                                   Administrative Experience

Associate Dean (February, 2008 through current)
   College of Education
   Northern Illinois University (DeKalb, Illinois)
        Responsibilities include: technology, research, faculty innovation and facilities management.
        Budgeting and fiscal management of the college Learning Center and Technology Support
        divisions; and supervising and evaluating professional and clerical staff assigned to these
        divisions. In consultation with the Dean duties also include: providing academic and budgetary
        oversight of the college in the Dean’s absence; coordinating work with the Associate Dean for
        Curriculum, and other Directors and Department Chairs; stimulating faculty efforts scholarly
        research (including seeking external funding); oversight of college physical space and facilities;
        implementation of new systems for information storage and retrieval (e.g., on-line course
        evaluations, faculty productivity reporting, PeopleSoft system queries, space utilization); and
        represent the college in university and external forums on any of the above issues.

        and sabbatical (and working with the Department Personnel Committee in the execution of these

        Responsibilities included: fiscal management of department resources; course and instructor

        computer equipment); hiring, supervising and evaluating instructors and other staff; developing
        new courses and program; recruiting new students and cohorts, and advising students.

Administrative Highlights
Since becoming Associate Dean for the College I have implemented several new efforts at improving
efficiency for faculty and staff. Through my efforts the College led the university in contracting with
Digital Measures to provide both on-line student evaluation of courses (their “Course Response” product)
as well as improved storage and reporting of faculty work efforts and accomplishments (their “Faculty
Activity” product). Our Technology Services group expanded from only supporting Windows-based

machines to supporting Windows, Apple (Mac OSX), and Linux computer systems. Our web site has
become more interactive, and faculty now have the opportunity to incorporate blogs, wikis, and podcasts
in their teaching, research and service. I oversaw the development of an on-line orientation program for
new part-time instructors, and worked as a part of the team to create NIU’s first fully on-line Master’s
degree program (slated to start in January, 2010). I have also improved our use of information from
various university data systems by both creating new queries and reports, and working with university
officials to improve those systems, to better meet the management needs within the College. I have also
had the pleasure of serving for the Dean at meetings and functions he has not been able to attend.

As Chair of the ETRA department I worked to improve the facilities, resources, programs and funding
available to the ETRA department. I was instrumental in pioneering two new systems for funding off-
campus programming (“Tuition Sharing”), which was quite successful but discontinued after a few years;
and “Added Fee”, which provides resources for higher cost programs in select geographic areas. I created
the Student History and Record Keeping (SHARK) computer program, initially used just in ETRA then
expanded as a server application to all departments in the college to assist with specific data processing
needs. I secured the funding, planned, and oversaw major renovations to the department’s physical
spaces, resulting in the establishment of five dedicated classroom-laboratories over 140 state-of-the-art
computers, laser and color printers, and numerous digital cameras and camcorders. These renovations
have continued through the departmental office and many of the faculty offices and common work spaces.
Department software titles have also been expanded and updated to the latest editions, and budgetary
structures (including course fees) put in place for ongoing periodic placements. During 2004/5 I led the
department through a revision of our Department Handbook, resulting in a reduction in the number of
standing committees (nine to four) and a streamlining of structures, meetings and procedures.

At the Balin Institute of Technology I was responsible for expanding the Department of Computer
Services and Instruction. This department provided instruction in computer programming and various
applications, in addition to computer system for the entire Institute. I oversaw the purchase and
installation of several Prime mini-computers (including the construction of the central computer room and
associated facilities, cabling and networking, and over 70 workstations and printers. My responsibilities
also included ensuring that the department’s curriculum was kept up to date and that students were
meeting designed learning standards. I also created custom software applications for maintaining the
institute’s student academic records, handling certain aspects of the accounts receivable process, and for
developing and implementing technology-related general office policies and procedures.

             development of personal safety in individual and partner practice, and on an individual
             progression in mastering specific Aikido methods.

