Dear Parents,

This Parent Information Guide is intended as a resource to assist you in accessing district services,
staff and community resources. It is our hope that you will find this information useful and of benefit
to you and your family. Your child is very important to all of us and we sincerely hope you will
contact us if you require any assistance or further information.

To successfully prepare present and future generations in the Edgewood Independent School district
for college and career pathways by establishing a culture of Educational Excellence.

Special Education Department Mission Statement
The mission of the Edgewood Independent School District Special Education program is to
prepare students with special needs to achieve their individual career goals through self-
advocacy and self-determination.

Special Education Inclusive Vision
Through the collaborative efforts of all staff members, we will educate all students, to the maximum
extent possible, in an inclusive environment. By meeting the individual needs of all our students in this
heterogeneous environment, they will become responsible, literate, compassionate, contributing
members of our multi-cultural, multi-lingual, multi-ability global committee.

Preparar adecuadamente a las presentes y futuras generaciones de estudiantes del Distrito Escolar

El objetivo del programa de educación especial del Distrito Escolar Independiente de Edgewood es
preparar a los alumnos con necesidades educativas especiales para que alcancen sus metas

   1. To provide a variety of educational program services to meet the unique needs of students with
      special needs.

   2. To assure a continuum of educational placement is available for all students with disabilities in
      the least restrictive environment.

   3. To ensure that each student placement will be made with individual consideration beginning
      with the least restrictive environment.

   4. To prepare highly qualified staff to meet and support individual student needs.

   5. To engage parents of students with special needs in activities that provide parental support, and
      promote positive interactions with Special Education program staff and campus leadership.

   6. To maximize student opportunities based on their individual educational goals and career
      choices.

Social Worker Role and Responsibilities: To provide counseling and support services to all students. Through
the Campus Coordination of Services meetings both the counselor and the social worker will work to determine
the caseload and specific counseling services that will meet the needs of the students on the campus.

Parent Educators are degreed professionals that are campus-based in order to facilitate parental Involvement.
Their role is to facilitate the continued parent participation at the campuses. Additionally, they will assist with
"educating" the parents so that they can have an active role in their child's education. Parental involvement
transitions to "Family Engagement".

                 Special Education Communication Flowchart
                                        (Customer Service)

In keeping with the district’s mission to provide excellent customer service, the Special Education
Department promotes the following communication process. This process will enable parents to
resolve their concerns promptly by receiving quality customer service. Our commitment to our
students is to resolve all concerns at the earliest step possible.

   o Parent has a concern: parent is concerned about their child’s IEP program (services, placement,
     transition, assessment, graduation, etc.).
   o Parent contacts the teacher to resolve the problem.
   o If the concern is not resolved the parent contacts the campus principal for assistance.
   o If the campus principal together with the Special Education Program specialist are unable to
     resolve the concerns, the parent contacts the Special Education Director or Coordinator.
   o The campus Principal and Special Education Director/Coordinator will review the parent
     concern and provide a possible resolution to the concern.
   o If the issue is not resolved at this level, the parent has an opportunity to contact the Executive
     Director of Campus Leadership to ask for assistance.
   o Should the issue continue to be unresolved the parent can address their concern with the
     superintendent.
   o If the resolution is not agreed upon then the parent will have the option to contact TEA and
     pursue due process.


                     Proceso de comunicación con los padres
Respetando la política del Distrito de ofrecer el mejor servicio a nuestros usuarios, el Departamento
de Educación Especial seguirá el siguiente proceso de comunicación con los padres. En este proceso
se dará pronta respuesta las preguntas de los padres y se atenderán sus inquietudes de la mejor forma.
Nos comprometemos a resolver los problemas que surjan lo antes posible.

   o Los padres están preocupados por el IEP (servicios, clase, transición, evaluación, graduación,
     etc.)
   o Los padres hablan con el maestro para expresarle su preocupación.
   o Si el problema no se resuelve, los padres deben hablar con el director.
   o Si el director y el especialista de educación especial no pueden resolver el problema, los
     padres hablarán con el coordinador de educación especial.
   o El director y el coordinador de educación especial revisarán el caso y ofrecerán a los padres
     una solución.
   o Si el problema sigue sin resolverse, los padres podrán hablar con el director ejecutivo de
     actividades de liderazgo.
   o Si después de esto el problema sigue sin resolverse, los padres podrán hablar con el
     superintendente.
   o Si después de esto el problema sigue si resolverse, podrán dirigirse a la TEA y seguir el
     proceso correspondiente.

        Parent Support Groups for
    Parents With Children With Autism

Support Meetings provide parents of children with autism opportunities to
network and discuss issues related to their child’s disability. All meetings are
held in an informal atmosphere with opportunities for parents to make
requests and recommendations regarding the instruction of their child.
Parents can also make requests for training and attendance to specific
conferences that will assist them in better understanding their child’s autism.

