1     Opening Session
      A)     Circulate Attendance Sign-Up Sheet and Membership Roster

2.   Consent Agenda
     There was a motion (Motion 07-4) by Bob Foyle, seconded by Grant Zammit, to accept the
     committee meeting minutes for the meeting of August 1st, 2007. The motion passed
     unanimously by voice vote.

3.   HCM Interpretations
     Bob Foyle discussed errata changes. There was a motion (Motion 07-5) by Lee Rodegerds,
     seconded by Mark Vandehey: The Committee endorses the clarifications and interpretations
     to the HCM 2000 proposed by the Interpretations/User Interface Subcommittee posted on
     the committee website.

3.   Transportation Research Board and Other Reports
     A)     TRB Staff Report - Richard Cunard

     TRB is preparing for the annual meeting, which will start January 13th. In this upcoming
     meeting, for the first time TRB will have commercial exhibits, and they expect this will
     increase the attendance. For this meeting, there will be a housing bureau, so anyone who
     wants to reserve a room for the next TRB would need to go through them. Details will be
     provided soon on the TRB website. Due to space limitations at the Marriott, the Highway
     Capacity committee might need to meet at the TRB offices. TRB will accept sponsorships
     for events such as a WiFi Center. The TRB Research Needs database will open August 15 th.
     The emeritus members, which are now 100 and are rising fast will have to pay registration
     effective immediately. TRB is starting to hold webinars, and their target is to have about 1
     a month. There are plans to hold a webinar for the HCMAG, and perhaps the Interchanges
     Chapter.

     B)     NCHRP/TCRP Staff Report - Ray Derr

     Chris Jencks is the new director of the program. NCHRP has several new programs and
     have been hiring more staff.

     The NCHRP 3-92 Production of 2010 HCM – One proposal was submitted, and the panel
     will meet this afternoon to decide whether to accept this proposal. If approved, the contract
     is expected to be signed by October 1st. The schedule is very tight, and the plan is to hold
     webinars between meetings.

     September 15th is the deadline for research problem statement submittals to SCOR.

     C)     Federal Highway Administration Report (Grant Zammitt)

     Grant is working on the triennial strategic plan for the committee, with the assistance of the
     group chairs. The emphasis of this strategic plan is beyond the HCM 2010.

     FHWA is developing guidance for work zone analysis, congestion pricing, evacuation
     plans, and how to apply micro- meso- and macro-tools. There is a study on evaluating the
     impact of various design decisions to actual field implementations.

     E)       Inter-Committee Coordination

     Traffic Flow Theory Committee coordination (Loren Bloomberg)
     This committee is planning a symposium at Woods Hole during the summer 2008.
     Abstracts are due December 15th.

     Performance Measures Committee coordination (John Zegeer)
     This committee has a symposium this September at the Beckham Center. Rich Cunard said
     the registration is now closed because the limit has been reached, but some of the sessions
     will be offered as webinars later in the year.

     F)       Best Papers Awards for 2007

     There are two best paper awards for this year:

             “Implementing the Concept of Reliability for Highway Capacity Analysis”, by Prof.
              Dr.-Ing. Werner Brilon, Dipl.-Ing. Justin Geistefeldt, Dr.-Ing. Hendrik Zurlinden
             “Total Approach Capacity at Signalized Intersection with Shared-Short Lanes, By
              Dr. Ning Wu,

4.   Special Topics
          A) Post-2010 Research Problem Priorities for 2007 (Doug Harwood)

          Doug Harwood indicated that this committee has entered so far about 20 problem
          statements from the 2005 Research Circular into TRB’s research needs database. The
          subcommittee chairs have been asked to enter those problem statements that have not
          been funded, and Doug has entered statements that are of cross-cutting interest. There
          was discussion on the status of various research statements. The deadline for entering
          the correct statements is August 15th, and Doug asked each subcommittee chair to
          complete this by the deadline. New problem statements should be reviewed and
          approved by the whole committee before being posted. No priorities are entered in the
          database.

