          MINUTES OF THE REGULAR COUNCIL MEETING FOR THE
             TOWN OF CHESTERMERE HELD MAY 17, 2010 IN
             COUNCIL CHAMBERS AT THE MUNICIPAL OFFICE

                             CALL TO ORDER

                             Mayor Matthews called the meeting to order at 6:02 p.m.


                    A.       ADOPTION OF AGENDA

    11.010.011               Moved by Councillor Reid that the Agenda be adopted as

                    B.       APPOINTMENTS

                                1. Alberta Dragon Boat Race Foundation – Theresa Seitz,
                                   President spoke to Council about putting two boats in the
                                   lake again this year. A demonstration (mock race) is
                                   planned for the July 1st Canada Day Festivities.

                                2. Mattamy Homes – Shawn Keeper and Shelley MacIntosh
                                   presented information regarding their company and some
                                   of its building concepts for future growth in the community.

    161-10                 Meeting held May 4, 2010 be adopted as presented.

                               1. Cheque Listing – May 11, 2010

    13.010.010            Moved by Councillor Davies that all cheque listings as per the
    162-10                memo dated May 11, 2010 be accepted as information.

                               2. Alberta Dragon Boat Race Foundation

    00.070.089            Moved by Councillor Steeves that Council permit the Alberta
    163-10                Dragon Race Foundation to moor two dragon boats on the north
                          west corner of the lake from May to October 2010, conditional to
                          the Agreement for Use of Chestermere Lake being signed by both
                          parties, proof of insurance and individual Waivers of Liability and
                          Release being signed and that the Foundation will provide a
                          demonstration on Canada Day, July 1st, 2010 during the Town
                          Canada Day celebration and work with the Town Events
                          Coordinator, Nancie Huneault for this event.

                               3. Lake Weed Policy

    40.070.017            Moved by Councillor Bergen that Council table the proposed Lake
    164-10                Weed Policy until next regular schedule meeting of Council.

                               4. Health Services Committee Appointment

    54.070.006            Moved by Mayor Matthews that Council appoint Amy Yaneza to the

                               5. Bench Billboard Advertising

    00.070.071            Moved by Councillor Steeves that Council table the bench billboard
    166-10                advertising motion so that further information is brought forward by
                          Administration including a draft contract agreement between the
                          Town and Wilson Master Media to be presented to Council.

                               6. Council Meeting Time Change

    11.070.035            Moved by Councillor Reid that Council approve a 1 p.m. start time
    167-10                to the Regular Council Meeting held on the first Monday of each
                          month and that Administration advertise this in the Anchor and on
                          the website. The June 7th, 2010 Regular Council Meeting will start
                          at 1 p.m.

                               7. Fire Hall Construction Phase #2, Interior Finishes

    23.040.011            Moved by Councillor Davies that Council approve Hughes
    168-10                Construction to proceed with Phase II of the Fire Hall construction
                          in the sum of $1,629,810.00 plus GST.

                               8. Sanitary Sewer Lift Station #13 Capital Project Term
                                  Sheet

    42.070.016            Moved by Councillor Davies that Council table the decision
    169-10                regarding acceptance of the term sheet for Sanitary Sewer Lift
                          Station 13 with the conditions that an amortization fund calculation
                          and project schedule to be supplied to Administration, to the
                          Town’s satisfaction, and that permission to enter the lands be
                          received prior to mobilization until a Special Meeting of Council
                          Thursday, May 20, 2010, 5:30 p.m. in Council Chambers.

                               9. Crowfoot Electoral District Association Dinner

    12.140.001            Moved by Mayor Matthews that Council approve that the Mayor

                          Friday, June 11 on behalf of Kevin Sorenson at a cost of $100 per
                          person.

                               10. DP-10-10302 New Apostolic Church, 133 Rainbow Falls
                                   Drive

    61.070.009            Moved by Councillor Reid that Council approve DP-10-10302 New
    171-10                Apostolic Church, 133 Rainbow Falls Drive as proposed with
                          conditions as listed below, 1 through 30 and that condition 31 being
                          amended to read prior to construction as opposed to prior to the
                          registration of the plan, the owner shall provide a construction
                          traffic mitigation plan for approval.

                               1. Bylaw 013-10, Automated Voting Systems

    23.070.009            Moved by Councillor Johnson that Bylaw 013-10 being the
    172-10                Automated Voting Systems Bylaw be given first reading as
                          presented.

