I.     Rule 10A. for the conduct of the meetings of the South Kingstown Town Council for the Term 2004
       through 2006: Members of the public shall be entitled to speak at regular meetings during any
       period designated on the agenda for public comment, once, for a period of five minutes, or longer at
       the discretion of the President, and at other times when invited to do so by the President. The public
       shall address their comments to the question under debate.

II.    Rule 11: No item of business other than that of adjournment may be brought before the Town
       Council at any meeting unless such an item is introduced before 11:00PM; provided, however, that
       this rule may be suspended by an affirmative vote of a majority of members present.

III.   Rule 13: All items listed with a (CA) are to be considered routine by the Town Council and will be
       enacted by one motion. There will be no separate discussion of these items unless a member of the
       Council, or a member of the public so requests, in which event the item will be removed from
       Consent Agenda (CA) consideration and considered in its normal sequence on the agenda.

       Pursuant to RIGL §42-46-6(b). Notice – “Nothing contained herein shall prevent a public body, other
       than a school committee from adding additional items to the agenda by majority vote of the
       members. Such additional items shall be for informational purposes only and may not be voted on

          for additional liquor licenses within the community.

     B.   A Public Hearing relative to an application for a license to keep and sell
          alcoholic beverages in South Kingstown in accordance with the General
          Laws of 1956, as amended, as follows:

(CA) C.    A resolution affirming a proclamation presented on September 30, 2005 to
           retiring Police Sergeant Peter T. McClanaghan, as follows:

                           SERGEANT PETER T. McCLANAGHAN

           WHEREAS, PETER T. McCLANAGHAN joined the South Kingstown
           Police Department on June 5, 1978 as a patrolman and was promoted to
           the rank of Sergeant on July 18, 1987 and served in that position on the
           third and second shifts, and

           WHEREAS, during his tenure as a member of the South Kingstown
           Police Department, his calm patient and pragmatic demeanor aided not
           only in supervising other members of the department but also in securing
           the confidence of the citizens of South Kingstown, and

          WHEREAS, the South Kingstown Police Department and the Town of
          South Kingstown has been privileged to have someone as experienced
          and capable as SERGEANT McCLANAGHAN who has demonstrated the

          NOW THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF
          SOUTH KINGSTOWN, do hereby acknowledge the substantial
          contributions made by SERGEANT McCLANAGHAN to the well being
          and safety of the entire community, and extend best wishes to
          SERGEANT McCLANAGHAN for a happy, healthy retirement and much
          success in all future endeavors.

(CA) D.   A resolution affirming a proclamation presented on September 30, 2005 to
          retiring Police Sergeant Randall C. McKiel, as follows:

                            SERGEANT RANDALL C. McKIEL

          WHEREAS, SERGEANT RANDALL C. McKIEL joined the South
          Kingstown Police Department on September 15, 1983 as a patrolman and
          was promoted to the rank of Sergeant on September 18, 2000, serving as
          the department range officer, E.S.U. Team leader and Honor Guard
          coordinator, and

          WHEREAS, during his tenure as a member of the South Kingstown
          Police Department, his calm patient and pragmatic demeanor aided not
          only in supervising other members of the department but also in securing
          the confidence of the citizens of South Kingstown, and

          WHEREAS, the South Kingstown Police Department and the Town of
          South Kingstown has been privileged to have someone as experienced
          and capable as SERGEANT RANDALL C. McKIEL who has
          demonstrated the highest professional standards and dedicated service to
          the Town and its people.

(CA) E.   A resolution affirming a proclamation presented on September 30, 2005 to
          retiring Police Detective Michael R. Nolan, as follows:

                              DETECTIVE MICHAEL R. NOLAN

          WHEREAS, MICHAEL R. NOLAN joined the South Kingstown Police
          Department on July 18, 1987 as a patrolman and was promoted to
          Detective on July 1, 1999, and

          WHEREAS, during his tenure as a member of the South Kingstown
          Police Department, his calm, patient demeanor provided a role model for
          new officers and his tenacity while conducting investigations secured the
          confidence of the citizens of South Kingstown and the officers that worked
          by his side, and

          WHEREAS, the South Kingstown Police Department and the Town of
          South Kingstown have been privileged to have someone as experienced
          and capable as DETECTIVE MICHAEL R. NOLAN who has
          demonstrated the highest professional standards and dedicated service to
          the Town and its people.

