Davidson, Jr. Administrator 09/13/2005 FROM: SUBJECT: Termination of the Pilot Winter Squash Crop Insurance Program BACKGROUND: The Winter Squash Crop Insurance Program was implemented beginning with the 1999 crop year in Hartford County, Connecticut; Berkshire, Bristol, Franklin, Hampden, and Hampshire Counties, Massachusetts; Atlantic, Cumberland, Gloucester, and Salem Counties, New Jersey; and, Monroe and Orleans Counties, New York. In 2000, the pilot program was expanded to provide coverage for pumpkin producers in Colbert and Jackson Counties, Alabama; Orange and Suffolk Counties, New York; and, Bucks and Lancaster Counties, Pennsylvania. On October 29, 2003, the Board extended the program through the 2005 crop year so that a final pilot program evaluation could be completed. A final evaluation was conducted and the results of the evaluation were presented to the Federal Crop Insurance Corporation Board of Directors (Board) on August 5, 2005. Based on the evaluation findings, the Board voted to terminate the Winter Squash Crop Insurance Program. ACTION: Winter Squash Crop Insurance Program is terminated for the 2006 crop year. To provide policyholders with an opportunity to review alternate risk management options, cancellation notices should be sent to all producers participating in this program no later than November 30, 2005. Further, no applications may be accepted for the 2006 crop year. If a reinsured company accepts an application or fails to timely cancel the Winter Squash Crop Insurance Program policy for the 2006 crop year, no reinsurance will be provided. Producers who participated in the Winter Squash Crop Insurance Program should be advised about the availability of coverage under the Noninsured Crop Disaster Assistance Program (NAP) for which information can be found at the Farm Service Agency Website at: http://disaster.fsa.usda.gov/nap.htm.