             Provides teachers and administrators with appropriate information to evaluate and
             infuse microcomputers and software into an educational environment. Includes:
             Windows 98; word processing for graduate students (format styles, tables, and figures),
             presentation software; OCR, OMR, and graphical scanning and manipulation; using
             the Internet for e–mail, library searches, and the world wide web; and purchase,
             maintenance, and upgrade decision making.
EAF402 – Administrative Applications of Microcomputers in Schools
             Development of microcomputer skills for solving administrative problems;
             applications using word processing, spreadsheet analysis, data base systems, data
             analysis, and graphics. Includes: advanced operating system components; multi–page

             An overview of the nature and processes of educational research. Includes: a review of
             ways of philosophical orientations and ways of knowing, an introduction to qualitative
             and quantitative research methods and data analysis techniques; research and writing a
             literature review; research ethics (including the IRB); and statistical computing.
EAF415 – Qualitative Research in Educational Settings
             The development of the necessary knowledge and skills for applying qualitative
             techniques of investigation to the research of educational problems. Includes: an
             overview of qualitative perspectives, observational methods, interviewing techniques,
             the analysis of documents and other artifacts, qualitative data analysis (including an

Teaching Highlights
At Northern Illinois University I have provided instruction both on and off campus through regular once-
a-week class meetings as well as through alternative schedules including: scheduled weekends (Friday
evenings and all day Saturday); several weeks on followed by several weeks off; and regular evenings on

alternating weeks. I have also worked to encourage faculty to develop and utilize on-line instruction, from
web based resources provided in a traditional delivery course format through courses delivered primarily
on-line. While Department Chair I specifically concentrated on ensuring that ETRA’s facilities were clean
and comfortable, that our equipment was up-to-date and working properly, that our software included a
wide variety of the latest titles in use, and that our connectivity (both wired and wireless) was more than
adequate for our intended uses. In 2007 I helped bring, in collaboration with External Programs and e-
Learning Services, the Adobe Connect software to ETRA faculty for use in instruction, consulting with
students off-campus, and participating in campus-based meetings and activities from a distance. I have
also continued to teach courses in both Instructional Technology (primarily media and video) and
Educational Research (primarily introduction and basic statistics).

At Illinois State University I was a member of the planning team that first brought compressed-video
interactive television distance education to the university. During 1994 I taught one of the first two
classes at ISU using this technology, then taught several graduate courses using various combinations of
compressed video distance education technology together with face-to-face meetings and other
synchronous and asynchronous technologies. In the Fall of 1997 I taught a hybrid class for an off–campus
cohort that used a combination of on–site meetings, asynchronous Web–based materials, and live two–
way audio and video sessions held over the Internet using personal computers connected to the Internet
running CU–SeeMe software. In the Spring of 1998 I pioneered a three–site, fully–interactive compressed
video class, and in the Fall of 1998 I taught a course that combined a live, on–campus class with a live,
off–campus class, with one–way real–time audio and video and two–way chat delivered over the Internet.

Scholarly Highlights
In 1991 I founded, and was the Principal Investor of, the Technological Innovations in Educational
Research (TIER) Laboratory, a research laboratory in the Department of Educational Administration and
Foundations at Illinois State University. The mission of the laboratory was to investigate the use of new
and emerging technologies in educational research through applied projects in school settings. Through
my efforts the laboratory became involved in a number of high profile projects, including: Project First
(University High School, ISU), investigating curricular restructuring at the laboratory high school; Project
Homeroom (several Chicago-area school districts and corporations), investigating a partnership among
business and school to place computers and telecommunication equipment both in the schools and in the
homes of participating teachers and students; and the Superintendent’s Alternative Certification Program
(EAF Department, ISU), a multi-departmental effort to develop an on-line, module-based alternative track
to administrator certification. The TIER Laboratory was also involved in research related to distance
education, the establishment of professional development schools, ethical training for researchers, issues
related to parent involvement in their children’s education, and the processes of using technology (e.g.,
PDA’s, video) for field data collection and analysis. Over its nine years of operation the TIER Laboratory
directly acquired (or collaborated in acquiring) a total of 21 grants and contracts (both internal and

external) for over $280,000 in combined funding. These works resulted directly in the publication of 10
monographs or reports, five video productions, five software titles, 19 peer-reviewed
international/national research presentations, one book chapter, and six refereed journal articles.