    173-10                reading as presented.

    26.070.009            Moved by Councillor Reid that permission for third reading of Bylaw
    174-10                013-10 be granted at this meeting as presented.

    26.070.009            Moved by Councillor Steeves that Bylaw 013-10 be given third and
    175-10                final reading at this meeting as presented.

                               2. Bylaw 008-10, Land Use Bylaw Amendment – 400 West
                                  Park Drive, Westmere Stage 6 Outline Plan Area,
                                  Residential Sales Centre

    61.070.039            Moved by Councillor Reid that Bylaw 008-10 being the Amendment
    176-10                to Land Use Bylaw 99-600, Residential Sales Centre be given first
                          reading as presented and the scheduling of a Public Hearing on
                          June 21, 2010 subject to the following condition:

                                   1. That Bylaw 008-10 shall be circulated to all parties as
                                      required by the Municipal Government Act.

                                  Attended Cold Stone Grand Opening
                                  Attended Teddy Bear Picnic for Library
                                  Thanked Public Works for picking up garbage on weekend

                              4. Councillor Johnson
                                  Participated in Emergency Management Agency Exercises
                                  at the Town office, went very well, will be the first of many
                                  Attended several Alberta Emergency Management
                                  meetings
                                  Attended Policing Committee meeting
                                  Attended Minor Hockey Awards
                                  Attended Health Services Committee meeting –
                                  phenomenal group
                                  Attended meetings at the Fire Hall
                                   New fire engine in service as of last week

                              5. Councillor Davies
                                  Attended Shepard Drainage Open House
                                  Attended opening of Cold Stone
                                  Attended Cenotaph Committee meeting, some of the
                                  members are retired military, very enthusiastic and excited
                                  about the future – hoping to have Cenotaph by
                                  Remembrance Day
                                  Attended Surf and Turf function
                                  Health Services Committee meeting
                                  Went on a Ride-Along with Community Peace Officer
                                  Modeste and Planning staff Karen Allan, highly
                                  recommends fellow councillors to do this. Commended the
                                  CPO staff
                                  Requested feedback from Council regarding the state of the
                                  Cove beach - algae bloom, garbage, etc

                              6. Councillor Bergen
                                  Went briefly to Tim Hortons “Cold Stone” Grand Opening
                                  Attended Library’s Teddy Bear Picnic
                                  Attended a Community Services Meeting

                              7. Mayor Matthews
                                  Met with Alta Link representatives about proposed location
                                  of new DC transmission lines
                                  Disappointed that meeting with Medican was cancelled by
                                  that group and hasn't been rescheduled but confident
                                  others will replace them in their interest in senior's housing
                                  Meeting with planner from Carma Developments re Plan It
                                  documentation
                                  Cold Stone grand opening- congrats to Andrew Marriott on
                                  a successful launch
                                  Attended an Emergency mgt exercise- good job Director
                                  Johnson for keeping us on track
                                  Met with students from the U of A and the U of Lethbridge
                                  as well as the General Manager of the WID to discuss the
                                  lake and hear Jennifer Peddlesden's history speech
                                  Community Services board meeting where quarterly report
                                  was discussed and the non-response from Strathmore
                                  Town Council regarding the Parent Link Centre
                                  United Way Campaign board meeting- advertising and
                                  invitations to submit proposals have gone out. Please see
                                  Community Services for more details.
                                  Several MUC meetings- minutes have been sent to Council
                                  Official grand opening of Our Lady of Wisdom with Minister
                                  Danyluk, MLA Rob Anderson and members of the Board of
                                  Trustees as well as other esteemed guests
                                  Meeting update with Minister Danyluk regarding
                                  Infrastructure, i.e. lift station construction and discussion
                                  about Highway lights at 791
                                  Transition meeting with CRP- what projects to concentrate
                                  on in upcoming months
                                  Pre-meeting with National PR re minister's meeting notes
                                  Meeting with Dan Shute, new Chairman of the Board, WID
                                  to discuss land purchase
                                  Health Committee meeting with Joe McGillvray and Dr.
                                  Vermaak re health clinic in Town with PCN
                                  CRP Transportation meeting to discuss updating plans for
                                  govt review prior to application submittal for Green Trip
