Call to Order
The meeting was called to order at 10:05 a.m.
The Minutes of the April 1, 2010 meeting were approved.
Below is the examination statistics summary for the month of April 2010.

The Guaranty Fund balance for March 31, 2010 is $866,347.24. The new
assessment fee of $150 for a license renewal went into effect on May 1, 2010.
PSI Representative Gina Hoffman
Gina Hoffman, Test Development Specialist, from PSI presented an overview of
the passage rates for the contractor, subcontractor, and salesperson exams over the last
three years. The Commission reviewed the first time pass rates, the repeat failures and
the repeats passers. From July 2009 through April 2010, 2,497 candidates have tested.
Mr. Borz questioned whether PSI could change its policy to require an individual
to purchase the book and register for the exam. Ms. Hoffman agreed to provide an
answer to the Commission before next month’s meeting.
HB 409 passed the House and Senate and is waiting to be signed into law by the
Governor. This bill will prohibit the Maryland Home Improvement Commission from
making an award from the Home Improvement Guaranty Fund in excess of the amount
paid by or on behalf of the claimant to the contractor against whom the claim is filed.
Mr. Smitson reported that the Department has applied to receive a grant in conjunction
with the University of Maryland Baltimore County to fund 4 mediators to work this summer on
home improvement cases. The goal will be to refer 100 complaints and Guaranty Fund claims for
