1.0          PROJECT DESCRIPTION AND OBJECTIVE


The Town of South Bruce Peninsula purposes to reconstruct Howdenvale Road and Sunset Drive (see
Location Map – Figure 1), to improve traffic safety; new travel width is 3.5 m lanes and 1 m shoulders,
safe for 2-way traffic vs. existing narrow 5 m wide road with minimal to no shoulders; new granular base,
raised profile to avoid roadway flooding and surfaced with hot mix H.L. asphalt. The existing alignment
presents challenges and safety concerns for the motoring public for local, summer cottages, year round
recreational and tourist traffic, commercial (materials and supplies), emergency and service vehicles,
tourist activities, local farming, forestry and area commercial enterprises. The project commences at the
easterly limit of Howdenvale Road at the intersection of Huron Road (Bruce County Regional Road), then
westerly through Howdenvale to Sunset Drive and extends northerly on Sunset Drive approximately 4.3
km total length through bush, swampy shoreline terrain, low lying and flooded areas to south of Pike Bay.
Howdenvale Road and Sunset Drive serves as main connection roadway between local communities of
Howdenvale from the south, northerly to Pike Bay that must be upgraded for safety and security of the
residents and all users to meet the demand of the vehicle traffic. A consideration section of this roadway
is subject to flooding (springtime) at the Sucker Creek waterway that causes this vital community link to
be closed. Construction includes three major culverts replacement with new culvert and oversizing to
address this problem. Construction includes both earth and rock excavation (cuts and fill) to improve
vertical and horizontal alignment to achieve visibility including brush clearing.    The desirable design
speed of 80 km/h is next to impossible due to existing horizontal curves and terrain for most of this
roadway section length. The proposed design speed is reduced to 50 km/h. Horizontal alignment and
vertical grade corrections for the proposed reconstructed road shall be completed within the existing right-
of-way.


The Municipality has recognized that this roadway, due to the above-noted poor condition, has required
reconstruction for over the last 10 years. The northerly section, extending to Pike Bay, was reconstructed
in 2003 and due to the major costs to complete this southerly section including the Howdenvale Road
was not completed. However, with the recent funding through the Build Canada Fund, this project is now
financially possible with time limit to be completed by March 2011.

2.0          EA PROCESS, NOTIFICATION AND RESPONSE

2.1          EA Process

Works projects undertaken on municipal property must comply with the Environmental Assessment Act
(EAA) of Ontario, when they generally involve road, sewage and water works. The Municipal Class EA
(MCEA) approach is a recognized procedure under the EAA and provides a framework and procedure for
a respective EA to follow. The exhibits provided in Appendix A of this report provide a summary of the
Class EA process. The type, size and complexity of the project will mandate the schedule of EA that will
need to be followed and standard evaluation tables have been prepared to classify the specific projects.
There are three (3) classifications of schedules:


      1.    Schedule A – Projects that are approved without requiring the Class EA process.
      2.    Schedule B – Projects that are approved following a screening under the Class EA.
      3.    Schedule C – Projects that are approved after following the complete Class EA.


The schedule designation for this project was determined by reviewing the evaluation table in “Status of
Municipal Road Projects Under the Class EA” in Appendix 1 of the MCEA document.                The project
generally falls under the reconstruction of existing roadway including replacement of waterway culverts
with increased capacity with all work being completed within the existing right-of-way. Since the project is
less than $2.2 million, the project is designated as Schedule “B” (Item 25, page 1 of 6, Project Schedule),
which is a “screening” process requiring two points of public consultation – one at process initiation and
the second after completion before proceeding to construction.


This screening process is the consultation opportunity for review agencies, stakeholders and the public,
which is discussed in more detail in Section A.3 of the MCEA document.


2.2          Notification


The following table displays the publication dates of public advertisements (that included Public Meetings,
for January 14, 2009 and July 6, 2009) in the respective newspapers.               A copy of the sample
advertisement is included in Appendix B (as B-1). Additional to the newspaper advertisements, the
same notices were posted on the Town website at the same time.

2.3            Response


Letter comments from the above agencies have been provided for those received at the time this report
was prepared and are included in Appendix C.


At the start of the two Public Meetings, those present were asked to sign in with name, address,
property/Fire No. and phone numbers.


The written comments received from the Public Notices and Public Meetings are summarized in Table 1
(Initial (1) and (2)) and Table 2 – Completion.


All 19 replies of the initial notice of public meeting all indicated support of the project, six (6) of which
expressed concerns; 2 – drainage, 4 – wider road and 3 – environmental.


There were 75 respondents of the Completion Notice/Public Meeting:

These letters were copied to the Manager of Public Works and receipt acknowledgement letters were
made.


