HIV Counseling and Testing Quality Assurance Advisor

IntraHealth International/PITC Project is soliciting applications from suitable candidate to fill the position of
HIV Counseling and Testing Quality Assurance Advisor for a CDC funded project on Provider Initiated HIV
Testing and Counseling (PITC) in Tanzania. The project supports MOHSW/NACP in rolling out HIV testing
and counseling in clinical settings, medical male circumcision for HIV prevention and other biomedical
interventions for preventing HIV/AIDs. The position will be based in Dar Es Salaam, Tanzania.

The HIV Counseling and Testing (HCT) Quality Assurance Advisor for the CDC-funded Provider-Initiated
Testing and Counseling (PITC) project in Tanzania will provide technical assistance in the design,
implementation, and evaluation of HCT quality assurance interventions for the project.

Technical Director or his/her designee

Provide technical leadership and advice in programmatic support for the HIV counseling and testing (HCT)
and male circumcision (MC) quality assurance activities.
Participate in Ministry of Health and Social Welfare (MOHSW) and the National AIDS Control Program
(NACP) led efforts to refine methods and systems for continuous quality improvement of HIV and AIDS
Develop norms and standards for quality assurance systems for delivery of high impact HIV prevention
Provide technical assistance and organize and deliver training, seminars/workshops on HCT quality
assurance tools and techniques.
Prepare annual work plans, budgets, performance reports and quarterly reports.
Assist in proposal development for the expansion of the project's HCT quality assurance initiatives.
Conduct field visits to monitor the quality of HIV counseling and testing services.
Provide technical assistance and monitor HCT quality assurance activities, and progress related to impact
and sustainability of interventions.
Maintain up-to date statistics and projects data for the Project's performance reporting.
Document best practices and lessons learnt in implementing HCT quality assurance initiatives.

Maintain regular communications with MOHSW/NACP and undertake special assignments from the
MOHSW/NACP and other partners.
Perform any other duties as may be assigned by the supervisor.

Medical or Nursing degree with relevant public health experience. Minimum 5 years experience working in
quality assurance.
Technical knowledge in performance improvement, quality improvement, and clinical mentoring tools and
Experience in implementing quality assurance systems for HIV/AIDS interventions.
Experience in adult learning and training methodologies.
Formerly trained as a trainer of health workers. Proven capacity to direct, develop, manage and inspire a
multidisciplinary and professional team in the Tanzanian health sector.
Intimate knowledge, understanding and experience of the Ministry of Health structures and systems in
Demonstrated experience in working and collaborating with USG, other donors, and other funded

The Jane Good all Institute Tanzania (JGI-TZ), is a reputable and rapidly expanding Non-Governmental
Organization, committed to Wildlife Research, Education and Conservation. JGI Tanzania has obtained
funding to implement a project on “Building Reduced Emissions from Deforestation and forest Degradation
(REDD) Readiness in the Masito Ugalla Ecosystem Pilot Area in Support of Tanzania's National REDD
Strategy”. This is a three year Project (January 2010-December 2012), funded by the Norwegian Ministry of
Foreign Affairs (MFA). JGI Tanzania is now seeking to recruit suitably qualified and competent Tanzania to fill
in the position of Monitoring and Evaluation Officer.
Position Title: Monitoring and Evaluation officer – (one position – Kigoma Municipality)

Reports to: REDD Project Director
Position Summary:
JGI believes that, strategic project monitoring and evaluation is critical to measuring progress, adjusting
strategies and project implementation, enhancing programmatic impact and achieving desired results. The
Jane Goodall Institute Tanzania has established results frameworks and performance monitoring plans
(PMP) for project. The JGI Tanzania will recruit an M&E officer to assist the Project Director in Strengthening
its M&E capability across all project components including, tracking, interpreting, analyzing and recording all
data related to the project performance, indicators, outputs and reporting.
Duty Station: Kigoma Municipality
Major Responsibilities:
· Conducting M&E in-house training for the Project staff to build their capacity to:
   * Review/update the Project “Results Frameworks” and “Performance Management
      Plans” at the strategic, project and operations levels;
   * Provide accurate, appropriate and timely information to assess project progress
      against indicators and the achievement of intermediate results, strategic objectives
      and goals;
   * Synthesize data to inform the project on what works and does not work;
   * Conduct impact analysis to determine if the integrated REDD interventions
      produce the desired impact and document that impact for use in assessing the
      achievement of results and objectives;
   * Track project outcomes, methods, progress, success stories, lessons learned and
      best practices for dissemination to donors, and more widely to the conservation
      and development communities.

·   Facilitating and coordinating data collection and analysis;
·   Establishing data bank for program related activities for operational and managerial use;
·   Training project personnel on data collection, handling and management and ensuring data quality,
    reliability and relevancy;
·   Communicate monitoring and evaluation results to different stakeholders whenever appropriate and
    required; and
·   Advising the Project Director on the Management Information Systems.

· A bachelor degree or Masters in Environmental Sciences/ Climate change/Natural Resources
  Management/ or other related fields plus at least two years of practical working experience in Project
