Executive Summary
Introduction
Local Planning Authorities must now produce an Annual Monitoring Report
(AMR) to show if Local Plans and the new Local Development Frameworks
(LDF’s) are achieving their aims.
This AMR covers the period from April 2006 to March 2007 and it was submitted
to the Secretary of State through the Government Office for the Eastern Region in
December 2007.
The contents of this AMR is in line with advice in Local Development Framework
Monitoring: A Good Practice Guide and other guidance produced by the Office
of the Deputy Prime Minister and the Department for Communities and Local
Government.
Part One: Key Characteristics
Uttlesford is a relatively affluent area with strong positive attributes. The main
challenge is to maintain these while at the same time meeting the needs of the
community.
Part Two: The Local Development Scheme
Work on the new LDF is progressing. with the Core Strategy Policy Choices and
Options for Growth document going out on consultation and the adoption of the
supplementary planning document on replacement dwellings being adopted
within the monitoring period.
Part Three: Policy Performance and Effects
These are being measured against a set of national indicators which all
authorities have to measure and relevant local indicators. Future results will
enable trends to be identified and assessments to be made as to whether spatial
planning policies are working or not. The assessment includes a housing
trajectory to assess future housing provision. This shows that the amount of land
with planning permission is sufficient to deliver the housing required up to 2011
but that housing completion rates are currently lower than they need to be to
deliver this housing on the ground.

Introduction
1. The Planning and Compulsory Purchase Act came into force in September
2004 and introduced a new planning system replacing Local Plans with Local
Development Frameworks (LDF’s). One of the requirements of the new
system is that authorities should prepare an Annual Monitoring Report
(AMR). The AMR has three main functions:
to check the progress of the new Local Development Documents (LDDs)
which the Council has said it will prepare against the timetable set out in
the Local Development Scheme (LDS)
to check the extent to which policies in the new LDDs are being achieved.
No LDDs have yet been adopted by the Council so this AMR will monitor
policies in the Uttlesford Local Plan adopted in January 2005
to advise on the need to revise and update the LDS
2. The monitoring period to be covered by the AMR is from April to March and
it has to be submitted by the end of December in the same year. This report
will cover the period from 1 April 2006 to 31 March 2007.
3. This monitoring report is divided into three parts the first part looks at the
issues, challenges and opportunities facing the District. The second part looks
at the implementation of the LDS and the third part is an analysis of policy
performance and effects.

5. Uttlesford is a relatively affluent area that has strong positive attributes
including;
a mainly rural environment, with productive farmland and historic small
towns and villages,
high levels of economic activity and very low unemployment,
good access to London and Cambridge which provide job opportunities,
cultural and sporting attractions and shopping,
a growing network of domestic and international air services through
Stansted Airport which is a major employment site,
excellent schools,
good access to healthcare,
low crime rate.
6. For reasons partly related to these attributes, house prices, car ownership,
road traffic casualty rates and road traffic growth forecasts are relatively high.
Use of resources including energy and water is also high.
7. The major challenge is to maintain the features above, which contribute to
people’s quality of life while addressing the following needs within the
District:
To provide affordable housing
To help local companies to grow, creating more jobs locally
To reduce and control noise and air pollution
To provide new development which is of good quality, well designed,
and accessible to all sections of the community
To make sure that people in the countryside have access to local
facilities like schools, shops and leisure
To deal with the threats posed by climate change
To reduce waste and increase recycling

LDS Implementation
8. The first LDS was brought into effect from 26 April 2005. The Council then revised the LDS to take account of changes to the
programme, the need to include reference to additional documents and some general updating. The first review was
approved by Members for submission on 6 June 2006 and submitted to the Secretary of State on 9 June 2006. In response to
a questionnaire on the Issues and Options for the Core Strategy in July 2006 the Government Office raised concerns about
the programme of proposed work. These changes have been reflected in the second revision to the LDS which was
submitted to the Secretary of State on 13th November and was brought into effect on the 12th December 2006.

