smart Start-Centre County is celebrating Pennsylvania's Promise Month and asking parents, grandparents and members of the community to join together in x supporting the pursuit of excellence in caring for young children. The refusal last spring by the Complanter Township Zoning Board to allow a new Child Development Centers project on Summit Street has been overturned by Venango County Judge Robert Byer. The decision, coupled with the child care organization's new interest in a parcel at the old Oil City hospital site has put Child Development Centers in a quandary as to where it may locate a new $1.1 million facility. The x center will serve 100 children and employ 15 people. A Pennsylvania House panel has approved legislation that would require family daycare homes to have liability insurance as a condition of state certiciation. Senate Bill 59 would also require family providers to disclose to parents their record with the Department of Public Welfare x prior to a child's enrollment. PA Partnerships for Children (PPC) today released its 2010 School Readiness report which details how well Pennsylvania is doing preparing its youngest children for school. According to the report-- which features well-being indicators such as access to pre-kindergarten and high- quality child care, health insurance coverage and early x intervention-- Pennsylvania lost ground on six of 16 measures. When hundreds of volunteers showed up to transform an empty Braddock Avenue lot into a safe chidren's play space last week, many believed they were building more than just monkey bars and sliding x doors. Tyler Hunter and Christian Jackson say they've seen a lot in the years they spend in a Harrisburgh School District elementary classroom. Fights routinely broke out. Teachers shut down when rooms of 30 to x 40 students got out of control. Homework was handed out in spurts. The Daniel Boone School Board voted 6-2 Monday to seek authorization from the state Department of Education to cut Kindergarten classes to half day from full day next year if needed to x balance the budget. Democrat Dan Onorato said without hundreds of millions more annually in state funding public schools, children were being doomed to dimmer futures, and major property tax bills were being offlaoded local districts. His Republican gubernatorial opponent, Tom Corbett, responded that state spending had to be cut, and that means an end x to annual increases of hundreds of millions in funds for public schools. The Pennsylvania Partnerships for Children, PPC, released a study Wednesday that looked at how well- prepared children are for school when they come of age in the commonwealth. The study looked at such factors as low-income families, insurance, subsidies for children x and eduation level of mothers. Child Development Centers has earned an additional $50,000 grant from the state and is using the funds to open one of its infant-toddler programs to more local families. CDC also has been granted another year of funding- almost $157,000- for an after-school academic enrichment program that has earned x high marks from the state. The Harrisburg School District is continuing to prepare for the elimination of pre- K programs and kindergarten. Nothing could be more contrary to the public's wishes. Nothing could be more shortsighted. While the school board has not made a final decision on cutting early childhood education, school staff recently received a letter from the district operating office Shawn Farr telling them to x prepare for cuts. Step into an Early Head Start classroom at the Bald Eagle Court and one thing immediately becomes clear: from the entranceway where visitors are required to take off their shoes to the pint -sized tables where snack time takes place to x the fingerpaint art adroning the walls, children are the main focus here. A Blair County group is attempting to raise awarness of the importance of early childhood education and care. The Community Engagement Group of Blair County is hosting an informational and activity fair Saturday at the Altoona Area Public Library to celebrate Pennsylvania's Promise for Children Month in x October. The most recent figures of the Program Reach and Risk Assessment from the Office of Child Development and Early Learning state, 7,157 children in Blair County are under the age of 5. Of these children, 20 percent live below the x poverty level, while 46 percent live in low-income households. In preschool academic readiness for Kindegarten often measured in terms of how well a youngster can grasp basic concepts like counting and identifying shapes, letters and colors. But how a child handles play time is another x important marker, educators contend. Included among the many banners worn by October is the Pennsylvania Promise for Children campaign designating the month as Pennsylvania's Promise for Children Month. The intent is to provide an opportunity to recognize the importance of quality early learning opportunities for young children and celebrate the families, teachers and leaders that help our youngsters reach their x promise every day. Both