Sibir Energy plc (Sibir) is an oil and gas exploration and production company, which is also engaged in the refining and
marketing of oil and gas products. It has exploration and production operations in Western Siberia and refining and
marketing in the City of Moscow and the Moscow region. The company operates through two segments, namely,
Upstream and Downstream.
The company’s Upstream operations are concentrated in the Khanty Mansiysk Autonomous area of West Siberia and
consist of two key assets with a total of over 640 million barrels of recoverable reserves that include The Salym group of
fields and the Yuzhnoye and Orekhovskoye fields. The company’s oil and gas exploration and production activities are
concentrated in the Salym group of fields, the Yuzhnoye field, Orekhovskoye field and the Koltogorsky block.
The company under its Salym Group of fields’ activities has approximately 550 million barrels of recoverable reserves. It
has 90 drilled wells and 378 in production. This field also has four drilling rigs and seven service rigs in operation. It has
an average flow rate of 650 barrels/day/well. This field is operated by Salym Petroleum Development (SDP), which is joint
venture between its 100% owned subsidiary, OAO Evikhon (Evikhon) and Shell Salym Development B.V. The company’s
Yuzhnoye field is a mature field, operated directly by the company’s subsidiary - Magma. The Yuzhnoye field has 43
producing wells, 22 injectors and production of 1.18 million per annum or 6,454 bopd for 2008.
The company’s Orekhovskoye field is a development project, located 22 km from the Yuzhnoye field. Koltogorsky
exploration blocks encompass 520,000 acres over eight blocks in the Khanty Mansiysk Autonomous area of Western
Siberia, near the operations base of Sibir subsidiary - Magma. The Koltogorsky field consists of six drilled wells; six wells
are under testing; and spud five additional wells.
The company’s Downstream activities operate through its ownership of the Moscow Oil and Gas Company (MOGC),
which has 0.1 million bopd of operating capacity at the Moscow Refinery. The company under its Moscow Refinery has
capacity to produce approximately 0.24 million bopd. The Moscow Refinery produces 25% gasoline, 30.5% diesel, 28.5%
heating oil, and 16% other. The company’s crude oil production is both exported directly and refined in the Moscow
refinery to be sold as refined products in the export market. Its Downstream operations also include marketing of oil.
Through Moscow Fuel Company (MTK), the company operates a network of 69 service stations in the City of Moscow and
Paveletsovsky oil products distribution terminal in northwest Moscow. Under Mosnefteproduct (MNP), the company has
64 service stations and 13 oil products distribution terminals in the Moscow region.