             One of the greatest challenges currently facing Texas in regard to the
             delivery of services for students with disabilities is access to resources
             on special education. The purpose of providing resources on this Web

page is to promote information and guidance to parents, district staff,
and other interested stakeholders regarding special education.
The following links list state- and or national-level resources that have
been identified by the State and previously published in A Guide to the
Admission, Review, and Dismissal Process, a companion document to
the Notice of Procedural Safeguards. This is not an exhaustive list of
resources available; but it will be updated periodically. If you would like

Notice of Procedural Safeguards
Rights of Parents of Students with Disabilities

               The Notice of Procedural Safeguards: Rights of Parents of Students
               with Disabilities explains the specific rights and responsibilities of the
               parent in the special education process. The Individuals with Disabilities
               Education Improvement Act 2004 (IDEA 2004) requires school districts
               to give parents the Procedural Safeguards only one time a year, except
               upon: initial referral or on request for evaluation; the first occurrence of
               the filing of a due process hearing complaint; or upon request by a
               parent.
               The Procedural Safeguards are available in English and Spanish.

               Esta notificación explica los derechos y obligaciones de los padres de
               alumnos de educación especial. La ley de Educación de Discapacitados

El servicio “Child Find” se encarga de ofrecerle información y referencias gratuitas
para ayudar a los niños que necesitan asistencia con dificultades de aprendizaje que les
impiden progresar normalmente en la escuela. Al detectar problemas tempranamente,
desde el nacimiento, el servicio “Child Find” ofrece a cada infante, niño(a) y joven la
misma oportunidad de alcanzar su máximo potencial.

Child Find is a free referral and information service that helps children who need
assistance with learning challenges which prevented them from doing well in school.
By pinpointing problems early, beginning at birth, Child Find offers every infant, child

                                Options and Requirements
            For Providing Assistance to Students Who Have Learning Difficulties
                   or Who Need or May Need Special Education Services

If a child is experiencing learning difficulties, the parent may contact the person listed below to learn
about the district’s overall general education referral or screening system for support services. This
system links students to a variety of support options, including referral for a special education
evaluation. Students having difficulty in the regular classroom should be considered for tutorial,
compensatory, and other academic or behavior support services that are available to all students
including a process based on Response to Intervention (RtI). The implementation of RtI has the
potential to have a positive impact on the ability of local education agencies to meet the needs of all
struggling students.

At any time, a parent is entitled to request an evaluation for special education services. Within a
reasonable amount of time, the district must decide if the evaluation is needed. If the evaluation is
needed, the parent will be notified and asked to provide informed written consent for the evaluation.
The district must complete the evaluation and the report within 60 calendar days of the date the
district receives the written consent. The district must give a copy of the report to the parent.

If the district determines that the evaluation is not needed, the district will provide the parent with a
written notice that explains why the child will not be evaluated. This written notice will include a
statement that informs the parent of their rights, if they disagree with the district. Additionally, the
notice must inform the parent how to obtain a copy of the Notice of Procedural Safeguards – Rights of
Parents of Students with Disabilities.

Si un niño experimenta dificultades de aprendizaje el padre o la madre puede ponerse en contacto
con la persona que se menciona abajo para aprender sobre el sistema global de investigación o

remisión para educación general del distrito para los servicios de apoyo. Este sistema vincula a los
estudiantes con una variedad de opciones de apoyo, inclusive los remite a una evaluación para
educación especial. Los estudiantes que tienen dificultades en la clase normal deberían ser
considerados para servicios de tutorías, compensatorios u otro servicio de apoyo académico o de
comportamiento, que están disponibles para todos los estudiantes y que incluyen un proceso basado
en la Respuesta a la Intervención (RtI, por sus siglas en inglés). La implementación de la RtI tiene el
potencial para producir un impacto positivo en la habilidad de las agencias locales de educación, para
cubrir las necesidades de todos los estudiantes con dificultades.

El padre o la madre tiene derecho a pedir una evaluación para los servicios de educación especial en
cualquier momento. El distrito debe decidir si la evaluación es necesaria dentro de un período
razonable de tiempo. Si la evaluación es necesaria, el padre o la madre será notificado/a y se le
pedirá que presente un consentimiento informado por escrito para la evaluación. El distrito debe
completar la evaluación y el informe dentro de los 60 días calendario a partir de la fecha en que el
distrito recibió el consentimiento por escrito. El distrito debe entregar una copia del informe al padre o
la madre.

Si el distrito determina que la evaluación no es necesaria, el distrito le entregará al padre o la madre
una notificación por escrito donde explique por qué el niño no será evaluado. Esta notificación incluirá
una declaración en la que se le informa sobre sus derechos, si éste/a no está de acuerdo con el
distrito. Además, la notificación deberá informarle al padre o la madre cómo obtener una copia de la
Notificación de las Salvaguardas del Procedimiento - Derechos de los Padres de los Estudiantes con
Discapacidades (Notice of Procedural Safeguards-Rights of Parents of Students with Disabilities).