candidates have pledged to at least double early childhood state education funding in their first term. But Ornorato, the Alleghney County executive, talks more about this than Corbett, the state attorney general. At their first debate, Corbett listed this as one of the expensive promises Onorato has made and x could not afford without a tax hike. According to the March of Dimes, about one in every 12 babies in the United States is born with low birth weight. Locally in Blue Cross of Northeastern Pennsylvania's service area, eight percent of all births in 2008 were low birth weights. These babies are at increased risk for serious health problems as newborns and for lasting disabilities, but there are steps women can take during x pregnancy to reduce their risk of unhealthy birth outcomes. At the beginning of MSNBC's weeklong Education Nation Summit, educators deliberated the state of American education and the many challenges affecting the nation's schools. As Pennsylvania prepares for a new governor, two key issues confront our state: making sure our children are ready to compete in a global economy and seeing that every tax dollar dollar invested in an austere budget produces significiant returns. The Pennsylvania Department of Education today released a year-end report showing that Pennsylvania Pre-K Counts spent $86.4 million on early learning programs serviing nearly 12,000 at-risk children ages 3 and 4 in school districts, x Head Start, chid care centers and nursery schools in 62 counties in 2009-10. As Harrisburg continues to face budget troubles, now is the time to remember that investing in children's x quality early education is a smart investment in our future. As the election for governor heats up, the gubernatorial candidates have plenty to say about taxes, spending and each other. The commonwealth's continuing investment in early childhood education is providing a strong foundation for young children to start school ready to learn and boosting the academic success of at risk children, according to the Pennsylvania Pre-K Counts year-end report released today by acting Education x Secretary Thomas E. Gluck. Teacher education programs are changing to accomadate new models of education that link pre-k, kindergarten, and the early grades, according to a new study from Pennsylvania State Univeristy. But faculty members report tensions between early childhood and elementary teacher education programs- much like the tensions that sometimes exist between preschool and elementary school x programs- making the transformation all the more challenging. Four Cornplanter Township residents in an uproar over a proposal to build a $1.1 million child care and pre-school center in their neighborhood are not taking no for an answer. Last month, Venango County Judge Robert Boyer overturned a ruling by the township zoning board that had nixed a plan by the Child x Development Centers Inc. to build a new facility on Summit Street. When it comes to making sure students are ready for school, research shows that Pre-K Counts. On Tuesdy, Pennsylvanians will elect a new governor. This new administration will bring various policy changes that affect residents of the Keystone State, including all of us in Erie County. We at United Way of Erie County urge the gubernatorial candidates to utilize some of the remaining discussion to address five areas critical to advancing the common good. The First is early childhood education. The benefits of early education have been proven in countless x studies. Nurse visitation programs after the birth of a child can help reduce repeat pregnancies in high-risk women, particularly teens and women living in rural areas, according to a study published in the Archives of Pediatrics and Adolescent Medicine…The researchers assessed the Nurse Family Partnership-- which serves more than 20,000 families annually in 31 states--focusing on the x program's implementation across Pennsylvania from 2000 through 2007. After a three year implantation period, home visits by nurses to high-risk, mothers appear to increase their likelihood of waiting at least two years to have a second child, according to a report posted online today that will appear in the x March 2011 print of Archives ofPediatrics and Adolescent Medicine. Debbie Kennedy once was a simple mother of five, living in what she calls "survival mode," relying on welfare and food stamps to get by. She was a high school dropout with very little self-confidence and was more focused on making it through the day than in planning out a future for herself and her children. x Then, she discovered Head Start. The district's proposed preschool and day care would be geared toward giving low-income students an early start, and helping high school students earn child care certification. To give its needier students a head start on grade school, the Upper Moreland School District is working out the details of a proposed new preschool and day care geared toward 4-year-olds whose families might x otherwise struggle to afford it. Child Development Centers has started construction of a new