          Doug Harwood suggested that we start prioritizing research problem statements for
          research beyond HCM 2010. Each subcommittee submitted their highest priority
          research problem statement and all present voted on a maximum of 2 problem
          statements. The following two statements received the highest votes:

      Analysis of Oversaturation and Managed Lanes on Freeways

      Modifications to HCM signal analysis to support reliability assessments and
       maintenance of signal timing.

Doug suggested that the two respective subcommittees work on this in the next couple
of weeks so that they can be submitted in September.

B) Definition of MOE’s (Eric Ruehr, Loren Bloomberg)

Eric Ruehr indicated he has been working with the simulation subcommittee to develop
a series of motions for providing guidance to the NCHRP 3-85 contractor. A total of
five motions were presented and discussed:

Motion 07-6 by Loren Bloomberg, second by Abdul-Rahman Hamad
The Highway Capacity Manual should include guidance to developers of traffic
simulation models and other traffic analysis tools to promote consistent and accurate
reporting of measures of effectiveness for highway capacity analysis. This guidance
should include a set of minimum criteria that all traffic analysis tools would be
encouraged to achieve.

Motion carried unanimously.

Motion 07-7 by Loren Bloomerg, second by Grant Zammitt

To promote consistency among traffic simulation models and other traffic analysis
tools, the Highway Capacity Manual should include a recommended list of common
measures of effectiveness (MOE’s). These MOE’s should be based on vehicle
trajectories. The HCM should recommend that all traffic analysis tools include the
functionality to provide those measures of effectiveness as outputs. For the purpose of
this motion, vehicle trajectories shall be defined as documented in the report, Definition,
Interpretation, and Calculation of Traffic Analysis Tools Measures of Effectiveness
prepared by the Federal Highway Administration dated January 2007.

Motion carried unanimously.

Motion 07-8 by Abdul-Rahman Hamad, second by Roger Roess

The Highway Capacity Manual should discourage the use of HCM level of service
threshold tables based on measures of effectiveness reported by other traffic analysis
tools that are inconsistent with HCM definitions.

Motion carried unanimously.

Motion 07-9 by Andy Wolfe, second by Loren Bloomberg

          The Highway Capacity Manual should include guidance that the measures of
          effectiveness produced by traffic simulation models and other traffic analysis tools are
          considered to be incomplete, unless they also include clear documentation of the
          assumptions used to handle and report vehicle queues.

          Motion carried unanimously.

          Motion 07-10 by Grant Zammitt, second by Loren Bloomberg

          The Highway Capacity Manual should include a discussion of the randomness inherent
          in the results of stochastic traffic simulation models and recommendations for dealing
          with this aspect of traffic simulation.

          Motion carried unanimously

          C) Service Volume Tables in the HCM (Wolfe, Zegeer)

          Andy discussed the inclusion of service volume tables in the HCM. The planning
          subcommittee recommends including them.

5.   Reports on Group/Subcommittee/Task Force Activities
     A)      Group 1: Administration – Lily Elefteriadou

     Tian asked for input on assigning papers for review. Reviews will be assigned in the next
     two weeks and will be due September 15th.

     Andy Wolfe discussed requirements for posting various documents on the website.
     Regarding the posting of the interchange chapter the general feeling was this is a different
     case, and we will need to develop language that indicates these are interim materials, and
     subject to further validation.

     Regarding sessions at next TRB and committee workshops it was suggested to leave this up
     to the HCM 2010 contractor. Joe Marcuson suggested that we have one TRB session for
     interchanges, and Lily Elefteriadou suggested we have one session for several new projects
     that are complete or nearly complete.

     B)      Group 2: Uninterrupted Flow Group Report – Abdul-Rahman Hamad

     The following motion was presented by Abdul-Rahman Hamad:

     Motion 07 – 11 by Abdul-Rahman Hamad, seconded by Roger Roess
     Modify Exhibit 25-5 (shown below) to limit the volume of traffic in the outside lanes under
     certain scenarios for 8-lane freeways. This will eliminate an anomaly in the merge
     procedure that resulted in higher densities with longer acceleration lanes at on-ramps.