While a student at the University of California at Riverside I was one of the founding graduate assistants,
then later a postdoctoral researcher, in the California Educational Research Cooperative (CERC)
Laboratory. The mission of the lab was to work with its consortium of cooperating school districts in
addressing applied problems of interests the schools. Working under the direction of Dr. Douglas
Mitchell I was involved in a number of different projects, from examinations of the quality and
effectiveness of vocational education throughout the State of California to the impact of class size on
student learning. It was in this laboratory that I learned first-hand project planning and management skills,
budgeting and staff supervision, and report writing (including presentations and publications). I was
directly involved in efforts that results in the publication of eight monographs or reports, two peer-
reviewed international/national research presentations, and two refereed journal articles.

Service Highlights
Throughout my career I have maintained an active interest in the topic of research ethics. While at Illinois
State University I was able to put this interest into practice, serving for several years as the Chair of the
University’s Institutional Review Board (IRB). I was able to provide similar service at Northern Illinois
University from 2003 through 2006, in addition to serving on the NIU’s Responsible Conduct of
Scholarship (RCS) committee for almost five year. This later service provided a connection with the
federal Office of Research Integrity, leading to a grant to develop CD and web-based instructional
materials on 11 aspects of research ethics.

From 1992 through 2004 I was highly involved in the Mid-Western Educational Research Association
(MWERA). I served in minor program roles early on, then was elected and served through all office
positions (including Association President) from 1997 through 2001. During this time I developed and
operated the Association’s web presence, including an interactive data base portal for submitting,
reviewing, and planning each year’s annual program. This system moved the association from a paper-
based submission and review process to an electronic one, speeding and simplifying the many tasks
involved in planning and executing each annual meeting. A descendant of that system is still in use today.

In the community I have been a volunteer with the American Red Cross since 1976, teaching First Aid
and CPR courses since 1978. My volunteering expanded to include disaster services work in the early
1990’s, assisting local individuals displaced due to unexpected personal disasters. Since coming to NIU I
have volunteered with the DeKalb County Chapter of the ARC, including new service as a member of
their Board of Directors from 2001 through 2003 and as the Chairman of the Board from 2003 through
2006. My most recent service was during the flooding of 2007 when I opened and operated the shelter for
displaced persons during the first 24 hours of that local disaster.

I am also involved volunteering in the sport of ice hockey. While at ISU I served five years (1994 through
1999) as the faculty advisor and coach for the university’s Ice Hockey Club (a Division II affiliate of the
American Collegiate Hockey Association). Since coming to NIU I became involved as a volunteer coach
with the Rockford Park District developmental youth hockey program. Continuing education is a large
part of coaching, and in 2006 I earned my Level 5 – Master Coach certification, the highest level of
certification possible from U.S.A. Hockey (the governing society for amateur hockey in the United
States).

When not otherwise occupied I enjoy training in the martial art of Aikido (I have earned the rank of
Sandan – 3rd degree black belt – and am a member of the Aikido Schools of Ueshiba). In addition to the
Aikido classes I teach at the university I have a small dojo where I am able to train select students in a
more personal atmosphere. Music is also an important part of my personal life. I practice and play the
oboe, clarinet, tenor saxophone, and tenor recorder, and am currently playing oboe in the Kishwaukee
Community Concert Band, an all-volunteer ensemble of amateur musicians giving free local concerts four
times each year. Finally, I am an active member of my local Synagogue (Congregation Beth Shalom in