building that will make room for more children in Franklin and creat several jobs. Demand for child care and early childhood educaiton remains strong locally, and CDC needs the new preschool facility to accomodate families that are on its lengthy waiting x lists, according to executive director Rina Nerlich. Children in Pike County are at moderate-low risk of school failure according to a new state report. There are 2,505 children under age five in the county. Of those, 64.9 percent live in economically at risk households, making them more likely to have poor nutrition, chronic health problems, and difficulty in school, according to the Office of Child Development and Early Learning's 2009-2010 x Program Reach and Risk Assessment Report. As the elected prosecutors of Philadelphia and Montgomery County, we believe that dangerous criminals must be locked up and held accountable for their actions; however, with state and local prison overcrowding and corrections costs significantly rising each year, it is obvious that we must do more to prevent crime and violence before it happens. We believe that support for early childhood education programs is one of the smartest investments we can make not only for educating our kids but also for improving public safety and reducing x short and long term costs for taxpayers. Erie school students face the highest risk of failing of any students in the state, according to the state Office of Child Development of Early Learning. Erie was ranked at the highest risk of any urban area in the sate in the 2009- Program x Reach and Risk Assessment Report. Volunteers with United Way of Franklin County are working to get early returns from the annual campaign to gauge contributions from area businesses. "The campaign is coming in earlier than normal, but not higher," Executive Director Amy Hicks said. "There are few companies that are up, but there are al ot of x companies that are down." Some Blair County children are waiting to learn. How many are on wait lists to snag a subsidized spot with a variety of early childhood education providers is difficult to track because one child could end up on several lists as parents try to find vacancy, Parent- Child Home Program Assistant Amber Temple said x Thursday. The U.S. Department of Health and Human Services' Substance Abuse & Mental Health Sertvices Administration (SAMHSA) hs named Private/Public Ventures, the implementation partner of Nurse-Family Partnership in Pennsylvania, x recipient of its 2010 SAMHSA Science and Service Award A daycare owner and her daughter have each been sentenced to a year probation in the death of a 10-month-old baby in their care. Forty-nine-year old Loretta Bray pleaded no contest Monday to endangering the welfare of children. x Her daughter, Ashley Swann, 22, pleaded guilty to the same charge. A recent business report places in Erie in the bottom half of rankings for the country's "Brainiest Bastions." The online business journal Portfolio.com used U.S Census data to rank 200 cities. Erie clocked in at 143rd when measured with those cities. Erie Together, the community effort to reduce Erie's high poverty rate, has named improved access to quality early childhood education programs x as one of its four priorities for action. Waynesboro Day Care Center recently was recertified as a 4- Star Keystone STARS day care center. Keystone STARS, according to their website (pakeys.org), is an initiative of the Pennsylvania Office of Child Development and Early Learning to improve, support and recognize the continuous quality improvement x efforts of early learning programs in Pennsylvania. Could this be the best of times? It's challenging to find any good news lately; consumer confidence is at an all time low since the Great Depression; statewide unemployment remains at 9.8 percent; housing starts are limping along…the x worst of times. We hope. This month, the test scores of Chinese students sent another shock wave through a zeitgeist already obsessed with national decline: Are they getting ahead of us in everything? Will China rule the world in 30 years? Is the United x States destined to a future of limited horizons and lowered expectations? The owner of an Aspers day care, who employed a man who recently pleaded guilty to molesting six girls at the facility, has been charged criminally for allegedly failing to report the abuse. A preliminary hearing is set for today in x Adams County Central Court for Bonnies S. Bretzman, 45, of Aspers. The case against an Aspers day care owner, who is charged with failing to report sexual abuse an employee committed against children, will go to trial, despite her argument that she did not learn of some abuse until an investigation had x already begun. The Greencastle Senior Activity Center, along with the help from another county agency, the Franklin County Early Childhood and Education Community Engagement Program, we had a very successful Grandparent's Day. This program is funded by the Office of Early Child Development and Learning. They do a lot of x community outreach and offer many resources to families.
