    Minutes of the Parish Council Meeting of Eye and Dunsden Parish Council at Dunsden

    Village Hall on Thursday 18 April 2002 commencing at 7.45pm.

    Present:           Mr C. Jensen, Mr R Emmanuel, Mrs E Timms, and Mr D Woodward.

    Apologies: Mr D Jackson (Chairman), Mrs Carol Viney (County Councillor) and Mr Henry
    Kemp (District Councillor)

    Minutes:      The minutes of the Parish Council Meeting held on 21st March 2002 were
    read, agreed and signed.

    02/64 Matters arising from the minutes
           64/1 It was stated that the item 02/60 was incorrectly minuted and should have
    stated as the first line “It was proposed by Mrs Timms, seconded by Mr Woodward and
    agreed that the following should be paid.”
           64/2 The Empty Homes Strategy response was too complex to be answered by the
    clerk and would be passed to individual councillors to be answered.

             Audit
    The audit for 2000-20001 is now complete to the satisfaction of the District Audit and an
    unqualified opinion has been given.
             Appointment of parish auditor
    A new set of audit conditions comes into force on 1st April and is retrospective for all
    accounts of the smaller parish from 1st April 2001. District Audit will still monitor the
    responses of the Parish Council to an annual questionnaire but will no longer audit this
    council. They will still charge a significant fee for this monitoring but insist that an
    independent auditor be appointed.
    It was unanimously agreed that BR Consulting Ltd of Witney be appointed as internal auditor
    for this Parish Council.
              Donation
    It was proposed by Mr Jensen, seconded by Mr Emmanuel and agreed that a donation of
    £125 be paid to the play scheme SCAMPS for this year.
             Fidelity guarantee
    Some delay has been met in instigating the increase in this guarantee as a new proposal
    signed by the chairman will be required for the increase in cover.

02/69 Eye and Dunsden Village Hall
      The mug painting competition has been launched including advertising in the Henley
                                      st
Standard. Judging will take place on 1 June 2002.
Improvements have been made to the heating in the hall.

02/70 Parish Review
        A pair of lists has been produced by the SODC Electoral Registration Officer for the
partition of the parish. Although there are a number of individual changes to the electorate,
the Parish Council agreed that the lists appeared to be an accurate reflection of the
impending division.

02/71 Queens Jubilee
      In view of the state of the litterbins in the Parish it was suggested that three new bins
be purchased with a jubilee logo. The clerk will determine the costs involved and report to
the Council.

02/72 Local Elections (Declaration of Acceptance of Office) Order 2001
       The declarations of Acceptance of Office were circulated to each Councillor before
the meeting together with a form for each Councillor’s register of interests. Some were
returned at the meeting. When the remainder are supplied then they will be forwarded to
South Oxfordshire County Council.
A form was also supplied to each Councillor for recording of gifts and hospitality.

02/73 Affordable Housing
        The signage on the building site was noted as being between ERHA and Shiplake
Parish Council. A request for confirmation that residents in Sonning Eye, Playhatch and
Dunsden have made accurate statements about their local connections will be returned to
ERHA when all councillors have responded. Our parishioners in Binfield Heath are to be
vetted by Shiplake Parish Council. It will be requested that their parish clerk should supply
details of all these Eye and Dunsden residents.

02/74 Speedwatch
       Further details of Speedwatch have been supplied. An invitation will be extended to
Steve Wood to answer questions from the Council.

02/75 Waterways
        Details of the waterways that cause major flooding will be supplied to SODC,
specifically the back flow on the drains emptying into the Thames at the backwater bridge,
the watercourse parallel to the Thames and also Berry Brook.

02/76 Fingerposting
      It would be requested that Tagg Lane is finger posted.

02/76 Accounts for Payment
        It was proposed by Mr Emmanuel, seconded by Mrs Timms and agreed that the

02/77 Correspondence
       A variety of leaflets, reports etc. received from OCC, SODC and a number of other
organisations, and listed by the clerk, were made available to the Parish Council.

02/78 Matters raised by members of the public
      None.

02/79 Any other business
       79/1 Two manholes in Gravel Road have loose covers. A repeater sign in Gravel
Road is askew. A hydrant sign in Gravel Road has been hit by a car.