Motion 07 – 12 by Abdul-Rahman Hamad, seconded by Scott Washburn

To provide consistency with other chapters of the HCM, and to eliminate confusion with
having more than one analysis method, it is proposed to make the directional analysis
procedure the only procedure in Chapter 20 of the HCM 2010, thereby removing the two-
way analysis procedure.

Motion carried unanimously.

John Zegeer suggested that we announce this at the TRB session this January.

C)     Group 3: Interrupted Flow – Mark Vandehey

Quick fixes need to be clarified. Mark will provide this list to Rick and Lily. Also some
issues were identified that are not currently in the list of quick fixes. One is restructuring
Chapter 15. A separate task force, let by Doug McLeod will work on this, with the
contractor. The role of computational engines is very important for HCM 2010 and was also
discussed.


D)     Group 4: Multimodal & Preliminary Engineering – Tom Creasey

The bike/ped subcommittee discussed the upcoming change in the pedestrian speed, and
they will do an inventory of places in the HCM that may be affected.

The quality of service task force prepared the following motion.

Motion 07 – 12 by Martin Guttenplan, seconded by Grant Zammit

The HQQSC recommends that NCHRP provide an extension and sufficient funds to
test/validate the 3-70 methodology in several states to ensure the best product possible.
When FL developed new multimodal QLOS procedures, this type of testing led to
adjustments in the procedures and guidance in its application.

Motion carried unanimously.

Motion 07 – 13 by Andy Wolfe, seconded by Roger Roess
The HCQS supports the panel’s request of continuation of funds in NCHRP 3-82 for
addressing the desirable characteristics of planning applications, and the use of default
values.

Motion carried unanimously.

It was suggested that it would be desirable to have the planning and operations in a single
chapter.

The quality of service task force discussed the list of principles and the modifications they
recommended. A motion was proposed by Aimee Flannery and seconded by Roger Roess
as follows:

LOS A-E may be defined by a single or multiple measures of effectiveness.
LOS should be related to travelers’ perception of QOS and useful to operating agencies.
LOS F shall be defined to occur when either the user perceived MOD exceeds some pre-
defined threshold or when demand exceeds capacity.

After extended discussion the decision was made to withdraw this motion. Instead, the
committee instructs the panel to request that the NCHRP 3-92 contractor prepares an issue
paper on the Teply principles.

E)     Group 5: User Liaison Group – Bob Foyle

A survey has been conducted and it is expected that the summary of responses will guide
the HCM 2010. Three articles were published on the new interchange analysis methodology
(ITE journal, Traffic Engineering Council, and McTrans newsletter).
Bob encouraged everyone to present HCM work in various meetings and groups around the
country, to update them on our activities.

F)     Other Subcommittee and Task Force Reports

             Task force on reliability (Lily Elefteriadou)

             The task force will be developing recommendations on how to address reliability in
             the HCM 2010. The following motion was suggested:

             Motion 07 – 14 by Lily Elefteriadou, seconded by Andy Wolfe

             The HCM 2010 should address the issue of travel time reliability.

             Motion passed unanimously

             Task force on the capacity definition (Lily Elefteriadou).

             This task force will discuss the definition of capacity for the HCM, and also as it
             applies to various segments and facilities. Lily asked that all subcommittee chairs
             discuss capacity definitions during their next meeting.

7.   Upcoming Meeting Plans
     A)      Year 2008 Summer Meeting – (July 27-July 31) – Rich Cunard

     The next summer meeting will take place at the Hyatt Regency Newport Beach, CA
     (Sunday, July 27th, 1 pm to Wednesday, July 30th, Noon, 2008)

     B)      Year 2009 Summer Meeting (Joint meet with Freeway Ops) – (June 21-24) – Hyatt
          Regency in Oahu, Hawaii, Bill Reilly

     C)      Year 2010 Summer Meeting – (July 22-25, Portland, Oregon) – Mark Vandehey

     D)      Year 2011 - 6th International Symposium – Bill Reilly
     Bill will report on this in January. The venue will be somewhere in Western Europe.

8.   Closing Session
