1      Executive Summary

       The purpose of this report is to identify and consider the options for providing
       neighbourhood policing in Abercarn in the Borough of Caerphilly.

       The report considers the current services, access arrangements and future requirements.

       Through a process of stakeholder engagement, criteria have been established which
       identifies the services required to provide a modern police service in Gwent. All police
       stations have been appraised against these criteria to assist in the development and
       delivery of a best value neighbourhood model.

       The current service that is provided at Abercarn has been subject to this appraisal and
       options for transforming service delivery in this community have been considered. These
       options have been subject to review and considered in the context of the current premises,
       their utilisation and alternative provision. This review aims to determine the most effective
       way of delivering services for modern policing.

       The recommendation is to continue with the existing arrangements and dispose of the
       Abercarn police site.

       Stakeholder engagement will be necessary during a period of consultation and the nature
       of this engagement is being developed by the Local Policing Unit Superintendents.

2      Introduction

       The Staying Ahead programme has sought to provide modern police services by aligning
       the service provision to meet public demand and this has led to a re-structuring of the
       force. The re-structuring has enabled a public facing and responsive service to provide
       public confidence and deliver value for money.
       One aspect of the re-structuring is to ensure the resources are aligned to deliver modern
       policing and this includes provision of the estate. The implementation of the Estate
       Strategy has progressed since April 2009 and the outcome of Stage 1 was presented and
       endorsed at the Police Authority meeting on 29 May 2009. Since that time a technical and
       financial baseline of all premises has been undertaken, enabling clarification of the relative
       cost of each site in delivering the required services.

    The re-provision of services currently provided in the Local Policing Units (LPUs) has been
    subject to review and considered in the context of the current premises, their utilisation and
    alternative provision. This review aims to determine the most effective way of delivering
    services for modern policing.

    Local stakeholder engagement has been utilised in various forms and using the
    Communications & Community Confidence Plan.

3   Background

    Abercarn is a small town community in Caerphilly County Borough 10 miles north-
    west of Newport on the A467 between Cwmcarn and Newbridge. This purpose built
    police station and police house is located in a narrow road off the main thoroughfare
    through Abercarn town. The police station comprises 125 m2 on part of the ground
    floor. The station has not been used for some time and all fittings and fixtures
    (excluding the counter) have been removed. It is understood that the landlords
    (Llanover Estates) have now sold the rest of the building and all the windows apart
    from those for the police station have now been boarded up. The door to the police
    station has been secured and padlocked.

    At present the neighbourhood officers conduct P.A.C.T. meetings in the local welsh
    medium school Ysgol Gymraeg Cwm Gwyddon and police surgeries are held in
    Abercarn Library or Cwmcarn Institute. A recent public confidence survey carried out
    in the Risca area, of which Abercarn is a part, showed that there was no significant
    difference in public confidence than any other part of the Force area.

    The Crime trends for the area from 2008 are shown in the following graphs to show
    the changing pattern of crime in the recent past.

    The graph below for 2008/09 showed that there was an overall decrease in the
    average level of crimes committed in the area.

    In 2009/10 the crime levels stabilised with the introduction of the new neighbourhood
    policing.




    The trend in the current financial year is downwards and demonstrates the impact the
    neighbourhood policing team is having within the community




    Overall the graphs confirm that the new force structure is enabling neighbourhood
    officers to tackle P.A.C.T. priorities such as anti-social behaviour and are providing
    the service required by the residents of Abercarn.

    A summary analysis of the use of the police station is provided below for information.

4   Objectives

    The objectives are to ensure a service that is accessible to the public, responds to
    local need and provide assurance to the community.

5   Considerations

    A number of considerations, or parameters, have been considered in the
    development of this business case. These are:

       a.         Good Pedestrian Access
       b.         High Visibility from Main Road and Pavement
       c.         Appropriate Opening hours
       d.         Available parking
       e.         Available Shared Facilities
       f.         Space Availability/Flexibility
       g.         DDA and Other Compliance Issues
       h.         Available Shared facilities/Partnership Working

6   Criteria

    Criterion have been established in consultation with stakeholders and the agreement
    of Senior Police Officers and Police Authority Members in order to assess the options
    for improving neighbourhood policing and are shown in the following table.

    Discussions to determine the weighting of the criteria confirmed that each were
    equal.

7   List of Options

    A list of options with the support of various stakeholders including local stakeholders and
    Police Authority Members has been developed for Abercarn and they are as follows:

    Option 1 – Do Nothing
    This site has been empty for some years and the majority of the building is now boarded
    up. If Gwent Police continues to do nothing with this site it will maintain the poor public
    profile which the site has already attracted and the building will continue to deteriorate.
    There is no current service provision from this site with all community engagement being

    carried out in the local community centre.

     Option 2 – Do Minimum

    Due to its dilapidated state, a programme of works would need to be undertaken to re-
    open this small out-station, including network links. During the appraisal stage, the LPU
    Superintendent has indicated that when considering the provision of a modern policing
    service that the re-opening and investment needed to provide facilities at Abercarn would
    add little value to the service that is already being provided to the community.

     Option 3 – Continue with established re-provision and dispose of site

     At present the neighbourhood officers conduct P.A.C.T. meetings in the local welsh

     Neighbourhood Team to tackle crime at a local level is effective and ensures that the
     community has a visible, accessible and responsive local policing service. This would also
     fit with the Chief Constable’s vision of making the best use of resources in order to achieve
     effective neighbourhood policing.

8   Option Appraisals

8.1 The non financial score was evaluated by the following panel members:

    The findings are detailed at Appendix 1 which shows the detailed criteria and scores for the
    Do Nothing option (Appendix 1a) and the full scores for each option (Appendix 1b)
    presented in the following table.

8.2 Financial Appraisal

    The detailed financial appraisal is provided at Appendix 2, the analysis providing
    details of each option (Appendix 2a – 2c).

     The table confirms the Discounted Cash Flow Cost of each option over a 10 year
     programme. The most attractive option is option 3, which is to continue with the
     established re-provision and to relinquish the lease at Abercarn.

8.3 Preferred Option

     The preferred option has been determined by drawing together the financial and non
     financial evaluation to determine best value option and this is shown in the following
     table.

     This table confirms that option 3 is the preferred option.

8.4 Affordability

     The site is currently costing £5000 per annum and this can be saved by disposing of the
     site, releasing resources to support policing services.

9    Recommendation

     The recommendation is to proceed with option 3 which is to continue with the existing
     arrangements and dispose of the station at Abercarn.

10   Implementation Plan & Timescales

     The implementation plan is being developed and will be implemented pending discussion
     by Gwent Police Authority and following a public consultation between October and
     December