Another comment letter was received by the Manager of Public Works from Ontario Nature Federation of
Ontario Naturalists. Acknowledgement/reply letters were prepared and e-mailed.


These above-noted comment letters and replies are included in Appendix C.


During the preliminary design, submissions have been made to the approval agencies in reply to their
initial response letters/e-mails. Copies of these submissions and replies to Grey Sauble Conservation
Authority, DFO and Navigable Waters (Transport Canada) are included in Appendix C.


After the 30 days input comment period, from the second public notice/meeting, additional
correspondence (e-mails) were received and acknowledged including those received by Town Council
and motion to receive with reply, copies of which are retained in the Town Clerk’s office.

3.0         PROJECT ALTERNATIVES


3.1         Identification of Alternatives


As part of the EA process alternatives, the reconstruction of the roadway, including drainage
improvements, shall be identified and evaluated with consideration of the natural, social, economic and
technical environment associated with implementation of such alternatives. Any mitigation measures
should be identified and explored, following through evaluations in order for a preferred solution to be
selected.


Alternative 1 – Reconstruction of Existing Roadway


This alternative involves construction work to improve an existing travelled road within the existing
municipal owned right-of-way.


Alternative 2 – Alternate Route (New Road)


This alternative would involve construction of a new roadway requiring land acquisition for establishment
of a new road allowance.        As such, with the new construction and the presence of the local
environmentally sensitive and protected area, it would be detrimental to these areas and costly due to
land acquisition to complete new roadway construction.


Alternative 3 – Do Nothing


This alternative results in no roadway improvement without addressing travelling roadway safety,
drainage problems, due and rough roadway (gravel surface) and high maintenance costs of the existing
narrow gravel roadway.

4.0          PROJECT          INVENTORY           SOCIAL,        NATURAL,       ECONOMIC           AND
             TECHNICAL ENVIRONMENT


Throughout the planning process, the natural environment has been investigated by inspection, on-site
meetings and discussions with the Grey Sauble Conservation Authority and Federal Department of
Fisheries & Oceans and an Environmental Engineer.              A detailed Vegetation Investigation and
Assessment Report (VIAR) was completed by Mr. Jeff Warren of MMM Group (Report in Appendix D).


The social environment considerations are transportation by the public, residents, service vehicle
deliveries, emergency response and disturbance to residents during construction (i.e. noise, dust and
access inconvenience).


Economics of the project are the capital costs and maintenance costs after project completion that are
reflected in local property owner/municipality taxes and companies (services) transporting and delivering
products.


Technical details for the project are the engineering design to Town standards for semi-urban roadway
(Figure 2) to be followed, including roadway design, replacement and installation of culverts and
siltation/erosion controls, all to applicable government agencies approval.

5.0          ALTERNATIVES IMPACT ON THE ENVIRONMENT AND MITIGATING
             MEASURES


5.1          Impacts of Alternative 3 – Do Nothing


With do nothing and no project proceeding, the existing gravel roadway dust and noise nuisance will
continue.


Social
The existing substandard, unsafe driving conditions will not address safety for the traveling public and
local resident users.   Efficient delivery of products and emergency response time is not improved.
Seasonal flooding (closing) the through roadway will persist without drainage improvements. Continued
dust nuisance would prevail with the existing gravel surface and noise during gravel/grading activities.


Natural Environment
Flooding and erosion will continue with silt being deposited in the waterways being detrimental to aquatic
habitat and loss of natural vegetation. The existing gravel roadway will continue to add dust pollution into
the air and waterways. Maintenance (grading/gravelling) of the existing gravel roadway surface shall
have to continue, causing dust, diesel exhaust and noise pollution.


Economic
Costly maintenance activities will be required for grading, gravelling, dust suppressant, ditch/culvert clean
out and brushing, adding a burden to the municipal tax levy. Costly repairs to vehicles travelling rough
(pothole) roadway until repaired/graded. Delivery vehicles choosing a longer detour route to avoid gravel
road with seasonal flooding closures.      Lost grant (Federal and Provincial) funding to upgrade and
reconstruct this roadway vs. delaying the project requiring 100% municipal taxes.


Technical
There are no technical solutions with this option, only continued costly maintenance practices previously
noted and no mitigation is implemented with this “do nothing alternative”.


5.2          Impacts of Alternative 2 – Alternate Route (New Road)


With this alternative, a new route would have to be planned and constructed, which could possibly follow
partial unopened existing road allowances and require acquisition of land for new road allowance right-of-

way (ROW) through existing undisturbed natural areas. Also, since the existing residential dwellings front
and have access to the existing roadway, this existing road would be required to be maintained.