PART THREE: POLICY PERFORMANCE AND EFFECTS
9. The Government has published a list of the Core Output Indicators which it
expects to see covered in the monitoring report. Relevant Local Indicators
should also be included as appropriate. This monitoring report will also
consider the policy performance and effects of the policies in the Uttlesford
Local Plan, adopted in January 2005. The Core Output Indicators are
considered in Section i) below. Section ii) looks at the Local Indicators from
the Adopted Plan. Some of the Local Indicators are covered by the Core
Output Indicators.
10. This report uses the following threshold figures for the development types
measured in the indicators below. These are consistent with the Essex County
Council monitoring for the East of England plan.

12. Of the total employment floorspace above, 7,450 (42%) comes from new build
at Chesterford Research Park, Stansted Airport and Stansted Distribution
Centre. 8149m2 (46%) of the floorspace comes from the re-use of agricultural
buildings – this is in line with policy E5 in the adopted Local Plan and
National Guidance which encourages the re-use of suitable rural buildings for
employment use. The remaining 2344m2 (13%) comes from changes of use
within the employment classes or extensions to existing employment uses.

completed floorspace is on previously developed land (PDL). The majority of

15. In the Uttlesford Local Plan, provision is made for a net increase of about
17.35 hectares of land for business, general industry, storage or distribution
(there is no distinction by type of use on a site by site basis). The sites which
make up this total are listed below. This figure excludes land within Stansted
Airport. The relevant target in the adopted plan is a net employment land
increase of 16 hectares by 2011.

21. The Housing Trajectory is a way of showing past and future housing
performance by identifying the predicted provision of housing over the
period of the plan. The trajectory below shows that housing completion
figures have only failed to reach the average annual requirement of the
regional plan in two years since 2001. However, a significant increase on the
current completion rates is still needed to meet the housing numbers required
for the remainder of the period. Appendix 4b shows the predicted annual
completion rates for known development sites.

22. Within the trajectory there is considerable reliance on a limited number of
major sites. This is identified as a key risk to achieving the numbers required.
The four major sites are:
Woodlands Park, Great Dunmow
Priors Green, Takeley/Little Canfield
Oakwood Park, Felsted/Little Dunmow
Rochford Nurseries, Stansted Mountfitchet
23. At March 07 both Woodlands Park and Oakwood Park were under
construction. The trajectory anticipates that Oakwood Park will continue at a
rate of about 100 per year completing in 2010, and Woodlands Park will
proceed at about 60 per year. Development has commenced for 650 units at
Priors Green at an assumed rate of 100 per year.
A second developer is pursuing phases 7&8 which may increase completion
rates. Rochford Nurseries has planning permission for 600 units. Detailed
consent exists for 427 units. Development has now commenced and the off
site infrastructure works are complete.

Previously Developed Land
COI/2b Percentage of new and converted dwellings on previously developed

24. Previously developed land (PDL) is that which is or was occupied by a
permanent structure (excluding agriculture or forestry buildings). The
definition covers the curtilage of buildings. PDL may occur in both built up
and rural settings.
25. The national target is that by 2008 60% of additional housing should be
provided on previously developed land and conversions of existing
buildings. Between 1 April 2006 and 31 March 2007 a total of 363 gross
residential units were built. Of these 229 were on PDL (63%). In the previous
year 554 units were built of which 340 were on PDL (61%)
26. By the very nature of Uttlesford there is limited PDL in the District. The
percentage of homes built on PDL will therefore reflect the scale of housing
required and the availability of PDL in the District.
27. The Local Plan adopted in January 2005 contains policies, which allow
development on PDL and safeguarded Greenfield sites. However three of the
major sites permitted for urban expansion and settlement expansion at
Stansted Mountfichet, Takeley and Great Dunmow are not classed as PDL.
Once development proceeds on these sites the percentage of homes built on
PDL will decrease significantly. The target for use of PDL in the adopted Plan
is therefore 40%.

