Footnotes & Declaration

Footnote (1)
The Rehabilitation of Offenders Act 1974, provides for many people who have been
convicted of certain criminal offences the opportunity to have no need to refer to these

convictions can, therefore, be regarded as “spent” after the lapse of a period of years

applying is excluded in the provisions of the Act unless otherwise stated in the job
description. Unless stated, you are required not to withhold information about
convictions which for other purposes are “spent” under the provisions of the Act. This
means that all previous convictions must be declared. If you are offered employment, any
failure to disclose such convictions could result in dismissal or disciplinary action. Any
information given, however, will be completely confidential and will be considered only in
relation to the post for which this application form refers.

                              MEDICAL & DENTAL STAFF

STATEMENT OF POLICY REGARDING THE DISCLOSURE OF FITNESS TO
PRACTICE PROCEEDINGS BY A LICENCING/REGULATORY BODY AND RELATING
TO CRIMINAL INVESTIGATIONS IN THE UK OR OVERSEAS

     _______________________________________________________

Registration with the General Medical Council or General Dental Council imposes on
doctors and dentists the duty to provide a good standard of medical care for, and to
behave appropriately towards patients. NHS Employers also have a duty to ensure that
patients receive a good standard of medical care and ensure as far as possible the safety
of patients. In accordance with NHS Circular PCS(DD) 2001/1, we therefore need to
establish if you have been found guilty of a criminal offence, been bound over or cautioned
or are currently the subject of proceedings which might lead to a conviction, an order
binding you over or a caution, in the UK or any other country.

Applicants for posts in the NHS are exempt from the Rehabilitation of Offenders Act 1974.
Application packs include a declaration for applicants to compete declaring any previous or
pending prosecutions or convictions, including those considered “spent” under this Act.
This will also include a declaration of any cautions or bind overs. We also need to
establish if you have been the subject of any fitness to practise proceedings in the past, or
if any fitness to practise proceedings are being contemplated, by a licensing or regulatory
body in the UK or another country and this is also reflected in the declaration.

Attached is a declaration which you must complete and return with your CV. Please note
that your application cannot be processed unless this form is received with your
CV. This information will be treated in confidence and will not debar you from appointment
unless the selection panel considers that it renders you unsuitable for appointment. In
reaching such a decision we will consider the nature of the conviction/action, how long ago
it took place and any other factors which may be relevant.

Failure to disclose a criminal offence, having been bound over or cautioned or that
you are currently the subject of criminal proceedings which might lead to a
conviction, an order binding you over or a caution, or fitness to practise
proceedings undertaken or being undertaken by an appropriate licensing or
regulatory body, may disqualify you from appointment, or result in summary
dismissal/disciplinary action and referral to the General Medical Council [General
Dental Council] for consideration if such a discrepancy came to light.

If you would like to discuss what effect any previous convictions, police investigations or
fitness to practise proceedings taken or being taken either in the UK or by an overseas
licensing or regulatory body might have on your application, you may telephone Anne
Holmes, Medical and Dental Team Lead, on 0141 278 2657 in confidence, for advice.

4. Duties of the Post

CLINICAL WORK

This post will principally be based at one of the adult resource centres. The community
multidisciplinary team is also based at the Resource Centre. The team comprises community
psychiatric nursing, occupational therapy, psychology and social work and is managed by the
Operations Manager. The inpatient multi-disciplinary teams are based at McKinnon House,
Stobhill Hospital and Parkhead Hospital and comprise nursing and occupational therapy staff,
with input from community-based social work

On-call work will be based at Parkhead or Stobhill Hospital. There is a partial shift rota system
and you will be one of approximately 11 doctors in training covering that site. We are hoping to
pilot a combined Parkhead and Stobhill out of hours rota during this period which may result in a
reduced frequency of night shifts.

Duties include inpatient work undertaken in close association with the multi-disciplinary team and
under the supervision of the Consultant. This would include assessment and treatment of
admitted patients whilst on call. The postholder will also work closely with the CMHT in terms of
general community work for patients with severe and enduring mental health problems between
the ages 16 to 65, as well as supervised outpatient clinics based at a Resource Centre.

TEACHING

Medical students from Glasgow University are attached to the consultant psychiatrists on a 5
week clinical clerkship basis. The students receive teaching in both the hospital and community
settings to enable as rounded an experience in psychiatry as possible. The post holder will be
expected to participate in the teaching of medical students, as well as teaching students of other
disciplines where appropriate

AUDIT / RESEARCH

The postholder would be encouraged to participate in audit / research projects as appropriate.