Social
A new roadway utilizing existing unopened road allowance would be a major impact to adjacent existing
residents (i.e. extension of Huron Road) and dwellings. Residents accessing the existing sub-standard
gravel surface road would continue without improvements for safety or drainage with the seasonal
flooding resulting in road closures continuing to be a problem.


Natural Environment
A new route (roadway) would be constructed through environmentally sensitive areas (i.e. wetlands and
regulated areas). This would be very detrimental to the natural environment. The existing road without
improvements would still require to be maintained in order to provide access to the existing residential
dwellings. Hence, similar to Alternative 3 – Do Nothing, flooding and erosion would continue, causing
dust, diesel exhaust and noise pollution.


Economic
Additional to maintenance of a new road, the costly maintenance for the existing roadway would be
ongoing in order that access be maintained for the existing residents, resulting in extra burden to
municipal taxes.


Similar to Alternative 3 – Do Nothing, costly repairs to vehicles, flooding and erosion would continue,
causing dust, diesel exhaust and noise pollution.


With the construction of a new road, costs would be significant;
        New roadway land acquisition required.
        Complete new granular road base including clearing and grubbing and stripping of right-of-way
         land versus having the benefit to utilize an existing roadway and road allowance.
        Complete new drainage culverts and ditches for new drainage catchment areas.
        Major environmental mitigation and protection measures necessary for construction and roadway
         design through the environmentally sensitive areas.


The capital cost to construct a new roadway would be increased in excess of the project cost estimates
that were based on utilizing the existing roadway and road allowance. Most likely, the Federal/Provincial
funds would not be enough to cover these additional costs that would be 100% municipal, places this
additional financial burden to the taxpayers.       Should these extra monies not be approved by the

Municipality, the limit of the project would have to be reduced and complete roadway section left
uncompleted.


Technical
The construction of a new roadway would be in accordance to Town Standards following sound
engineering principles including installation of new culvert and ditches to satisfy drainage concerns and
erosion protection. Mitigation measures would be placed to control siltation and erosion to Conservation
Authority and other applicable provincial and federal agency approvals, which would be very involved and
detailed due to work required for in-water and around/through environmental regulated areas.


5.3          Impacts of Alternative 3 – Reconstruction of Existing Roadway


This alternative proposes utilizing the existing road allowance to reconstruct the existing travelled road to
Town Standards to a hard surface to satisfy safety concerns including drainage improvements to avoid
seasonal flooding and erosion of the roadway that results in closure of this public road.


Social
Residential access to a reconstructed hard surface and updated roadway would be provided within the
existing road allowance, except for short term inconvenience during construction. However, emergency
access would be provided (reduced to one lane through the construction zone) during this period.


Dust and noise nuisance created by the ongoing gravelling and grading maintenance activities would end.
Reduced vehicle maintenance would result from a smoother hard surfaced roadway.


Emergency response time would be improved with the reconstructed roadway direct access to residents
and elimination of detours resulting from seasonal flooding closed road.


Natural Environment


The impact to the natural environment shall be minimal with the reconstruction of the existing road within
the existing municipal owned right-of-way.


Clearing and grubbing of vegetation is required for the proposed roadway widening, but limited to the toe-
of-slope where filling for road bed occurs and back of cut ditch slope in areas of cut, and necessary for
drainage improvements. All such clearing, grubbing and proposed roadway cut/fill shall be completed
with least impact as possible, closely following the mitigation measures recommended in the Vegetation

Inventory and Assessment Report (VIAR), including placement of silt fencing and slope lining (rip-rap) for
erosion protection.


Existing culverts shall be replaced to the same bottom elevation in order that base flows and low water
levels are not changed to sustain water level not detrimental to environment and aquatic habitat. All
culverts and any in-water works shall be completed to the approval of the Conservation Authority and
DFO through issuance of work permits.


Filling, as part of roadway widening within the high water level that is considered harmful or loss of fish
habitat shall be mitigated by rock fill and compensation provided by creation of new fish habitat areas, all
to the approval of the DFO.


Technical
The Town roadway design standard (Figure 2) shall be followed and modified, incorporating
recommended mitigation of the VIAR that includes steepening of shoulder slopes with rip-rap lining,
placement of silt fencing, re-alignment or narrowing of roadway section and lowering of design speed that
is proposed in the built-up area of Howdenvale.


By following the existing roadway, the design of the reconstructed roadway can be accomplished with
minor cut/fill and widening.    All existing entrance accesses and property grading can easily fit the
proposed road and shoulder grades with minimal impact. All ditching grading areas shall be restored with
topsoil and hydroseeded to stabilize the shoulder/ditch slopes and control soil erosion.