Housing Density
COI/2c Percentage of new dwellings completed at: Less than 30 dwellings per
hectare; (ii) between 30 and 50 dwellings per hectare; and (iii) above 50
dwellings per hectare.
28. The Government guidance as set out in PPG3 is that local planning authorities
should avoid development which makes inefficient use of land (ie less than 30
dwellings per ha), encourage housing development which makes more
efficient use of land (between 30 and 50 dwellings per ha), and seek greater
intensity of development at places with good transport accessibility.
29. The chart below shows that 30% of the housing completions were built at a
density of over 30d/ha. Completions at a density of under 30 dwellings per
ha accounted for 70% of completions for the year.
30. The reason for such low density is due to the majority of these sites being
replacement dwellings and single dwellings on infill plots in villages and
rural locations where seeking a higher density would be detrimental to the
character of the area.

31. The target in the Uttlesford Local Plan is to provide 980 affordable homes between
2000 and 2011. The table below shows the affordable housing completions from
2000. These completions include both exception sites and affordable housing as an
element of market housing schemes.

32. Planning permission exists for developments which will provide a further 525
affordable units. The majority of these units are to be provided on the major sites
listed in paragraph 22. It is anticipated that the shortfall of 28 units will be met from
rural exception sites, sites without planning permission and through increased
capacities of sites.
33. Policy H9, in the Uttlesford Local Plan seeks 40% affordable housing on suitable
sites. This was adopted in January 2005 and the implementation of this policy should
result in an increase in the number of affordable units coming forward.

34. Uttlesford District Council’s five year land requirement are based upon the
District’s housing allocations in the adopted Essex & Southend Replacement
Structure Plan 2001.
35. Table 9 below indicates the 5-year requirement for the period 2007-2012. the
Structure Plan period ends 2011 and therefore regard has been given to the emerging
Regional Spatial Strategy (RSS) to cover the full five years.

37. Appendix 3 identifies the sites that have the potential to deliver housing during the
five year period. These include sites which have planning permission, sites allocated
for housing in the Development Plan and unallocated brownfield sites that have the
potential to make significant contribution to housing delivering during the five year
period. A total of 2752 dwellings are assumed to be deliverable within the next five
years.
38. Table 11 below, indicates there is sufficient land with planning permission for
housing to meet the requirements of both the Structure Plan and East of England
Plan.

39. In July 2001 the Essex Planning Officers Association produced Vehicle Parking
Standards and recommended them to District Authorities as Supplementary
Planning Guidance. The standards were maximum standards. The standards were
incorporated into the Uttlesford Local Plan Deposit Draft published in October 2001
but it was not stated that they were maximum standards. The Council adopted the
maximum standards in the Revised Deposit Plan October 2002. Appendix 5 lists all
the Class A, B and D developments completed in 06-07 and shows the parking
provision and requirements for each scheme. This is summarised in table 12 below
and shows that the majority of schemes comply with car parking standards –
whether these are minimum or maximum standards.

40. The following table shows that nearly 100% of houses completed are near key
services. The exceptions to this are Hospitals which are all outside the District. This
indicator does not take into account frequency of public transport.

Green Spaces

41. Currently there is only limited information available. There are no green
spaces within the District that have been awarded the Green Flag award but
this indicator is about spaces which would meet the required standards and
the green spaces do not have to receive the award to be included. A PPG17
survey of open space within the District has been carried out as part of the
evidence base for the new LDF. Altogether 136 sites (588.07Ha) have been
identified.