          NOW THEREFORE, WE THE TOWN COUNCIL OF THE TOWN OF
          SOUTH KINGSTOWN, do hereby acknowledge the substantial

          Public Hearing to consider proposed amendments to the South Kingstown
          Town Code, Chapter 11 Nuisances, Article III., Section 11-25 Construction
          Activities, that would prohibit construction activities on Federal holidays.

(CA) G.   A resolution authorizing the Town Clerk to advertise for Order of Notice a
          Public Hearing to consider proposed amendments to the South Kingstown
          Zoning Ordinance, Article 5 Supplementary Regulations, Section 503.2
          Accessory Apartments, that would allow for the establishment of larger
          accessory apartments.

(CA) H.   A resolution affirming a proclamation presented on October 1, 2005 to
          retiring Highway Department Foreman Michael Carey, as follows:

                                      MICHAEL CAREY

          The Town Council of the Town of South Kingstown hereby offers its
          sincerest thank you to MICHAEL CAREY in recognition of your many
          years of dedicated service to the Town of South Kingstown,

                              October 23, 1973 – June 30, 2005

          The entire Town Council extends its appreciation for your services and
          wishes you well in your retirement.

     I.   A resolution authorizing an award of bid to Liberty Chevrolet, Inc., 90 Bay
          State Road, Wakefield, MA 01880 for the purchase of one 2005 Chevrolet
          4x4 pickup truck in accordance with all bid specifications, in an amount not
          to exceed $21,975, including trade-in; and as further described in a
          memorandum from the Director of Parks and Recreation to the Town
          Manager dated October 3, 2005 and entitled: “Bid Recommendation for
          4x4 Pickup Truck and Administrative Vehicle.”

     J.   A resolution authorizing an award of bid to Bailey-Flood Narragansett
          Ford, 321 Woodruff Avenue, Narragansett, RI 02882 for the purchase of
          one 2005 Ford Taurus SE 4-door sedan in accordance with all bid
          specifications, in an amount not to exceed $15,623; and as further
          described in a memorandum from the Director of Parks and Recreation to
          the Town Manager dated October 3, 2005 and entitled: “Bid
          Recommendation for 4x4 Pickup Truck and Administrative Vehicle.”

     K.   A resolution authorizing an award of bid to Narragansett Improvement Co.,
          223 Allens Avenue, Providence, RI 02903 for the reconstruction of the
          Fagan Park basketball court in accordance with all bid specifications, in an
          amount not to exceed $18,650; and as further described in a
          memorandum from the Director of Parks and Recreation to the Town
          Manager dated October 5, 2005 and entitled: “Recommendation for Fagan
          Park Basketball Court Reconstruction.”

     L.   A resolution authorizing an award of bid to J.H. Lynch and Sons, Inc., 270
          North Road, P.O. Box 3700, Peace Dale, RI 02883 for the Peace Dale
          parking lot and Jonnycake Center driveway paving project using
          Bituminous Concrete In-Place in an amount not to exceed $35,059,
          including a contingency; and as further described in a memorandum from
          the Director of Administrative Services to the Town Manager dated
          September 20, 2005 and entitled: “Bid Recommendation – Peace Dale
          Parking Lot Bituminous Concrete In-Place Project.”

     M.   A resolution authorizing a 20-year extension of contract originally granted
          on November 26, 1994 to New England Treatment Company, 55 Old Field
          Point Road, Greenwich, CT 06830 and extended on November 9, 1998, to
          their successor, Synagro Northeast, Inc., 199 Municipal Road, Waterbury,
          CT 06808 for municipal wastewater sludge transportation, incineration,
          and disposal with an effective date of January 1, 2008; and as further
          described in a memorandum from the Public Services Director to the
          Town Manager dated September 22, 2005 and entitled: “Sludge
          Incineration Contract Extension.”

     N.   A resolution authorizing the Town Manager to determine the lowest
          qualified bidder for #2 fuel oil, and maintenance/service, for a one-year
          period with an increment and may include cap insurance with a maximum
          price cap, and further directing the Town Manager to report to the Town