Steep shoulder slopes along the Sucker Creek waterway and culvert ends shall be protected with rip-rap
(stone), placed on geotextile cloth for stabilization and erosion protection.


Steel beam guiderail protection shall be placed where required in the previously mentioned steep sloped
areas and at objects that create a safety hazard (within 3 m of the edge of the traveled road). The
surface of the reconstructed roadway shall be of hard surface and shall provide a relatively maintenance
free, safe, smooth traveled road.


The replacement culverts are sized to accommodate run-off for the 25 year design rainfall storm, which is
the acceptable standard for this type of roadway. These new culverts are generally larger in size than the
existing culverts and the invert (bottom) elevations shall match that of the existing where necessary, as to
not affect base flows in identified waterway/stream to the Conservation Authority and DFO’s approval.

At the major waterway crossings of Sucker Creek, multiple culverts are proposed in order to increase the
needed capacity to match the flows of the 25 year design storm. This is proposed versus one large
culvert in order to maintain base flows, yet control maximum high water levels to avoid flooding and flows
that would overtop the roadway.

6.0          EVALUATE             ALTERNATIVES             AND       IDENTIFY          RECOMMENDED
             SOLUTION


6.1          Alternative 3 – Do Nothing


This alternative does nothing to address the objectives of the project. No roadway improvements would
be completed to address roadway safety, drainage problems (roadway flooding), rough gravel surface
roadway and high maintenance costs of this existing narrow roadway.


Based on the above, this Alternative 3 is discarded.


6.2          Alternative 2 – Alternate Route (New Road)


This alternative would be the most expensive due to complete new construction required within a new
right-of-way with land acquisition. Establishing a new roadway through the environmentally sensitive
areas, swamp wetland and regulated areas would be most harmful to the natural environment to the
extent of most likely not being permitted. If allowed, after approval is in place, the timing for construction
would most likely be beyond the grant funding period (March 2011).


Also, with a new roadway, the condition of the existing roadway providing access to local residents would
remain in its problematic state and the project objective would remain unresolved. Hence, based on
these facts, this Alternative 2 is discarded.


6.3          Alternative 1 – Reconstruction of Existing Roadway


As outlined in the previous Section 5.3, this alternative addresses the project objective and shall satisfy
the Social, Natural, Economic and Technical Environment aspect of the project. Also, this alternative as
presented during the public consultation process, was generally accepted with modification and mitigation
measures being proposed to minimize the impact on the Social and Natural Environment proposed to be
implemented as the recommended solution.


6.4          Recommended Solution


Alternative 1 – Reconstruction of Existing Roadway is identified as the recommended solution, subject to
the following proposed design and mitigation protective measures that have resulted from the public and

agency consultation including on-site meetings (the proposed design is provided in more detail on the
attached project drawings (Preliminary) – Appendix F).


   1.      Roadway Typical Sections (Figure 3)
           a)      Howdenvale/Sunset Drive built-up area (Huron Drive to 400 m north on Sunset Drive)
                       2 – 3.0 m paved travel lanes (0.5 m paved shoulder). Shoulder rounding – 0.5 m
                       and side slopes (2.5:1 granular and 2:1 earth).
                       Posted speed limit – 40 km/h and Community Safety Zone to be established.


           b)      Sunset Drive (400 m north of Howdenvale Road to northerly limits of Project)
                       2 – 3.5 m (double surface treatment) travel lanes plus 0.5 m gravel shoulder.
                       Rounding – 0.5 m and side slopes (2.5:1 granular and 2:1 earth).
                       Posted speed limit – 50 km/h
           Note:
           1. Reduced speed advisory signs shall be posted at curves.
           2. A safe, clear zone of 3 m shall be provided or guiderail protection installed.
           3. Roadside drainage ditches (0.3 m min. earth and 0.25 rock shatter) where necessary.
           4. Extent of paved travel lanes versus double surface treatment is budget dependent.


   2.      Mitigation and erosion protection shall be incorporated into the final design as recommended
           by the Vegetation Inventory and Assessment Report and as approved by the Conservation
           Authority and DFO and work permits issued.


   3.      Culvert replacement and drainage improvements shall be designed and installed to the
           approval of Grey Sauble Conservation Authority, DFO and Transport Canada (Navigable
           Waters) approval and work permits issued.


   4.      Bedrock excavation and removal shall be minimized and no blasting is permitted. Any such
           excavation and removal shall be by means of hydraulic (hoe ramp) hammer (approved).


   5.      Finalize design drawings shall be revised in accordance to the above noted comments and
           approvals to be implemented for construction.