42. The broad nature of spaces covered by the standard and the fact that it can
apply to sites in private as well as public ownership means that analysing all
potential sites against the list of green flag standards will be a major task. We
aim to have this information available by 2008/09.
ENVIRONMENT
Flood Defence and Water Quality
COI/7 Number of planning permissions granted contrary to the advice of the
Environment Agency on either flood defence grounds or water quality
43. In 2006/07 the Environment Agency (EA) raised objections to 9 applications
within the District. 4 were refused, 1 is awaiting a decision and 4 were
approved. Amongst other conditions the approved applications had
conditions relating to the height of the ground floor to minimise flood risk.
Biodiversity
COI/8(i) - Change in Priority Habitats and Species
44. The Essex Biodiversity Action Plan was published in 1999 and currently
contains action plans for 25 species and 10 habitats, the majority of which
have been drawn from the national action plans as being of priority in Essex.
The action plans of relevance to Uttlesford are listed in Table 16. Limited data
exists on the population of species and the Council is reliant on other
organisations for this data. Where species are known to exist ecological
surveys are requested with planning applications.

45. Table 13 illustrates that a change in priority habitats and species due to
development is not known for the majority of species and habitats. As data
becomes available for more species the Council will be able to record and
monitor changes. The Council is committed to the establishment of a
Biological Record Centre for Essex. However, the species listed are generally
found in locations beyond developments limits where development is not
normally permitted. Where exact locations are known for species or habitats
it is possible to monitor applications for development. This monitoring report
has demonstrated that there have been no permissions for development in the
monitoring year in these known locations. The figures for Uttlesford from the
RSPB Great Garden Bird Watch indicated an increase in the number of
gardens where a Song thrush was seen.

46. Table 17 identifies the designated sites within the district.
47. Uttlesford has 12 Sites of Special Scientific Interest (SSSI) totalling 632ha.
During 2006/07 no development was approved within or adjacent to SSSI.
48. Two of the SSSI are also National Nature Reserves (NNR), totalling 401ha.
During 2006/07 no development was approved within or adjacent to NNR.
49. There is a decrease in the number of County Wildlife Sites (CWS) this year
due to a review of the sites. The study looked at 83 existing wildlife sites
along the A120 and West Anglian Rail corridors to identify the status of the
current network, assessing the sites against the current selection criteria for
Essex and identifying new sites with the potential opportunity for wildlife
corridors between local wildlife sites. Nine new sites were added, 10 were
deleted and the boundaries of some sites have been changed.
50. There are 239 CWS within the District, 157 are woodland, 71 are grasslands
and special roadside verges and 11 are known as mosaic sites with a mixture
of habitats. They total 2141.69 ha of land. In addition there are 16,625 meters
of linear CWS. There were 2 applications approved for development adjacent
to CWS, neither of which would result in a loss of the CWS.
51. Uttlesford has 1175 ha of ancient woodland which represents 49% of the
District’s woodland. During 2006/07 no development was approved within
or adjacent to ancient woodland.

52. The Government has set a target of 10% of electricity supply from renewable
sources by 2010. In 2004 3.1% of the UK electricity supply came from eligible
sources of non-renewable energy. There are two completed schemes in
Uttlesford. The Quarterly Renewable Energy Planning Review for England
April – June 2006 shows three other potential schemes in Uttlesford – listed in
the table below. All three are landfill gas schemes. The council is now

recording planning applications for domestic and other renewable energy
installations for future monitoring.
53. In 06/07 seven applications were received for renewable energy schemes, 4
were approved, 2 were refused and 1 was withdrawn. The reason for the 2
refusals was because the proposed wind turbines conflicted with the
safeguarding criteria for aircraft safety.

54. There were no planning permissions granted for new public or private sites,
or expansion of existing sites, during the monitoring period. There are no
other unimplemented permissions outstanding at the end of the monitoring
period.
55. Looking Back, Moving Forward, an assessment of the housing needs of
Gypsies and Travellers in Essex prepared by Salford Housing and Urban
Studies unit for the Essex Planning Officers Association was published in
December 2005. This will form the basis for further work on needs
assessment at the District level.
56. A report commissioned by EERA concluded that across the East of England
there is a requirement for 1,220 net additional residential pitches over 5 years
from 2006-2011, as well as 300 additional pitches for transit/transient needs.
There are two options for the distribution of the additional pitches, under
option 1 Uttlesford would need to make provision for 12 pitches and under
option 2 15 pitches.
